EVANSTON CITY COUNCIL First Regular Meeting September 1st, 2020 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of September was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Mike Sellers, and Mikal Welling. Council member David Welling was excused. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; Community Development Director, Rocco O’Neill; Police Lieutenant Mike Vranish; and Director of Parks and Recreation, Scott Ehlers. Police Chief Jon Kirby was excused. A group of interested citizens were also present. Approve Agenda Council member M. Welling moved, Council member Sellers seconded, to approve the agenda. The motion passed unanimously with 6 yes votes: Williams, Lynch Ottley, Perkes, Sellers, M. Welling. Approve Minutes The official record of proceedings for the City Council Meeting held August 18th, 2020, and the City Council Work Session Meeting held August 25th, 2020 were approved as presented. Welling.  Council Comments Council member Sellers reminded everyone about the Health Fair next week. Council member M. Welling wished everyone a Happy Labor Day and a safe weekend. Mayor Williams commented that the trip to Portland to visit the Avalon facility was successful, with a lot of information being shared. Rocco O’Neill, Community Development Director; Meike Madrid, Grant Writer/Community Relations; Council member Ottley, Council member Sellers were in attendance. He also wished Council member D. Welling well, as he is recovering and healing from surgery. Public Hearing/Liquor License Renewals A public hearing was conducted by City Attorney, Dennis Boal for all the applicants that filed for the renewal of their liquor licenses within the City of Evanston. Mr. Boal stated that all the applications have been reviewed by the City Clerk and the Wyoming Liquor Division. Notice for the hearing has been advertised for two consecutive weeks in the local newspaper and a notice has been posted at each place of business. Mr. Boal asked if there was any opposition or comments regarding any of the liquor license renewals. There being no comments, Mr. Boal closed the hearing. Welling.  RESOLUTION 20-71 A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF A CONTRACT WITH THE WYOMING ASSOCIATION OF SHERIFFS AND CHIEFS OF POLICE TO PROVIDE FUNDS FOR THE POLICE DEPARTMENT TO CONDUCT ALCOHOL COMPLIANCE INSPECTIONS. WHEREAS, the City of Evanston Police Department has found that inspections of alcohol retailers can help reduce underage drinking of alcohol within the community; and WHEREAS, money is available from the Wyoming Association of Sheriffs and Chiefs to help fund alcohol compliance inspections; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming as follows: Section 1. The Mayor, City Clerk and Police Department are authorized to sign the Alcohol Inspection Contract with the Wyoming Association of Sheriffs and Chiefs to help fund alcohol compliance inspections, a copy of which is attached hereto. RESOLUTION 20-73 A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF A GRANT AND COOPERATIVE AGREEMENT FOR A TECHNICAL ASSISTANCE GRANT (“TAG GRANT”), FOR PIPELINE SAFETY FROM THE U.S. DEPARTMENT OF TRANSPORTATION TO OBTAIN FUNDS FOR ENGINEERING OR OTHER SCIENTIFIC ANALYSIS OF PIPELINE SAFETY. WHEREAS, the City of Evanston has awarded grant funds from the U.S. Department of Transportation to be used by the City for technical assistance in improving the safe operation of pipelines in and around the community; and WHEREAS, it is in the public’s interest for the City of Evanston to obtain and use the grant funds; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming as follows: Section 1. The Mayor, City Clerk or City Engineer are authorized to sign and attest on behalf of the City the Grant and Cooperative Agreement for a Tag Grant from the U.S. Department of Transportation to be used by the City for technical assistance in the safe operation of pipelines in and around the community.
