Local Planning Agency Meeting
5:50 PM - Thursday, April 18, 2019 - City Hall
CALL TO ORDER: 6:00 p.m.
ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE
PRESENT: Member Emily Lee, Vice Chair Karen LeHeup-Smith, Member Robert Morin,
Member Marie Aliberti and Chairman Michael L. Holland
1. CONSIDERATIONS
1.1 Small Scale Future Land Use Map Amendment to the Comprehensive Plan (2019-
CPLUS-001 ): 1706 Virginia Ave. and E. Bates Ave . 1200 feet east of E. CR 44
Roland Magyar, Senior Planner, explained the location of the three parcels
requested for annexation and the proposed future land use designations. He stated
they are consistent with the surrounding uses and the comprehensive plan. He
stated statrs recommendation for transmittal.
Chairman Holland opened the public hearing at 6:01 p.m.
Robert Roorbach informed the members that his neighborhood already has a runoff
issue and expressed concern that the proposed development will increase their
problem.
Ron Neibert, City Manager, explained that the LPA and the Commission are not
reviewing a specific project at that time only whether or not to annex the property
and provide specific "zoning" (future land use designation). He stated, after that, the
property owner may bring forward a specific development plan which would be the
appropriate time to address the stormwater issues.
There being no further public comment, the hearing was closed at 6:04 p.m.
Moved by Member Morin, seconded by Vice Chair LeHeup-Smith, to transmit 2019-
CPLUS-01 to the City Commission for action. Motion carried by the following votes:
Ayes : Member Lee, Vice Chair LeHeup-Smith, Member Morin, Member Aliberti, and
Chairman Holland
1.2 Small Scale Future Land Use Map Amendment to the Comprehensive Plan (2019-
CPLUS-02) - 443 Ohio Blvd.
Mr. Magyar explained the location of the property requested for annexation and the
proposed future land use designation . He stated they are consistent with the
surrounding uses and the comprehensive plan. He stated staff's recommendation
for transmittal.
Chairman Holland opened the public hearing at 6:06 p.m. There being no public
comment, the hearing was closed at 6:06 p.m.
Moved by Member Morin, seconded by Member Aliberti, to transmit 2019-CPLUS-02
to the City Commission for action . Motion carried by the following votes:
Ayes: Member Lee, Vice Chair LeHeup-Smith, Member Morin, Member Aliberti
and Chairman Holland
1.3 Small Scale Future Land Use Map Amendment to the Comprehensive Plan (2019-
CPLUS-03) - 2400 and 2500 S. Bay St., 143 W. Dicie Ave. and 200 W. Seminole Ave.
Mr. Magyar explained the location of the four subject parcels requested for annexation
and the proposed future land use designations. He stated they are consistent with the
surrounding uses and the comprehensive plan. He stated staff's recommendation for
transmittal .
Chairman Holland opened the public hearing at 6:07 p.m. There being no public
comment, the hearing was closed at 6:07 p.m.
Moved by Member Aliberti, seconded by Member Lee, to transmit 2019-CPLUS-03 to
the City Commission for action. Motion carried by the following votes:
Ayes: Member Lee, Vice Chair LeHeup-Smith, Member Morin, Member Aliberti and
Chairman Holland
2. ADJOURNMENT: 6:08 p.m.
