EVANSTON CITY COUNCIL Second Regular M eeting M ay 16, 2017 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of May was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Mayor W illiam s led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, and Mike Sellers. Councilm em bers David W elling and W endy Schuler were excused. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative Services/City Clerk, Am y Grenfell; City Treasurer, Trudy Lym ; Police Chief, Jon Kirby; Director of Engineering and Planning, Dean Barker; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Jay Dee Nielsen; Associate Planner, DuW ayne Jacobsen; and Deputy City Clerk, Nancy Stevenson. A group of interested citizens were also present. Approve Agenda Councilmember Lynch moved, Councilmember Kopp seconded, to approve the agenda. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, Sellers. Revenue & Expenditure Report Councilmember Perkes moved, Councilmember Lynch seconded, to approve the Revenue and Expenditure Report for M arch 2017. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, Sellers. Council Comments Councilm em ber Sellers stated that he was glad to see nicer weather bringing lots of activity to our com m unity. Special Presentation/Bear River Rendezvous Booshway, Dave Miller, Audrey Asay and Sam antha Miller, of the Bear River Mountain Men Rendezvous thanked the Mayor and Council for their continued support and presented them with a m edallion and photograph. Consent Agenda Councilmember Lynch moved, Councilmember Kopp seconded, to approve to approve a Limited M alt Beverage Permit requested by Nicole Espy for the Strike Out Cancer Softball Tournament at the Overthrust Ball Fields on Friday, June 9, 2017 from 4:00 p.m. to 11:30 p.m., Saturday, June 10, 2017 from 7:00 a.m. to 11:30 p.m., and on Sunday, June 11, 2017 from 7:00 a.m. to 4:00 p.m.; and A Limited M alt Beverage Perm it requested by Katherine Bella for the Evanston Bluegrass Festival at Depot Square on Friday, June 23, 2017 from 5:00 p.m. to 10:00 p.m., and Saturday, June 24, 2017 from 11:00 a.m. to 11:00 p.m. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, Sellers. Ordinance 17-03 Councilmember Lynch sponsored Ordinance 17-03. Councilmember Lynch moved, Councilmember Sellers seconded, to pass Ordinance 17-03 on first reading. Councilmember Kopp moved to table Ordinance 17-03. The m otion died for lack of a second. Ordinance 17-03: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SECTIONS 14- 6., BEEKEEPING. OF THE CITY CODE TO REGULATE THE PRACTICE OF BEEKEEPING W ITHIN THE CORPORATE LIMITS. The m ain m otion to pass Ordinance 17-03 on first reading passed with 4 yes votes: W illiam s, Lynch, Perkes, Sellers. 1 no vote: Kopp Public Participation Meryl Thom pson rem inded everyone that the Spring Spectacular and Spring Fling are both this Saturday.
