Second Regular M eeting
February 20, 2018
The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth
of February was held in the Council Cham bers of City Hall on the above date. These proceedings were video
recorded.
Mayor Davis led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30
p.m . and welcom ed everyone present.
Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers
Tim Lynch, Andy Kopp, Evan Perkes, David W elling, Mike Sellers, and W endy Schuler.
Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Police Chief, Jon Kirby;
Director of Engineering & Planning, Dean Barker; Public W orks Director, Oop Hansen; Director of Parks and
Recreation, Jay Dee Nielsen; Associate Planner, DuW ayne Jacobson; and Deputy City Clerk, Nancy
Stevenson. Director of Adm inistrative Services/City Clerk, Am y Grenfell and City Treasurer, Trudy Lym were
excused. A group of interested citizens were also present.

Council Comments
Councilm em ber W elling thanked the Public W orks Departm ent for getting all the streets cleared of snow after
the last storm .
Councilm em ber Sellers thanked all the volunteers that have helped with the Evanston’s Clothesline and
com m ented on what a great program it was. He also welcom ed new business owner, Pete Bass who will be
taking ownership of the Serendipity Coffee Shop in downtown Evanston.
Councilm em ber Schuler also com m ented on the recent snow rem oval efforts and the facebook page Public
W orks has developed to help keep citizens inform ed.
Mayor W illiam s com m ented on the plane crash that happened over the weekend and offered his condolences
to the fam ily of the victim s. He also thanked the em ergency responders for all that they do for our com m unity.
Special Presentation/Crime Stoppers
Councilmember Lynch gave a brief overview of the Southw estern W yoming Crime Stoppers program,
stating that fund-raising plays a large part in keeping this great program going. He, along with Crime
Stoppers Board M embers, Vanessa W eekly and Lisa Reiter presented a basket of raffle tickets for the
latest fund-raising efforts and M ayor W illiams drew the names from the basket of the five prize
w inners.
Consent Agenda
Councilmember W elling moved, Councilmember Kopp seconded, to approve the follow ing Consent
Agenda: A Limited M alt Beverage Perm it requested by The Arts, Inc. for the Celtic Festival at the
Roundhouse and Railyards Com plex on Friday, M arch 23, 2018 from 2:00 p.m. to 11:00 p.m. and
Saturday, M arch 24, 2018 from 10:00 a.m. to 11:00 p.m. The m otion passed unanim ously with 7 yes votes:
W illiam s, Lynch, Kopp, Perkes, W elling, Sellers, Schuler.

Councilmember Lynch moved, Councilmember Welling seconded, to pass Ordinance 18-02 on second
reading.
ORDINANCE 18-02: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING, ANNEXING THE REAL
PROPERTY MORE PARTICULARLY DESCRIBED HEREIN AS REQUESTED IN THE PETITION TO ANNEX
SUBMITTED BY ROBERT JAMES DOUGLAS.

Councilmember Schuler moved, Councilmember Perkes seconded, to pass Ordinance 17-07 on third
and final reading w ith the amended property description.
ORDINANCE 17-07: AN ORDINANCE APPROVING AND AUTHO RIZING THE FINAL PLAT FOR THE
CHEYENNE DRIVE CHURCH ADDITION, LOCATED IN THE CITY OF EVANSTO N, W YOMING, BEING
MORE PARTICULARLY DESCRIBED HEREIN.
W HEREAS, the subdivider, the Presiding Bishop of the Church of Jesus Christ of Latter Day Saints,
a Utah corporation sole, has m ade application to the governing body of the City of Evanston, W yom ing for
approval and authorization of the proposed subdivision entitled the Cheyenne Drive Church Addition, located
within the City of Evanston, W yom ing; and
W HEREAS, the City of Evanston finds that all of the requirem ents of Section 22, "Subdivision
Regulations" of the Code of the City of Evanston, have been com plied with, including notice of hearings and
hearings thereof;
NOW , THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, W YOMING, THAT:

Agreement with the Presiding Bishop of the Church of Jesus Christ Latter-Day
Saints to Construct the improvements for the Cheyenne Drive Church Addition, a
Subdivision in the City of Evanston, Wyoming.
