EVANSTON CITY COUNCIL First Regular M eeting M arch 7, 2017 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of March was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Mayor W illiam s led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, David W elling, Mike Sellers, and W endy Schuler. Staff m em bers present at the start of the m eeting were: Director of Adm inistrative Services/City Clerk, Am y Grenfell; City Treasurer, Trudy Lym ; City Engineer, Brian Honey; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Jay Dee Nielsen; Associate Planner, DuW ayne Jacobson; Deputy City Clerk, Nancy Stevenson and Police Lieutenant, Rhett Groll. City Attorney, Dennis Boal and Police Chief, Jon Kirby were excused. A group of interested citizens were also present. Council Comments The Mayor and Councilm em bers expressed their appreciation to Brian Honey and thanked him for his 30 years of service to the City of Evanston. They congratulated him on his retierm ent and wished him well with his future endeavors. Councilm em ber W elling wished the EHS boys and girls basketball team s good luck at state basketball tournam ent. Councilm em ber Sellers com m ented on the EHS dram a play and encouraged everyone to attend the upcom ing play. Councilm em ber Schuler rem inded everyone that the Celtic Festival will be in a couple of weeks and encouraged everyone to m ake plans to attend. Appointment to Boards/Commissions M ayor W illiams made an appointment to the follow ing board. Councilmember Schuler moved, Councilmember Lynch seconded, to confirm the following appointment: Hum an Service Joint Powers Board Evan Perkes - February 2020 The m otion passed unanim ously with 6 yes votes: Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Ordinance 17-01 Councilmember W elling moved, Councilmember Kopp seconded, to pass Ordinance 17-01 on second reading. Ordinance 17-01: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SECTION 7-29 O F THE CITY CODE TO PROVIDE THAT THE AMOUNT OF THE FEE THE CITY W ILL CHARGE FOR BUILDING PERMITS SHALL BE SET IN THE ANNUAL BUDGET RESOLUTIO N, EXEMPTING CITY PROJECTS FROM THE PAYMENT OF THE FEE AND DELETING THE FEE FOR ELECTRICAL PERMITS. The m otion passed unanim ously on first reading with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, Sellers, Schuler.  Ordinance 17-02 Councilmember Lynch moved, Councilmember Kopp seconded, to pass Ordinance 17-02 on second reading. Ordinance 17-01: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SECTIONS 7-16, 7-25, 7-27, 7-28, 7-30 AND REPEALING SECTION 7-17.1 TO REMOVE THE REFERENCES TO AN ELECTRICAL INSPECTOR AND ELECTRICAL PERMITS IN CHAPTER 7, BUILDINGS, IN THE CITY CODE. The m otion passed unanim ously on first reading with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Resolution 17-09 Councilmember Schuler introduced Resolution 17-09. Councilmember Schuler moved, Councilmember W elling seconded, to adopt Resolution 17-09. RESOLUTION 17-09: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE ACCEPTANCE OF A PROPOSAL FROM FO RSGREN ASSOCIATES, INC. TO PROVIDE A COMPLETENESS CERTIFICATION FOR THE BEAR MEADOW S PROJECT. W HEREAS, to close-out the grant for the Bear Meadows Project, the City needs to provide a letter to the W yom ing Business Council from an engineer certifying construction of the project is com plete and that necessary construction standards were adhered to; and W HEREAS, Forsgren Associates Inc. has subm itted to the City a proposal to provide the required certification, a copy of which is attached hereto; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The City of Evanston hereby accepts the attached proposal of Forsgren Associates Inc. to provide a letter from an engineer certifying construction of the Bear Meadows Project is com plete and that necessary construction standards were adhered to. Section 2: The Mayor is hereby authorized to take all steps necessary to accept the proposal on behalf of the City. Aw ard Bid/2017 Union Center Fiber Conduit Project Councilmember Lynch moved, Councilmember Perkes seconded, to aw ard the bid for the 2017 Union Center Fiber Conduit Project to the apparent low bidder. The m otion failed with 7 no votes: W illiam s, Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Sale of Police Service Dog/Koda Councilmember Lynch moved, Councilmember Schuler seconded, to authorize the sale of the Service Police Dog, Koda to Officer Josh Buhmann for the sum of $10.00. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Comments/Remarks The Departm ent Heads all congratulated Brian Honey on his retirem ent and wished him well. Brian Honey gave a brief overview of his 30 years with the City, speaking about a few of his favorite projects. He expressed his appreciation to all the Mayors and Council Mem bers that he has worked for over the years.
