EVANSTON CITY COUNCIL Second Regular M eeting October 18, 2016 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of October was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Scott Browning from Boy Scout Troop #81, led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, Saundra Meyer, and W endy Schuler. Councilm em ber David W elling was excused. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative Services/City Clerk, Am y Grenfell; City Treasurer, Kathy Defa; Police Chief, Jon Kirby; City Engineer, Brian Honey; Public W orks Director, Oop Hansen; Associate Planner, DuW ayne Jacobsen; Director of Parks and Recreation, Jay Dee Nielsen; Deputy City Clerk, Nancy Stevenson; and Accountant, Trudy Lym . A group of interested citizens were also present. Approve Agenda Councilmember M eyer moved, Councilmember Schuler seconded, to approve the agenda. The m otion passed unanim ously with 6 yes votes: W illiam s, Kopp, Lynch, Perkes, Meyer, Schuler. Council Comments Councilm em ber Schuler rem inded everyone of Hunter’s W idow Night on the evening of Thursday, October 20th in downtown Evanston and encouraged everyone to attend. Consent Agenda Councilmember Perkes moved, Councilmember Kopp seconded, to approve a Limited M alt Beverage Permit requested by M elody Production, LLC., for a M usic Concert event to be held at the Roundhouse on Saturday, October 29, 2016 from 6:00 p.m. to 11:00 p.m. The m otion passed unanim ously with 6 yes votes: W illiam s, Lynch, Kopp, Perkes, Meyer, Schuler. Ordinance 16-06 Councilmember Schuler moved, Councilmember Lynch seconded, to pass Ordinance 16-06 on third and final reading. Ordinance 16-06: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SUBSECTION 12-43 B. (2) O F THE CITY CODE TO REDUCE THE SPEED LIMIT ON STREETS W ITH NO POSTED SPEED LIMIT TO TW ENTY MILES PER HOUR. W HEREAS, the governing body of the City of Evanston has determ ined that it will prom ote safety and otherwise be in the best interests of its citizens to reduce the speed lim it on streets which have no posted speed lim it to twenty m iles per hour; NOW , THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY O F THE CITY OF EVANSTON, W YOMING THAT: Section 1: Section 12-43 B. (2) of the Evanston City Code is hereby am ended and reenacted as set forth below: § 12-43 Speed Lim its–Generally. B. Except when a special hazard exists which requires lower speed for com pliance with Subsection A of this Section, the lim its specifically hereinafter authorized shall be m axim um lawful speeds, and no person shall drive a vehicle on the streets or roadways at a speed which exceeds: (2) Twenty m iles per hour within the corporate city lim its unless otherwise posted, pursuant to paragraph (5) of this subsection. Resolution 16-68 Councilmember Perkes introduced Resolution 16-68. Councilmember Perkes moved, Councilmember M eyer seconded, to adopt Resolution 16-68. RESOLUTION 16-68: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE EXECUTION OF A CONDUIT PURCHASE AND ACCESS TO RIGHT-OF-W AY AGREEMENT W ITH ALL W EST COMMUNICATIONS, INC. (“ALL W EST”). W HEREAS, the City of Evanston has determ ined that it would prom ote econom ic developm ent if fiber optics were m ade available to the industrial tenants and landowners located along Union Road in the City of Evanston; and W HEREAS, All W est has agreed to install a fiber cable and purchase conduits constructed by the City along Union Road pursuant to the attached Conduit Purchase and Access to Right-of-way Agreem ent; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. The Mayor and City Clerk are authorized to sign and attest the Conduit Purchase and Access to Right-of-way Agreem ent with All W est Com m unications, Inc. a copy of which is attached hereto.
