EVANSTON CITY COUNCIL First Regular Meeting June 2nd, 2020 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; Community Development Director, Rocco O’Neill and Police Chief, Jon Kirby. Director of Parks and Recreation, Scott Ehlers was excused. A group of interested citizens were also present. Approve Agenda Council member D. Welling moved, Council member Ottley seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling. Approve Minutes The official record of proceedings for the City Council Meeting held May 19, 2020, and the City Council Work Session Meeting held May 26, 2020 were approved as presented. Welling, Sellers, M. Welling. Council Comments Council member Lynch reminded everyone to continue to be safe during this time. Council member Sellers recognized the Graduating Class of Evanston High School. He reminded everyone to beware of scams during these times and to be vigilant about people needing help and support for their mental well being. He recognized the Evanston Police Department and the job they do. Council member Perkes expressed gratitude that Evanston and Uinta County have not experienced any problems like other parts of the nation. Mayor Williams recognized the turbulent times going on everywhere. He reminded everyone to stay above the fray, remain vigilant and cautious. We, as citizens of Evanston, are patriotic, we love our community and state. Consent Agenda Council member D Welling moved, Council member Sellers seconded, to approve the following Consent Agenda Item: Street Closure Permit requested by Elijah Robinson for a neighborhood 4th of July Block Party on Saturday, July 4, 2020 on Sage Street between 4th Street and 5th Street, from 5:00 pm to 11:59 pm. The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, D. Welling, Sellers, M. Welling. Council Member Perkes abstained. Council member Perkes moved, Council member Lynch seconded, to approve the following Consent Agenda Item: Street Closure Permit requested by Mark Potter for a neighborhood 4th of July Party on Saturday, July 4, 2020 on 7th Street between Lombard Street and Uinta Street, from 4:00 pm to 11:59 pm. The motion passed unanimously with 7 yes votes: Williams, Lynch, Perkes, Ottley, D. Welling, Sellers, M. Welling. Council member Ottley moved, Council member D. Welling seconded, to approve the following Consent Agenda Item: Parade Route requested by Jim Davis for the Annual All Alumni Noise Parade on Saturday, July 4, 2020 beginning at 10:00 a.m. at the Uinta County Library Parking Lot and ending at Depot Square. The motion passed unanimously with 7 yes votes: Williams, Lynch, Perkes, Ottley, D. Welling, Sellers, M. Welling. Summer 2020 Street Maintenance Overlay Project Councilmember Lynch moved, Councilmember M. Welling seconded, to accept the bid for the Summer 2020 Street Maintenance Overlay Project to the low bidder, Consolidated Paving and Concrete, Inc. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling. RESOLUTION 20-42 Council member Lynch introduced Resolution 20-42. Council member Lynch moved, Council member D. Welling seconded, to adopt Resolution 20-42. A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING AN APPLICATION TO OBTAIN A BULLET PROOF VEST PARTNERSHIP GRANT FROM THE U.S. DEPARTMENT OF JUSTICE. WHEREAS, grant funds are available from the U.S. Department of Justice which are to be used to assist in the purchase of bullet proof vests for the police department; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming as follows: Section 1. The Police Department of the City of Evanston is authorized to apply for a Bullet Proof Vest Partnership Grant from the U.S. Department of Justice.
