EVANSTON CITY COUNCIL Second Regular Meeting February 16th, 2021 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of February was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. The meeting was also streamed live. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Evan Perkes, David Welling, Mike Sellers and Mikal Welling. Tib Ottley was excused. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym; Public Works Director, Gordon Robinson; City Clerk, Diane Harris; Community Development Director, Rocco O’Neill; Director of Parks and Recreation, Scott Ehlers; and Police Lieutenant, Ken Pearson. Police Chief, Jon Kirby and City Engineer, Dean Barker were excused. A group of interested citizens were also present. Approve Agenda Council member M. Welling moved, Council member Welling seconded, to approve the agenda with the addition of Resolution 21-07 and Resolution 21-08 under New Business. The motion passed unanimously with 6 yes votes: Williams, Lynch, Perkes, Welling, Sellers, M. Welling. Approve Minutes The official record of proceedings for the City Council Work Session Meeting held January 26th, 2021 and the City Council Meeting held February 2nd, 2021 were approved as presented. Welling. Revenue & Expenditure Report Council member Welling moved, Council member Perkes seconded, to approve the Revenue and Expenditure Reports for October and November 2020. The motion passed unanimously with 6 yes votes: Williams, Lynch, Perkes, Welling, Sellers, M. Welling. Council Comments Council member Sellers thanked the Evanston Police Department for handling the recent incidents very well. He expressed how grateful he is for the City’s Police Department. Council member Sellers also reminded everyone to be aware of how people are acting as depression and suicide are on the rise due to being closed in. RESOLUTION 21-07 Council member Lynch introduced Resolution 21-07. Council member Lynch moved, Council member Welling seconded, to adopt Resolution 21-07. A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTI0N OF A SUB-AWARD AGREEMENT BETWEEN THE HIGHWAY SAFETY PROGRAM OF THE WYOMING DEPARTMENT OF TRANSPORTATION AND THE EVANSTON POLICE DEPARTMENT TO RECEIVE GRANT FUNDS FOR IMPAIRED DRIVING ENFORCEMENT. WHEREAS, grant funds are available from the Highway Safety Program of the Wyoming Department of Transportation which are to be used by local law enforcement agencies improve traffic safety through increased enforcement regarding impaired driving; and WHEREAS, it is necessary for the City to execute the attached Grant Agreement in order to receive the Grant funds; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming as follows:  Section 1. The Evanston Police Department is authorized to sign the Sub-Award Agreement between the Highway Safety Program of the Wyoming Department of Transportation and Evanston Police Department, a copy of which is attached hereto, to provide increased enforcement with regard to impaired driving.
