Second Regular M eeting
M ay 15, 2018
The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth
of May was held in the Council Cham bers of City Hall on the above date. These proceedings were video
recorded.
Gary W elling led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30
p.m . and welcom ed everyone present.
Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers
Tim Lynch, Andy Kopp, Evan Perkes, David W elling, Mike Sellers, and W endy Schuler
Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative
Services/City Clerk, Am y Grenfell; City Treasurer, Trudy Lym ; Police Chief, Jon Kirby; Director of Engineering
& Planning, Dean Barker; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Jay Dee
Nielsen; Associate Planner, DuW ayne Jacobson; and Deputy City Clerk, Nancy Stevenson. A group of
interested citizens were also present.
Approve Agenda
Councilmember W elling moved, Councilmember Kopp seconded, to approve the agenda. The m otion
passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, Sellers, W elling Schuler.

Council Comments
Councilm em ber Sellers com m ented on the closing of Schofield Furniture & Appliances and thanked them for
their m any years of service to the com m unity.
Councilm em ber Schuler com m ented on the Cham ber/City Awards Luncheon, the Roundhouse Door
Reception, the Club for Boys and Girls ribbon cutting, and the Club for Boys and Girls banquet.
Mayor W illiam s thanked Councilm em ber Schuler for covering all those the events in his absence.

Consent Agenda
Councilmember W elling moved, Councilmember Kopp seconded, to approve the follow ing: A Limited
M alt Beverage Permit requested by Shayne Lew is for the M usic at the Roundhouse Event on
W ednesday, June 6, 2018 from 7:00 p.m. to 11:00 p.m. The m otion passed unanim ously with 7 yes votes:

Councilmember Perkes moved, Councilmember Schuler seconded, to approve a request by Evanston
Parks and Recreation to close the Bear Ice Ponds for Trout Fishing on M onday, June 4, through
Friday, June 8, 2018; and a request by Evanston Parks and Recreation to close the Bear River
Greenw ay M ain Access Road from the 6th Street Underpass to the Bear Community Center, and close
the Bear Community Center Parking Lot for the Trout Unlimited Kids Fishing Day on Saturday, June
9, 2018 from 6:00 a.m. to 1:00 p.m.; and a request by Evanston Parks and Recreation to close the
Hamblin Park M ain Access Road and Parking Lot on W ednesday 27, 2018 from approximately 6:00
a.m. until 4:00 p.m. for the Safe Kids Fair; and a request by Evanston Parks and Recreation to close
the Hamblin Park main Access Road and Parking Lot on W ednesday, July 4, 2018 from approximately
6:00 a.m. until 7:00 p.m. for the Annual Independence Day Fresh Air, Freedom and Fun Festival. The
m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Seller, Schuler.
Resolution 18-27
Councilmember Schuler moved, Councilmember Perkes seconded, to remove Resolution 18-27 from
the table from the M ay 1, 2018 meeting. The m otion to rem ove Resolution 18-27 from the table passed
unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Seller, Schuler.
RESOLUTION 18-27: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE
ACCEPTANCE OF A PROPOSAL AND THE EXECUTION OF A MEMORANDUM OF AGREEMENT W ITH
CONDREY AND ASSOCIATES, INC. TO CONDUCT A CLASSIFICATION AND COMPENSATION STUDY
FOR THE CITY OF EVANSTON.
W HEREAS, the governing body for the City of Evanston has determ ined there is a need to update
the city’s classification and com pensation system for city em ployees; and
W HEREAS, Condrey & Associates, Inc. has subm itted a proposal to the City whereby it would
conduct a study to enable the City to adopt an updated com pensation plan for city em ployees;
NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, W YOMING THAT:
Section 1: The City of Evanston hereby accepts the attached Proposal of Condrey and Associates,
Inc. to conduct a Classification and Com pensation Study for the City and authorizes the Mayor and City Clerk
to sign and attest the attached Mem orandum of Agreem ent with Condrey and Associates Inc to conduct a
Classification and Com pensation to enable the City to adopt an updated com pensation plan for city
em ployees.

Resolution 18-28
Councilmember Perkes introduced Resolution 18-28. Councilmember Perkes moved, Councilmember
Sellers seconded, to adopt Resolution 18-28.
RESOLUTION 18-28: RESOLUTION O F THE CITY OF EVANSTON, W YOMING AUTHORIZING THE
APPROVAL AND EXECUTION OF A FAA APPROVAL AGREEMENT FOR TRANSFER OF ENTITLEMENTS
W ITH THE UNITED STATES OF AMERICA, THE FEDERAL AVIATION ADMINISTRATION.
W HEREAS, the Evanston-Uinta Airport Joint Powers Board has requested the City approve and
execute the attached FAA Approval Agreem ent for Transfer of Entitlem ents with the United States of Am erica,
the Federal Aviation Adm inistration;
NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, W YOMING THAT:
Section 1: The City of Evanston hereby approves and authorizes the execution of a FAA Approval
Agreem ent for Transfer of Entitlem ents with the United States of Am erica, the Federal Aviation Adm inistration,
a copy of which is attached hereto.
Section 2: The M ayor and City Attorney are hereby authorized to sign the Agreem ent with the
Federal Aviation Adm inistration on behalf of the City of Evanston.

Comments//Remarks
Jay Dee Nielsen announced his resignation effective June 14, 2018. He stated that he appreciated and
enjoyed his tim e in Evanston and thanked the Mayor and Councilm em bers.
