EVANSTON CITY COUNCIL Second Regular Meeting July 16, 2019 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of July was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Councilmember Perkes led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; City Treasurer, Trudy Lym; Community Development Director, Rocco O’Neill; Director of Engineering & Planning, Dean Barker; Director of Parks and Recreation, Scott Ehlers; and Police Patrol Lieutenant, Mike Vranish. Police Chief, Jon Kirby and Public Works Director, Gordon Robinson were excused. A group of interested citizens were also present. Approve Agenda Mayor Williams suggested the following change to the agenda: Add a Street Closure Permit for a Public Firework Display. Councilmember Perkes moved, Councilmember D. Welling seconded, to approve the agenda with the suggested change. The motion passed unanimously with yes 7 votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling. Approve Minutes The official record of proceedings for the City Council Meeting held July 2, 2019, and the Work Session Meeting held July 9, 2019 were approved as presented. Welling, Sellers, M. Welling. Council Comments The Mayor and Councilmember all offered their condolences to the Lyle Robinson family. Councilmember Ottley congratulated Arts, Inc., for the very successful MAT Camp they are conducting this week. Councilmember David Welling commented on the Peace Officers Golf Tournament and thanked the golf course crew for all their help. He also reminded everyone of the Farmers Market on Thursday and the Brew Fest and Car Show on Saturday. Councilmember Sellers commented on all the visitors and tourist in town and welcomed them. Consent Agenda Councilmember D. Welling moved, Councilmember M. Welling seconded, to approve a Street Closure Permit requested by The City of Evanston Community Development Department for a Public Firework Display on Saturday, July 20, 2019, on the 6th Street Overpass between Front Street and Bear River Drive, from 9:20 p.m. to 10:00 p.m.; and A Street Closure Permit requested by First Bank for a “Big Big Day” promotional on Friday, August 2, 2019, on 10th Street between Main Street and the alley between Main Street and Center Street from 10:00 a.m. to 3:00 p.m . The motion passed unanimously with yes 7 votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling. Resolution 19-45 Councilmember Perkes introduced Resolution 19-45. Councilmember Perkes moved, Councilmember D. Welling seconded, to adopt Resolution 19-45. RESOLUTION 19-45: RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES WITH THE VETERANS OF FOREIGN WARS POST 4280 TO SUPPORT THE AMERICAN FLAG PROGRAM IN THE CITY OF EVANSTON. WHEREAS, the City of Evanston has traditionally contributed to the VFW Flag Program which displays the American Flag in the community on appropriate occasions;  NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, a Contract for Services with the Veterans of Foreign Wars Post 4280 to support the American Flag Program in the City of Evanston, a copy of which is attached hereto. Welling introduced Resolution 19-46. Councilmember D. Welling moved, Councilmember Sellers seconded, to adopt Resolution 19-46. RESOLUTION 19-46: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON APPROVING CHANGE ORDER NO. 003 FOR THE EVANSTON RAILYARDS ROUNDHOUSE SECTIONS 2,3 & 4 DOORS AND CONCRETE PROJECT IN THE CITY OF EVANSTON. WHEREAS, the City of Evanston has previously authorized the Evanston Railyards Roundhouse Sections 2,3 & 4 Doors and Concrete Project which is being constructed by Hydro-Tech, Inc ; and WHEREAS, the governing body has determined that it is in the public’s interest to approve Change Order No. 003 for the reasons set forth therein; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming, as follows: Section 1. Change Order No. 003 for the Evanston Railyards Roundhouse Sections 2,3 & 4 Doors and Concrete Project, a copy of which is attached hereto, is approved. Section 2. Public Participation Kayne Pyatt invited everyone to a free BBQ Picnic sponsored by the Uinta County Democrats and the 19th Amendment Committee at the Bear Ponds Pavilion on August 17, 2019 from noon to 3 p.m. She also thanked the Police Department for the great job they do to keep our community safe.
