EVANSTON CITY COUNCIL Second Regular M eeting M ay 17, 2016 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of May was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Boy Scout, Conrad Short of Troop 83 led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, David W elling, Saundra Meyer, and W endy Schuler. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative Services/City Clerk, Am y Grenfell; City Treasurer, Kathy Defa; City Engineer, Brian Honey; Police Chief, Jon Kirby; Public W orks Director, Oop Hansen; Associate Planner, DuW ayne Jacobsen; Director of Parks and Recreation, Jay Dee Nielsen; and Deputy City Clerk, Nancy Stevenson. Council Comments Councilm em ber Lynch thanked all those who helped to m ake the Cham ber of Com m erce/City of Evanston Annual Awards Banquet a great success. Councilm em ber Perkes rem inded everyone that the City Clean-up is being held this week. Councilm em ber W elling thanked everyone for the support and condolences they offered with the passing of his father. Councilm em ber Meyer also thanked everyone for their support and condolences of her sons passing and invited them to attend a m em orial service. Councilm em ber Schuler thanked everyone for a wonderful Cham ber/City Award Banquet. She rem inded everyone of the Renewal Ball on June 4th . Mrs. Schuler stated that is it National Peace Officers W eek and recognized all local law enforcem ent and thanked them for their service. Mayor W illiam s echoed the com m ents m ade by the councilm em bers and also stated that he was able to attend YAHA’s 30 Year Anniversary and Open House celebration and the W yom ing Reads event earlier that day. Resolution 16-18 Councilmember M eyer introduced Resolution 16-18. Councilmember M eyer moved, Councilmember W elling seconded, to adopt Resolution 16-18. Resolution 16-18: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE FIRST AMENDMENT TO THE OPTION AND COM M UNICATION SITE LEASE W ITH UNION TELEPHONE COMPANY, FOR THE OPERATION OF A CELLULAR COMMUNICATIO N TOW ER AT THE SITE REFERRED TO AS THE EVANSTON ROUND HOUSE. W HEREAS, Union Telephone Com pany and the City of Evanston have previously entered into a Option and Com m unication Site Lease for the operation of a cellular com m unication tower on a site referred to as the Evanston Round House; and W HEREAS, Union Telephone Com pany needs to am end the Option and Com m unication Site Lease to provide for an additional route for an underground utility to the tower; and W HEREAS, the City has no objection to the proposed am endm ent; NOW , THEREFO RE, BE IT RESO LVED BY THE G O VERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is authorized to sign on behalf of the City of Evanston, the attached First Am endm ent to the Option and Com m unication Site Lease for the operation of a cellular com m unication tower on a site referred to as the Evanston Round House to provide for a additional route for an underground utility to the tower. Section 2: As stated in the Option and Com m unication Site Lease, nothing contained in the attached Am endm ent shall be construed to m ean the City has conveyed an easem ent of any kind to Union Telephone Com pany, even though the exhibit m ake m ention of an easem ent.
