First Regular M eeting
August 2, 2016
The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of
August was held in the Council Cham bers of City Hall on the above date. These proceedings were video
recorded.
Cham ber of Com m erce Director, Bret McCoy led those in attendance in the pledge of allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30
p.m . and welcom ed everyone present.
Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers
Tim Lynch, Andy Kopp, Evan Perkes, Sandra Meyer, and W endy Schuler. Councilm em ber David W elling was
excused.
Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; City Treasurer, Kathy
Defa; City Engineer, Brian Honey; Police Chief, Jon Kirby; Public W orks Director, Oop Hansen ; Associate
Planner, DuW ayne Jacobsen; Director of Parks and Recreation, Jay Dee Nielsen; and Deputy City Clerk,
Nancy Stevenson. Director of Adm inistrative Services/City Clerk, Am y Grenfell was excused. A group of
interested citizens were also present.
Approve Agenda
Councilmember Schuler moved, Councilmember M eyer seconded, to approve the agenda. The m otion
passed unanim ously with 6 yes votes: W illiam s, Lynch, Kopp, Perkes, Meyer, Schuler.

Revenue & Expenditure Report
Councilmember M eyer moved, Councilmember Perkes seconded, to approve the Revenue and
Expenditure Report for June 2016. The m otion passed unanim ously with 6 yes votes: W illiam s, Lynch,
Kopp, Perkes, Meyer, Schuler.
Council Comments
Councilm em bers Schuler and Meyer both com m ented on the horse races at the W yom ing Downs and
thanked all those involved with the races and the events at the Downs season. Councilm em ber Schuler also
rem inded everyone of the Roundhouse Festival this weekend and Cowboy Day’s com ing up on Labor Day
W eekend.
Mayor W illiam s echoed the com m ents m ade by Councilm em bers Schuler and Meyer. The Mayor gave an
update on the Tokewanna fire and offered his condolences to all those who have had losses because of the
fire. He also thanked all those involved in helping with the fire and other services that have been rendered.
Special Recognition/Boys and Girls State Delegates
Mayor W illiam s congratulated DeeLynn Miller, Cody Schm idt, Trae Albert, Cassie Lym and Ashlee Lazaro for
being selected from Evanston High School to attend the Am erican Legion Auxiliary W yom ing Boys and Girls
State. The delegates were selected for their outstanding achievem ents, within their own school and
com m unity, and was sponsored by Richard Burchell of the local Am erican Legion Auxiliary Unit.
Consent Agenda
Councilmember Lynch moved, Councilmember M eyer seconded, to approve a Liquor Catering Permit
requested by The G olden Ticket, LLC, dba: The Painted Lady Saloon for the W yoming W est M usic
Fest at the Painted Lady and Econo Lodge Parking Lots for Friday, August 12, 2016 from 12:00 p.m.
to 2:00 a.m., Saturday, August 13, 2016 from 11:00 a.m. to (all night), and Sunday, August 14, 2016
from 11:00 p.m. to 12:00 a.m. The m otion passed with 5 yes votes: Lynch, Kopp, Perkes, Meyer, Schuler;
1 no vote: W illiam s.
Councilmember Schuler moved, Councilmember M eyer seconded, to approve a Limited M alt Beverage
Perm it requested by the Evanston Chamber of Commerce, for the Bear End Arts & Entertainment
Festival to be held at the Bear River Greenw ay M eadow s and Pond Areas on Saturday, 20, 2016 from
1:00 p.m. to 10:30 p.m.; and A Street Closure Permit requested by the Evanston Chamber of
Commerce, for the Bear End Arts & Entertainment Festival, on Saturday, August 20, 2016 from 6:00
a.m. to 11:59 p.m. at the Bear River Greenw ay Park Access on Bear River Drive. The m otion passed
unanim ously with 6 yes votes: W illiam s, Lynch, Kopp, Perkes, Meyer, Schuler.
Councilmember Perkes moved, Councilmember Lynch seconded, to approve an Open Container
Permit requested by Evanston Cow boy Days for the Cowboy Days Kick-off Event on Friday,
September 2, 2016 on Front and M ain Streets from 9 th Street to 11 th Street; on 9 th Street from Front to
M ain Street, and on 10th Street from Front Street to the alley betw een M ain and Center Street, from 5:00
p.m. to 11:30 p.m.; A Limited M alt Beverage Permit requested by the Evanston Cow boy Days
Committee for the Annual Cow boy Days Celebration at the Uinta County Fairgrounds for Saturday,
September 3, 2016 from 4:00 p.m. to 10:00 p.m., Sunday, September 4, 2016 from 4:00 p.m. to 10:00

Councilmember Lynch moved, Councilmember M eyer seconded, to approve a Limited M alt Beverage
Permit requested by the Evanston Volunteer Firefighters, Inc., for the annual Demolition Derby to be
held at the Uinta County Fairgrounds on Saturday, September 10, 2016 from 4:00 p.m. to 10:30 p.m.

Resolution 16-46
Councilmember Schuler introduced Resolution 16-46. Councilmember Schuler moved,
Councilmember Perkes seconded, to adopt Resolution 16-46.
Resolution 16-46: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON,
W YOMING, AUTHORIZING EVANSTON CHILD DEVELOPM ENT CENTER, INC., (“ECDC”), TO
CONSTRUCT A FENCE AS SET FORTH IN THE ATTACHED SITE PLAN.
W HEREAS, ECDC is using the City’s building and prem ises located at 336 Sum m it Street, Evanston,
W yom ing, to provide daycare and educational services for children; and
W HEREAS, ECDC has requested that it be perm itted to construct a fence as set forth in the attached
site plan, to provide additional safety for the children;
NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as
follows:
Section 1. The City of Evanston hereby authorizes and grants perm ission for ECDC to construct a
fence as set forth in the attached site plan.
Section 2. This authorization and grant of approval is conditioned upon ECDC obtaining a license
agreem ent from the City for the encroachm ent of the fence into the city right-of-way and obtaining a height
exception for the fence from the Planning and Zoning Com m ission.

Resolution 16-47
Councilmember M eyers introduced Resolution 16-47. Councilmember M eyers moved, Councilmember
Perkes seconded, to adopt Resolution 16-47.
Resolution 16-47: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE
EXECUTION OF A SPECIAL SERVICES AGREEMENT W ITH DEMSEY, FILLIGER & ASSOCIATES, LLC.
TO PROVIDE A STANDARD GASB 45 ACTUARIAL REPORT.
W HEREAS, the City needs the preparation of an actuarial report of the potential cost of the health
insurance benefit it offers to retirees, in order to com ply with GASB 45; and
W HEREAS, Dem sey, Filliger & Associates, LLC. will provide a standard GASB 45 Actuarial report
for the City;
NOW , THEREFORE, BE IT RESOLVED BY THE G OVERNING BODY OF THE CITY OF
EVANSTON, W YOMING THAT:
Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City
of Evanston, the Special Services Agreem ent with Dem sey, Filliger & Associates, LLC. to provide a standard
GASB 45 actuarial report, a copy of which is attached hereto.

Comments/Remarks
Kathy Defa com m ented that she received a letter stating the revenues the City will be receiving from Off
Track Betting will be $5000, and that this am ount is considerably less than the City received last year.
Public Participation
Maryl Thom pson address the Mayor and Council, rem inding everyone of the Local Law Enforcem ent and
Em ergency Responders Appreciation BBQ on Saturday, August 6th . She advised that the public is also invited
to attend.
