Second Regular Meeting
August 16th, 2022
The official record of proceedings of the second regular meeting of the Evanston City Council for the month
of August was held in the Council Chambers of City Hall on the above date. These proceedings were video
recorded and streamed live.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30
p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members
Tim Lynch, Evan Perkes, Mike Sellers and Mikal Welling. Tib Ottley and Dave Welling were excused.
Staff members present at the start of the meeting were: Community Development Director, Rocco O’Neill;
Police Chief, Mike Vranish; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Information Technology
Coordinator, Preston Sheets; City Engineer, Dean Barker; Director of Parks and Recreation, Scott Ehlers;
Senior Planner, DuWayne Jacobsen and Grant Writer/Main Street Coordinator, Mieke Madrid. City Attorney,
Dennis Boal and Public Works Director, Gordon Robinson were excused.
Approve Agenda
Council member M. Welling moved, Council member Lynch seconded, to approve the agenda with
the addition of a Malt Beverage Permit under Consent Agenda. The motion passed unanimously with
5 yes votes: Williams, Lynch, Perkes, Sellers, M. Welling.

Council Comments
Council member Sellers commented that it has been an amazing summer of activities. He thanked
everyone that contributed to that. Mayor Williams reminded everyone that they still have time before the
polls close to go vote.
Consent Agenda
Council member M. Welling moved, Council member Perkes seconded, to approve the following
Consent Agenda Items:
Open Container and Street Closure Permit requested by the Downtown Evanston Promotions for the
Annual Amazing Race on Friday, August 19, 2022, on Main Street, from 9th Street to Harrison Drive, from 4:30
pm to 8:30 pm.
Limited Malt Beverage Permit requested by the Evanston Chamber of Commerce for the Water Lantern
Festival to be held at Bear Ponds on Saturday, August 27th, 2022, from 5:00 pm to 10:00 pm.
Street Closure Permit requested by the Evanston Chamber of Commerce for the Water Lantern Festival to
be held at Bear Ponds on Saturday, August 27th, 2022 to close the road at the overpass to the Bear Ponds
from 4:00 pm to 10:00 pm.
Open Container and Street Closure Permit requested by Rocco O’Neill for a Cowboy Block Party on
Saturday, August 27th, 2022 on Main Street from 9th Street to Harrison Drive from 10:00 am to 6:00 pm.
Open Container and Street Closure Permit requested by Rachel Reifon of Kate’s for the Cowboy’s Game
After Party on Saturday, August 27th, 2022, on Main Street from 9th Street to 10th Street, from 5 pm to
midnight.
Limited Malt Beverage Permit requested by Art’s Inc. for the Evanston Bluegrass Festival to be held at the
Machine Shop on Saturday, August 27th, 2022, from 12:00 pm to Midnight.

Resolution 22-60
Council member Lynch introduced Resolution 22-60. Council member Lynch moved, Council
member Sellers seconded, to adopt Resolution 22-60.
RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING AUTHORIZING
THE EXECUTION OF A PROJECT AGREEMENT WITH THE WYOMING WATER DEVELOPMENT
COMMISSION TO FUND THE CONSTRUCTION OF A 16" WATER TRANSMISSION LINE FROM THE
EVANSTON WATER TREATMENT PLANT TO THE TWIN RIDGE WATER TANK, (THE EVANSTON
TRANSMISSION PIPELINE 2022 PROJECT).
WHEREAS, a Level II Feasibility Study was recently completed regarding concerns about the water
storage capacity and the water distribution system of the City of Evanston; and
WHEREAS, one of the findings of the Study was that significant water distribution problems would
be alleviated if a new water transmission line was constructed from the Evanston Water Treatment Plant to
the Twin Ridge Water Tank; and
WHEREAS, the Wyoming Water Development Commission has awarded the City a grant to partially
fund the construction of the above described transmission line, to be known as the Evanston Transmission
Pipeline 2022 Project;
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, WYOMING THAT:
Section 1: The City of Evanston hereby authorizes participation in the Evanston Transmission
Pipeline 2022 Project with the Wyoming Water Development Commission pursuant to the terms and
conditions set forth in the attached Project Agreement and also accepts the financing package set forth in
the attached Project Agreement.
Section 2: The Mayor and City Engineer are authorized on behalf of the City to execute the Project
Agreement with the Wyoming Water Development Commission to fund the construction of the Evanston
Transmission Pipeline 2022 Project.
PASSED, APPROVED AND ADOPTED this 16th day of August, 2022.

