EVANSTON CITY COUNCIL First Regular M eeting M ay 2, 2017 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of M ay was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Mayor W illiam s led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers, Tim Lynch, Andy Kopp, Evan Perkes, and Mike Sellers. Councilm em bers David W elling and W endy Schuler were excused. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym ; Director of Engineering & Planning, Dean Barker; Police Chief, Jon Kirby; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Jay Dee Nielsen; Associate Planner, DuW ayne Jacobson; and Deputy City Clerk, Nancy Stevenson. Director of Adm inistrative Services/City Clerk, Am y Grenfell was excused. A group of interested citizens were also present. Approve Agenda Councilmember Perkes moved, Councilmember Lynch seconded, to approve the agenda. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, Seller. Revenue & Expenditure Report Councilmember Perkes moved, Councilmember Sellers seconded, to approve the Revenue and Expenditure Report for February 2017. Council Comments Councilm em ber Lynch thanked Trudy Lym for the new form at and look of the Financial Report, stating that it is m uch easier to read and understand. Councilm em ber Sellers thanked the Police Departm ent and the Parks and Recreation Departm ent for the Meet and Greet BBQ last week. Mr. Sellers also com m ented on Jim m y Johns opening and welcom ed them . Consent Agenda Councilmember Lynch moved, Councilmember Kopp seconded, to approve a request by the Evanston Liquor Dealers Association for extended hours in 2017 for the follow ing dates: W yoming Dow ns Closing W eekend Saturday, August 12, 2017 Demolition Derby Saturday, September 9, 2017 Hallow een Saturday, October 28, 2017 New Year’s Eve Sunday, December 31, 2017 The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, Sellers. Councilmember Perkes moved, Councilmember Kopp seconded, to approve a request by Evanston Parks and Recreation to close the Bear River Greenw ay M ain Access Road from the 6 th Street Underpass to the Bear Community Center, and close the Bear Community Center Parking Lot for the Uinta County Outdoor Recreation Fair on Saturday, M ay 13, 2107 from 6:00 a.m. to 3:00 p.m.; A request by Evanston Parks and Recreation to close the Bear Ice Ponds for Trout Fishing on M onday, June 5, through Friday, June 9, 2017; and A request by Evanston Parks and Recreation to close the Bear River Greenw ay M ain Access Road from the 6th Street Underpass to the Bear Community Center, and close the Bear Community Center Parking Lot for the Trout Unlim ited Kids Fishing Day on Saturday, June 10, 2017 from 6:00 a.m. to 1:00 p.m. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, Seller. Sell of W indow Frames Councilmember Sellers moved, Councilmember Lynch seconded, to authorize the sell of w indow frames, to the public, w hich w ere removed from the Roundhouse because of the reconstruction. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, Seller. Resolution 17-25 Councilmember Lynch introduced Resolution 17-25. Councilmember Lynch moved, Councilmember Kopp seconded, to adopt Resolution 17-25. RESOLUTION 17-25: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON APPROVING CHANGE ORDER NO. 002 FOR THE EVANSTON RAILYARDS ROUNDHOUSE W INDOW S AND MASONRY PROJECT IN THE CITY OF EVANSTON. W HEREAS, the City of Evanston has previously authorized the Evanston Railyards Roundhouse W indows and Masonry Project which is being constructed by North Ridge Construction; and W HEREAS, the governing body has determ ined that it is in the public’s interest to approve Change Order No. 002 for the reasons set forth therein; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing, as follows: Section 1. Change Order No. 002 for the Evanston Railyards Roundhouse W indows and Masonry Project, a copy of which is attached hereto, is approved. Section 2. The Mayor is authorized to approve Change Order No. 002 on behalf of the City. PASSED, APPROVED AND ADOPTED the 2 nd day of May, 2017. ___________________________ Kent H. Resolution 17-26 Councilmember Kopp introduced Resolution 17-26. Councilmember Kopp moved, Councilmember Perkes seconded, to adopt Resolution 17-26. RESOLUTION 17-26: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF AN AM ENDMENT TO THE AGREEMENT W ITH COOK-SANDERS AND ASSOCIATES INC. TO PROVIDE DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR THE FAIR GROUNDS SEW ER PROJECT. W HEREAS, the City of Evanston and Cook-Sanders and Associates, Inc. have previously entered into agreem ent whereby Cook-Sanders and Associates, Inc. is to perform design and construction m anagem ent services for the Fair Grounds Sewer Project; and W HEREAS, the City of Evanston and Cook-Sanders and Associates, Inc. agree there is a need to am end the agreem ent for the reason set forth in the attached addendum s to the agreem ent; NOW , THEREFORE, BE IT RESO LVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Addendum to the Agreem ents between the City of Evanston and Cook-Sanders and Associates, Inc., a copy of which is attached hereto.
