EVANSTON CITY COUNCIL Second Regular Meeting September 21st, 2021 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of September was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Diane Harris; Community Development Director, Rocco O’Neill; Public Works Director, Gordon Robinson; Main Street Coodinator/Grant Writer, Meike Madrid; Director of Parks and Recreation, Scott Ehlers and Police Lieutenant, Ken Pearson. City Treasurer, Trudy Lym; City Engineer, Dean Barker; Police Chief, Mike Vranish were excused. A group of interested citizens were also present. Approve Agenda Council member Welling moved, Council member Perkes seconded to approve the agenda with the following changes: Remove Resolutions 21-62 and 21-63 and add a Motion under New Business. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling. Approve Minutes The official record of proceedings for the City Council Meeting held September 7th, 2021, and Special City Council Meeting held September 14th, 2021 was approved as presented. Welling. Council Comments Council member Ottley expressed appreciation to Kody and Gabriela Blevins for their hard work making the Never Enough Suicide Awareness Softball Tournament a huge success. He mentioned that over twenty teams participated. Council member Sellers commented that the tour of the Carbon Fiber Plant was enjoyable and educational. He thanked Community Development Director, Rocco O’Neill for organizing the tour. He also reminded everyone to please be aware of people struggling with mental illness or dealing with domestic violence. He encouraged everyone to step in if you see a potentially dangerous situation. Mayor Williams expressed his heart felt gratitude to the community for all the support he and his family have received since their grandson has been in Primary Children’s Hospital. He commented that his grandson is home now and getting stronger every day. He expressed how much they have appreciated everyone’s concern, it has been overwhelming. Consent Agenda Council member Welling moved, Council member Ottley seconded, to approve the following Consent Agenda Items: Parade Route Permit - requested by Disability: IN Uinta County. The parade will begin at the Machine Shop at approximately 12:30 p.m. on Wednesday, October 20th, 2021. Street Closure Permit requested by St. Mary Magdalen Church for a Blessing of the Animals event on Sunday, October 3rd, 2021 on Center Street from 8th Street and 9th Street, from 1:00 pm to 3:00 pm. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling. Water Department Truck Councilmember Sellers moved, Council member Lynch seconded, to accept the apparent low bid for the WATER DEPARTMENT 2022 or newer 250/2500 ¾ Ton Crew Cab 4WD long Wheelbase Pickup with Flip Top Service Body to Fremont Chevrolet Buick GMC in Riverton, Wyoming in the amount of $50,112.00 The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling. RESOLUTION 21-64 Council member Lynch introduced Resolution 21-64. Council member Lynch moved, Council member Perkes seconded, to adopt Resolution 21-64. RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF A GRANT CONTRACT WITH THE WYOMING ENERGY AUTHORITY (WEA) FOR THE EVANSTON’S LIGHTING RETROFIT PROJECT TO UPGRADE THE EXISTING FLUORESCENT LIGHTS IN THE MACHINE SHOP AND SECTION ONE OF THE ROUNDHOUSE. WHEREAS the WEA’s Local Government Retrofit Program has awarded the City grant funds to upgrade the existing fluorescent lights in the Machine Shop and Section One of the Roundhouse; and WHEREAS, it is necessary to execute the attached Grant Contract with the WEA in order to receive the funds; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to sign and attest the attached Grant Contract with the WEA to obtain grant funds for the Evanston Retrofit Lighting Project described above. RESOLUTION 21-65 Council member Ottley introduced Resolution 21-65. Council member Ottley moved, Council member Welling seconded, to adopt Resolution 21-65. A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH FORSGREN ASSOCIATES, INC. TO PROVIDE ENGINEERING AND CONSTRUCTION MANAGEMENT SERVICES FOR THE SAGE STREET WATERLINE REPLACEMENT PROJECT. WHEREAS, the City of Evanston and Forsgren Associates, Inc. have negotiated an agreement whereby Forsgren Associates, Inc. will perform the services set forth in the Agreement for the Sage Street Waterline Replacement Project; and  WHEREAS, the City of Evanston and Forsgren Associates, Inc. have set their agreement in writing, a copy of which is attached hereto; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Agreement between the City of Evanston and Forsgren Associates, Inc., a copy of which is attached hereto, for engineering and construction management services necessary for the Sage Street Waterline Replacement Project. Public Participation Evanston Citizen Fred Zech presented Ordinances from several Wyoming cities and towns regarding cell phone use while operating a vehicle. He commented that he has spoken to leaders from these communities and the ordinances are easy to enforce. He expressed that he thinks it is a problem in our community and would like to see a similar ordinance passed here. Dr. Hill, a neighbor of Mr Zech’s also spoke in support of an ordinance.
