EVANSTON CITY COUNCIL First Regular M eeting February 7, 2017 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of February was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Dem etrio Gallegos from Boy Scout Troop 911 led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, David W elling, Mike Sellers, and W endy Schuler. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative Services/City Clerk, Am y Grenfell; Police Chief, Jon Kirby; City Engineer, Brian Honey; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Jay Dee Nielsen; Associate Planner, DuW ayne Jacobson; and Deputy City Clerk, Nancy Stevenson. City Treasurer, Trudy Lym was excused. A group of interested citizens were also present. Approve Agenda Councilmember Schuler moved, Councilmember W elling seconded, to approve the agenda. Council Comments The Mayor and Councilm em bers all thanked the Police and Public W orks Departm ents for all they have been doing to keep up with all the snow and water leaks. They com m ented on the Fam ily Ice Skating event and the Sled Dog Race both held last week and thanked all those who helped with those events. The Governing Body also welcom ed a large group of Boy Scouts and thanked them for attending the m eeting. Appointment to Boards/Commissions M ayor W illiams made an appointment to the follow ing commission. Councilmember Perkes moved, Councilmember W elling seconded, to confirm the follow ing appointment: Historic Preservation Commission Rowdy Dean - January 2020 The m otion passed unanim ously with 6 yes votes: Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Aw ard Bid/Evanston Railyards Roundhouse W indow and M asonry Project Councilm em ber Schuler moved, Councilmember Lynch seconded, to aw ard the bid for the City of Evanston Railyards Roundhouse W indow and M asonry Project to North Ridge Construction, the apparent low bidder meeting all City specifications, in the amount $3,072,000. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Seller, Schuler. Resolution 17-03 Councilmember Perkes introduced Resolution 17-03. Councilmember Perkes moved, Councilmember Kopp seconded, to adopt Resolution 17-03. RESO LUTION 17-03: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A AGREEMENT W ITH NORTH RIDGE CONSTRUCTION FOR THE COMPLETION OF ALL W ORK AS SET FO RTH IN THE AGREEMENT FOR THE EVANSTON RAILYARDS ROUNDHOUSE W INDOW S AND MASONRY PROJECT. W HEREAS, the City of Evanston has been awarded grant funds from the W yom ing Business Council to im prove the Roundhouse located in the historic Evanston Railyards; and W HEREAS, North Ridge Construction has subm itted the low bid for the project; and W HEREAS, the City of Evanston and North Ridge Construction are prepared to enter into an agreem ent whereby North Ridge Construction will provide all m aterials and labor specified in the plans and specifications and the bid docum ents for the Evanston Railyards Roundhouse W indows and Masonry Project; and NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Agreem ent between the City of Evanston, as Owner, and North Ridge Construction, as Contractor, for com pletion of all work necessary for the Evanston Railyards Roundhouse W indows and Masonry Project. Councilmember Schuler moved, Councilmember Sellers seconded, to adopt Resolution 17-04. RESOLUTION 17-04: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES W ITH YOUNG MUSICIANS, INC., A W YOMING NON- PROFIT CORPORATION TO PROVIDE THE ANNUAL CELTIC MUSIC FESTIVAL. W HEREAS, Young Musicians has for a num ber of years put on a Celtic Music Festival in Evanston which provides m usic education and cultural activities for m em bers of the com m unity; and W HEREAS, the Celtic Music Festival also prom otes tourism with in the City; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, a Contract for Services with Young Musicians, Inc., a W yom ing non-profit corporation to provide the annual Celtic Music Festival, a copy of which is attached hereto. RESOLUTION 17-05: RESOLUTION OF THE CITY OF EVANSTO N, W YOMING, AUTHORIZING THE EXECUTION OF ADVANCED METERING INFRASTRUCTURE AGREEMENT W ITH SENSUS USA INC. TO ASSURE THE CONTINUED USE OF RADIO SPECTRUM BY THE CITY FOR ITS W IRELESS W ATER METER SYSTEM. W HEREAS, the City of Evanston is currently to operating a wireless water m eter system ; and W HEREAS, it is necessary for the City to enter into the attached Advanced Metering Infrastructure Agreem ent with Sensus USA, Inc. to upgrade and m odernize the wireless water m eter system ; and NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Advanced Metering Infrastructure Agreem ent with Sensus USA Inc., a copy of which is attached, to upgrade and m odernize the wireless water m eter system .
