EVANSTON CITY COUNCIL Second Regular M eeting January 19, 2016 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of January was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Boy Scout Macson Adam s led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, David W elling, Saundra Meyer, and W endy Schuler. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative Services/City Clerk, Am y G renfell; City Engineer, Brian Honey; City Treasurer, Kathy Defa; Public W orks Director, Oop Hansen; Associate Planner, DuW ayne Jacobsen; Director of Parks and Recreation, Jay Dee Nielsen; Deputy City Clerk, Nancy Stevenson; and Police Lieutenant, Mike Vranish. Police Chief, Jon Kirby was excused. A group of interested citizens were also present. Approve Agenda Councilmember W elling moved, Councilmember M eyer seconded, to approve the agenda. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Meyer, Schuler. Council Comments Mayor W illiam s com m ented on all the visitors that had been in town recently to buy lottery tickets and stated that he is in hopes that it was beneficial to the local m erchants. Councilm em ber Meyers also com m ented that she was looking forward to seeing if there is an increase in sales tax revenue. Appointment to Boards/Commissions M ayor Williams made appointments to the follow ing boards and committees. Councilmember Schuler moved, Councilmember Kopp seconded, to confirm the follow ing appointments: Airport Joint Pow ers Board Curtis Rex - January 2019 Emergency Services Joint Pow ers Board David W elling - January 2019 Lodging Tax Board Evan Perkes - January 2019 Preservation Commission Margaret Lester - January 2019 Sue Vehar - January 2019 Ann Cazin - January 2017 Urban Renew al Board Kim berly Chapm an - January 2021 The m otion passed unanim ously with 6 yes votes: Lynch, Kopp, Perkes, W elling, Meyer, Schuler. Public Hearing/Liquor License Transfer/BK M anagement City Attorney, Dennis Boal conducted a public hearing to solicit public com m ent regarding the application for a transfer of ownership of a Retail Liquor License from W yom ing Downs OTB, LLC, dba: W yom ing Downs OTB to BK Managem ent, LLC., dba: BK Managem ent, LLC. Dharm esh Ahir, owner of BK Managem ent spoke in favor of the application and explained the reason for the transfer. No one else addressed the issue and Mr. Boal closed the hearing. Transfer of Ow nership/Liquor License/BK M anagement Councilmember Lynch moved, Councilmember M eyer seconded, to approve the transfer of ow nership of a Retail Liquor License from W yoming Dow ns O TB, LLC, dba: W yoming Dow ns OTB to BK M anagement, LLC., dba: BK M anagement, LLC. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Meyer, Schuler. Tonya Stokes, representative for W yom ing Downs OTB spoke in favor of the application and explained the reason for the transfer. No one else addressed the issue and Mr. Boal closed the hearing. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Meyer, Schuler. Sale of Drug Dog Councilmember Lynch moved, Councilmember Perkes seconded, to authorize the sale of the Drug Dog, Zeus to Officer Ty Asay for the sum of $5.00. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Meyer, Schuler. Comments/Remarks DuW ayne Jacobsen reminded everyone of the upcoming Eukanuba Stage Stop Sled Dog Races w hich w ill be in Uinta County and Evanston on February 5 th and 6 th and invited everyone to attend those events. Jay Dee Nielsen invited everyone to attend the Family Ice Skating event at the Ice Ponds on January 25 th from 6:00 pm to 8:00 pm.
