EVANSTON CITY COUNCIL Second Regular M eeting April 19, 2016 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of April was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Councilm em ber Kopp led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Councilm em ber Meyer thanked all those that worked to get the grant for the Evanston’s Roundhouse Ready for Business Project. Councilm em ber Schuler reiterated the com m ents m ade by Councilm em bers Kopp and Schuler. She rem inded everyone of the Sagebrush Theater play at the Strand which will be taking place the next couple of week. She then thanked City Staff for helping with a group of Cub Scouts touring City Hall and the Police Departm ent buildings. Mayor W illiam s also thanked Am y Grenfell, Mieke Madrid, our local Legislators, the County Com m issioners, and everyone else that played a part in helping to receive the grant for the Evanston’s Roundhouse Ready for Business Project. Consent Agenda Councilmember W elling moved, Councilmember M eyer seconded, to approve a Street Closure Permit requested by Evanston Cowboy Days for the Cowboy Days Kick-off Event on Friday, September 2, 2016 on Front Street from 9th to 11th Street and M ain Street from 9th to 10th Street; and on 10 th and 11 th Streets from Front Street to M ain Street, from 4:00 p.m. to 11:30 p.m. The m otion passed with 5 yes votes: Kopp, Lynch, W elling, Meyer, Schuler. 2 no votes: W illiam s, Perkes. Aw ard Bid/Evanston Sew er Replacement Project 2016 Councilmember Perkes moved, Councilmember Lynch seconded, to aw ard the bid for the City of Evanston Sewer Replacem ent project 2016 to the apparent low bidder. The m otion failed with 7 no votes: W illiam s, Kopp, Lynch, Perkes, W elling, Meyer, Schuler. Resolution 16-15 Councilmember Lynch introduced Resolution 16-15. Councilmember Lynch moved, Councilmember W elling seconded, to adopt Resolution 16-15. Resolution 16-15: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE EXECUTION OF A REVOCABLE LICENSE AGREEMENT W ITH PATRICIA E. PRESTON. W HEREAS, Patricia E. Preston, (the “Owner”), is the owner of the Southwesterly 100 Feet of Lot 8 in Block 2 of the Union Pacific Railway Com pany's Subdivision in the City of Evanston, Uinta County, W yom ing; and W HEREAS, the Owner desires to construct a fence, which will encroach and be located in and onto the right of way of the city street known as Avenue C; and W HEREAS, O wner desires to enter into a revocable license agreem ent with the City of Evanston which will perm it the encroachm ent of the fence into the city right of way upon certain term s and conditions; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. Resolution 16-16: A RESOLUTION APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE CAB ADDITION, A SUBDIVISION W ITHIN THE CITY OF EVANSTON, W YOMING AS MORE PARTICULARLY DESCRIBED HEREIN. W HEREAS, B Property Group, LLC, a W yom ing Lim ited Liability Com pany, (the “Subdivider”), has m ade application to the governing body of the City of Evanston, W yom ing for approval and authorization of the proposed subdivision entitled the CAB Addition, a subdivision located within the City of Evanston, W yom ing; and W HEREAS, the City of Evanston finds that said subdivision is a m inor subdivision and can be approved pursuant to Section 22-10 of the Evanston City Code. Comment/Remarks Jay Dee Nielson invited everyone to attend the Meet and Greet at the Recreation Center on April 27 th at 6:00 p.m .  Public Participation Mike Eastm an addressed the Mayor and Council regarding concerns he has relating to restricted covenants of the of CAB Addition Subdivision. City Attorney Boal explained that restricted covenants are not enforced by the City. Executive Session Councilmember Perkes moved, Councilmember Lynch seconded, to go into an Executive Session to discuss a personnel matter.
