EVANSTON CITY COUNCIL First Regular M eeting November 6, 2018 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of Novem ber was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Councilm em ber Ottley led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Council Comments Councilm em ber Sellers com m ented on Veterans Day, thanking all the Veterans for their service and also inviting everyone to attend the Uinta County Veterans Brunch on Sunday, Novem ber 11 th. Councilm em ber Schuler rem inded everyone to attend the Casino Night Fundraiser for the Evanston Youth Club on Friday, Novem ber 9th and also Evanston’s 150 Year Birthday Celebration on Saturday, Novem ber 10 th. Mayor W illiam s expressed his appreciation to those working to put together Evanston’s 150 Year Birthday Celebration. The Mayor also welcom ed Councilm em ber Ottley as a m em ber of the governing body. Consent Agenda Councilmember Sellers moved, Councilmember W elling seconded, to approve an Alcohol Catering Perming requested by the Uinta Lanes, LLC for the Uinta County Veterans Brunch on Sunday, November 11, 2018 at the M achine Shop from 10:00 a.m. to 3:00 p.m. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Ottley, Perkes, W elling, Sellers, Schuler. Councilmember Schuler moved, Councilmember Ottley seconded, to approve a Parade Route Permit requested by the City of Evanston for Evanston’s 150 Birthday Celebration on Saturday, November 10, 2018, from Noon to 5:00 p.m. beginning at the Uinta County M useum parking lot, then going on a designated route throughout the afternoon, for rides in a horse draw n wagon and a small train. Councilmember Lynch moved, Councilmember W elling seconded, to approve a Parade Route Permit requested by M ain Street Promotions and Rachel Reifon for the Annual Parade of Lights on Thursday, November 29, 2018, beginning at 6:00 p.m. at the Uinta County Library parking lot on M ain Street and continuing dow n M ain Street to the M achine Shop parking lot, then turning around and going back to the Library parking lot; and a Open Container Permit requested by M ain Street Prom otions and Rachel Reifon for the Annual Downtow n Open House on M ain Street from 9 th Street to 11 th Street and 10th Street from Front Street to M ain Street on Thursday, November 29, 2018, from 5:00 p.m. to 8:30 p.m. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Ottley, Perkes, W elling, Sellers, Schuler. Aw ard Bid/Railyards Roundhouse Doors & Concrete Project Councilmember Perkes moved, Councilmember Lynch seconded, to aw ard the bid for the Evanston Railyards Roundhouse Section 2, 3 & 4 Doors and Concrete Project to Hydro-Tech, Inc., the apparent low bidder meeting all City Specifications, for the Base Bid and Alternate One, in the amount of $1,134,000. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Ottley, Perkes, W elling, Sellers, Schuler. Resolution 18-72 Councilmember Schuler introduced Resolution 18-72. Councilmember Schuler moved, Councilmember W elling seconded, to adopt Resolution 18-72. RESOLUTION 18-72: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A AGREEMENT W ITH HYDRO-TECH, INC FOR THE COMPLETION OF ALL W ORK AS SET FO RTH IN THE AGREEMENT FOR THE EVANSTON RAILYARDS ROUNDHOUSE SECTIONS 2,3 & 4 DOORS AND CONCRETE PROJECT. W HEREAS, the City of Evanston has received funds from private donors to assist in im proving the doors on sections 2,3, & 4 of the Roundhouse located in the historic Evanston Railyards; and W HEREAS, Hydro-Tech, Inc has subm itted the low bid for the project; and W HEREAS, the City of Evanston and Hydro-Tech, Inc are prepared to enter into an agreem ent whereby Hydro-Tech, Inc will provide all m aterials and labor specified in the plans and specifications and the bid docum ents for the Evanston Railyards Roundhouse Sections 2,3 & 4 Doors and Concrete Project; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Agreem ent between the City of Evanston, as Owner, and Hydro-Tech, Inc, as Contractor, for com pletion of all work necessary for the Evanston Railyards Roundhouse Sections 2,3 & 4 Doors and Concrete Project.
