First Regular Meeting
August 3rd, 2021
The official record of proceedings of the first regular meeting of the Evanston City Council for the month of
August was held in the Council Chambers of City Hall on the above date. These proceedings were video
recorded.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30
p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members
Tim Lynch Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy
Lym; City Clerk, Diane Harris; Director of Engineering and Planning, Dean Barker; Public Works Director,
Gordon Robinson; Community Development Director, Rocco O’Neill; Director of Parks and Recreation, Scott
Ehlers and Police Chief Michael Vranish. A group of interested citizens were also present.
Approve Agenda
Council member Welling moved, Council member Ottley seconded, to approve the agenda. The
motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling.

The official record of proceedings for the City Council Meeting held June 20th, 2021 was approved
as presented.

Council Comments
Mayor Williams and the City Council expressed gratitude to the Citizens of Evanston for their efforts
conserving water. The usage for July was down significantly. Council member Sellers thanked Public
Works Director Gordon Robinson for providing the graph showing water usage. He mentioned that it was
very helpful.
Consent Agenda
Council member Welling moved, Council member Ottley seconded, to approve the following
Consent Agenda Items:
Limited Malt Beverage Permit requested by Evanston Chamber of Commerce for the “Light Up the Night”
Water Lantern Festival at the Bear Ponds for the following date and times:
Saturday, August 21st, 2021 5:00 pm to 10:00 pm
Street Closure Permit requested by Tammy Staley for the Evanston Chamber of Commerce’s “Light Up the
Night” Water Lantern Festival on Saturday, August 21st, 2021, at the entry to the Bear Ponds Area from 4:00
pm to 12:00 am.
Street Closure Permit requested by Gara Klements for St. Mary Magdalen Catholic Church’s Parish Picnic

Ordinance 21-05
Council member Perkes sponsored Ordinance 21-05. Council member Sellers moved, Council
member Welling seconded, to pass Ordinance 21-05 on first reading.
AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING AMENDING SECTION 4-26. A. and B. 0F
CHAPTER 4, ALCOHOLIC BEVERAGES, TO PROHIBIT THE USE MALT BEVERAGE AND
CATERING PERMIT TO OPERATE A CONTINUING BUSINESS.
WHEREAS, the Wyoming Legislature has amended the state statute to prohibit the use malt
beverage and catering permits to operate a continuing business; and
WHEREAS, the City of Evanston desires to amend its Alcoholic Beverage Ordinance in response
to the amendments in state law;
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, WYOMING THAT:
Section 1. Section 4-26. A. and B. of the Evanston City Code is hereby amended and reenacted
to provide as follows:
§ 4-26. Twenty-four-hour malt beverage permit and catering permit.
A. A malt beverage permit authorizing the sale of malt beverages only may be issued by the City Council
to any responsible person or organization for sales at a picnic, bazaar, fair, rodeo, special holiday or
similar public gathering. No person or organization holding the special permit shall sell any alcoholic liquor
other than malt beverages on the premises described on the permit, nor shall any malt beverage be sold
or consumed off the premises authorized by the permit. Malt beverage permits under this subsection
shall not be used to operate a continuing business.
B. A catering permit authorizing the sale of alcoholic and malt beverages may be issued by the governing
body to any person holding a retail liquor license or a resort liquor license, authorizing the off-premises
sale of both alcoholic and malt beverages, for sales at meetings, conventions, private parties and dinners
or at other similar gatherings events not capable of being held within the licensee's licensed premises. No
licensee holding a catering permit shall sell or permit consumption of any alcoholic or malt beverages off
the premises described in the permit. Catering permits under this subsection shall not be used to
operate a continuing business.

Resolution 21-56
Council member Lynch introduced Resolution 21-56. Council member Lynch moved, Council
member Perkes seconded, to adopt Resolution 21-56.
RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A
CONTRACT FOR SERVICES WITH THE EVANSTON CHAMBER OF COMMERCE.
WHEREAS, the Chamber was formed in part to promote the business climate, community
resources and tourist attractions of the City of Evanston, Wyoming; and
WHEREAS, promotions and activities by the Chamber increase tax revenue for the City and are in
the best interests of its citizens; and
WHEREAS, the City desires to have the Chamber initiate and continue such promotional
services.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, WYOMING THAT:
Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the
City of Evanston, the Contract for Services with the Evanston Chamber of Commerce, a copy of which is
attached hereto.

Resolution 21-57
Council member Ottley introduced Resolution 21-57. Council member Ottley moved, Council
member Welling seconded, to adopt Resolution 21-57.
RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A
CONTRACT FOR SERVICES WITH COWBOY DAY’S INCORPORATED, A WYOMING NON PROFIT
CORPORATION.
WHEREAS, the City of Evanston has a strong interest in promoting tourism within the community;
and
WHEREAS, Cowboy Day’ Incorporated increases tourism within the community by providing the
Cowboy Days Rodeo in Evanston, Wyoming, each year;
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, WYOMING THAT:
Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the
City of Evanston, the Contract for Services with Cowboy Day’s Incorporated, a Wyoming non profit
corporation, a copy of which is attached hereto.

Resolution 21-58
Council member Ottley introduced Resolution 21-58. Council member Ottley moved, Council
member M. Welling seconded, to adopt Resolution 21-58.
A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF AN
AGREEMENT WITH THE UINTA COUNTY HUMAN SERVICE BOARD TO PROVIDE HUMAN
SERVICES FOR THE CITIZENS OF EVANSTON.
WHEREAS, the City of Evanston desires to assist, by providing funding, to the Uinta County
Human Services Board, in the provision of human services for the citizens of the City of Evanston;
NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming
as follows:
Section 1. The City of Evanston is authorized to execute the Contractual Agreement with the
Uinta County Human Services Board, a copy of which is attached hereto.
Section 2. The Mayor and City Clerk are authorized to sign and attest the agreement on behalf of
the City of Evanston.

Department Comments
Chief Michael Vranish reminded everyone that on Wednesday evening, August 11th the Police Department
will partner with Evanston Parks and Recreation to host a Meet and Greet at the Bear Community Center.
Public Works Director, Gordon Robinson wanted to thank the citizens of Evanston for being mindful of
water usage. He reported that over the span of many years our average water usage for the month of July
is around 6.5 to 7 million gallons per day. July of 2021 saw an average daily use of 5.5 million gallons per
day. He added that our conservation efforts have paid off in the fact that we are saving about 1 million
gallons of water per day this July as compared to past years.
Director of Parks and Recreation Scott Ehlers informed everyone that the WGA Golf Mid Am Tournament
will be this weekend (Friday through Sunday) at the Golf Course.