Resolution 22-61
Council member M. Welling introduced Resolution 22-61. Council member M. Welling moved,
Council member Perkes seconded, to adopt Resolution 22-61.
A RESOLUTION APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE COMANCHE
ADDITION, A SUBDIVISION WITHIN THE CITY OF EVANSTON, WYOMING AS MORE PARTICULARLY
DESCRIBED HEREIN.
WHEREAS, Todd C. Nicholls and Kristin D. Nicholls, the (“Subdivider”), has made application to
the governing body of the City of Evanston, Wyoming for approval and authorization of the proposed
subdivision entitled the Comanche Addition, a subdivision located within the City of Evanston, Wyoming;
and
WHEREAS, the City of Evanston finds that said subdivision is a minor subdivision and can be
approved pursuant to Section 22-10 of the Evanston City Code.
NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming,
that:
Section 1. The final plat of the Comanche Addition is hereby approved, accepted and authorized
and described in particularity as follows, to-wit:
"Comanche Addition" to the City of Evanston, Uinta County, Wyoming, a subdivision of Lots 11
and 12 of Uinta Meadows IV, a Subdivision of Lots 21 - 32, Block 6, Uinta Meadows Third Addition to
the City of Evanston, Wyoming, said Comanche Addition being located in the SE1/4 SW1/4 of Section
21, T15N, R120W, 6th P.M., Uinta County, Wyoming, and being more particularly described as follows:
BEGINNING at the Southwest corner of said Lot 12, Uinta Meadows IV, thence
N 01°31'26" W, 120.00 feet along the West line of said Lot 12 to the Northwest corner thereof;
thence N 88°28'35"E, 124.66 feet along the North line of said Lots 11 and 12 to the Northeast
corner of said Lot 11, said corner lying on a curve concave to the northeast, from which a radial line
bears N 84°11'40" E, 50.00 feet;
thence southeasterly 36.19 feet along the arc of said curve through a central angle of
41°28'04", the long chord of which bears S 26°32'26" E, 35.40 feet to the point of curvature of a reverse
curve to the right, having a radius of 30.00 feet;
thence southeasterly 29.70 feet along the arc of said curve through a central angle of
56°43'34", the long chord of which bears S 18°54'33" E, 28.50 feet to the point of curvature of a
compound curve to the right, having a radius of 75.00 feet;
thence southwesterly 103.44 feet along the arc of said curve through a central angle of 79°01'18",
the long chord of which bears S 48°57'54" W, 95.43 feet to the point of tangency;
thence S 88°28'34" W, 74.52 feet along the South line of said Lots 11 and 12 to the POINT OF
BEGINNING.
Said Comanche Addition containing 0.368 acres, more or less.
Section 2. The Mayor and City Clerk are hereby authorized and directed to enforce the
mandates of chapter 22 of the Code of the City Evanston with regard to the filing of the final plat with the
County Clerk of Uinta County, Wyoming as by law required.

Resolution 22-62
Council member Lynch introduced Resolution 22-62. Council member Lynch moved, Council
member Sellers seconded, to adopt Resolution 22-62.
A RESOLUTION OF THE CITY OF EVANSTON AUTHORIZING THE SUBMISSION OF AN
APPLICATION FOR A WYOMING OUTDOOR RECREATION GRANT FOR THE BEAR RIVER
GREENWAY PHASE 5 PROJECT.
WHEREAS, there is funding available through the Wyoming Outdoor Recreation Grant Program to
increase and improve outdoor recreation opportunities within a community; and
WHEREAS, the Bear River Greenway Phase 5 Project would use grant funds to add and improve trails
and interpretive improvements to the Bear River Greenway; and
WHEREAS, the Project will significantly enhance and improve recreation for tourists and members of
the community at the Bear River Greenway;
NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming as
follows:
Section 1. The Mayor, City Clerk and the Community Development Director are hereby authorized to
execute all documents necessary to submit an application for a Wyoming Outdoor Recreation Grant for
the Bear River Greenway Phase 5 Project.

Public Comments
Evanston Chamber of Commerce Director Tammy Staley commented that she had attended the Back
to School Carnival sponsored by the Boys and Girls Club. She said they were giving free haircuts,
physicals, back packs and school supplies. She commented that It was very well attended.

With no further business to be conducted at this time Mayor Williams adjourned the meeting at 5:49 p.m.
