EVANSTON CITY COUNCIL Second Regular Meeting July 19th, 2022 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of July was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live. Council member Sellers led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Dave Welling, Mike Sellers and Mikal Welling. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Community Development Director, Rocco O’Neill; Police Chief, Mike Vranish; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Information Technology Coordinator, Preston Sheets; City Engineer, Dean Barker; Public Works Director, Gordon Robinson and Director of Parks and Recreation, Scott Ehlers. Approve Agenda Council member Welling moved, Council member Sellers seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling. Welling. Council Comments Council member Welling commented that he attended the Peace Officers Golf Tournament on Saturday. He remarked that the Golf Course was immaculate and the staff did a great job. Council member Sellers informed everyone that 988 is the new number for the Suicide Hotline. Mayor Williams reminded everyone about the Forum for State offices at the Strand following the meeting.  Consent Agenda Council member Welling moved, Council member M. Welling seconded, to approve the following Consent Agenda Items: Limited Malt Beverage Permit requested by Evanston Volunteer Firefighters, Inc. for the Demolition Derby at the Uinta County Fairgrounds for the following date and times: Saturday, September 10th, 2022 4:00 p.m. to 10:00 p.m. Parade Route requested by Troy Huebner of Zone Five Racing for a Bike Race on Saturday, July 30th, 2022 arriving at approximately 10:30 am from Hwy 150, turning left on Southridge, right onto Saddle Ridge, right onto City View, left onto Cheyenne, left onto Yellow Creek Rd, and proceeding out of Evanston City limits onto County Road 151 bound for Utah via the Chalk Creek Road. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling. RESOLUTION 22-46 Council member Welling introduced Resolution 22-46. Council member Welling moved, Council member Sellers seconded, to adopt Resolution 22-46. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A RENTAL AGREEMENT WITH INSANE IMPACT FOR A LED SCREEN FOR A DOWNTOWN COMMUNITY AND ECONOMIC DEVELOPMENT EVENT. WHEREAS, it is in the public interest to promote the city’s historic downtown district by providing events which encourage residents and visitors to frequent and patronize the downtown district; and WHEREAS, a broadcast on a large LED screen of the Wyoming-Illinois football game on August 27, 2022, in the downtown area is an event which will increase the support of the downtown district by the community; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute the Rental Agreement between the City of Evanston and Insane Impact, a copy of which is attached hereto, far a LED screen for a downtown community and economic development event. Resolution 22-47 Council member Lynch introduced Resolution 22-47. Council member Lynch moved, Council member M. Welling seconded, to adopt Resolution 22-47. A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON AUTHORIZING THE ACCEPTANCE OF A QUOTE FROM DFA, LLC TO PROVIDE THE CITY AN ACTUARY REPORT TO ENABLE THE CITY TO MAKE REQUIRED GASB DISCLOSURES. WHEREAS, the City of Evanston is required by the Governmental Accounting Standards Board (GASB) to disclose the City’s liability of its postretirement health benefit programs; and  WHEREAS, DFA, LLC will provide the City with an actuary report to enable the City to make required GASB disclosures; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming, as follows: Section 1. The City of Evanston accepts the attached Quote from DFA, LLC to provide the City an actuary report to enable the City to make required GASB disclosures. Section 2. RESOLUTION 22-49 Council member Perkes introduced Resolution 22-49. Council member Perkes moved, Council member Welling seconded, to adopt Resolution 22-49. A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON APPROVING CHANGE ORDER NO.1 FOR THE SAGE STREET WATER REPLACEMENT PROJECT IN THE CITY OF EVANSTON. WHEREAS, the City of Evanston has previously authorized the Sage Street Water Replacement Project which is being constructed by Kilgore Companies, LLC dba Lewis and Lewis, Inc.; and  WHEREAS, the governing body has determined that it is in the public’s interest to approve Change Order No. 1 for the reasons set forth therein; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming, as follows: Section 1. Change Order No. 1 for the Sage Street Water Replacement Project, a copy of which is attached hereto, is approved. Section 2. Department Comments Community Development Director Rocco O’Neill reminded everyone about the Brewfest and Car Show downtown on Saturday, July 23rd. Parks and Recreation Director Scott Ehlers reported the first part of the Tennis Court Project is complete.
