EVANSTON CITY COUNCIL First Regular Meeting September 6th, 2022 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of September was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Evan Perkes, David Welling, Mike Sellers and Mikal Welling. Tib Ottley was excused Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Chief, Mike Vranish; Director of Engineering and Planning, Dean Barker; Public Works Director, Gordon Robinson; Director of Parks and Recreation, Scott Ehlers and Information Technology Coordinator, Preston Sheets. Community Development Director, Rocco O’Neill was excused. Approve Agenda Council member Perkes moved, Council member Welling seconded, to approve the agenda with the following additions: Crimestoppers Fundraising 50/50 Drawing; Public Hearing regarding the trade of real property with School District No. One under Public Hearings/Special Orders and an additional invoice to be considered for payment with the Warrant Register to Courts Unlimited for the resurfacing of two tennis courts. Welling . Revenue & Expenditure Report Council member Welling moved, Council member Lynch seconded, to approve the Revenue and Expenditure Report for July 2022. Crimestoppers Drawing The Crimestoppers Organization drew for the winners of the 50/50 annual fundraiser. There were two lucky winners, Brandon Park and Tracy Smith each winning $500. Council Comments Council member Lynch thanked City Engineer, Dean Barker for helping out one of the local contractors. Council member Welling commented that the Cowboy Day’s weekend was a success. He mentioned that there were big crowds at the Rodeos and thanked all the volunteers for making that happen. Council member Sellers commented that the Labor Day Parade was well attended, as well as the Rotary Club Pancake Breakfast. He reminded everyone that the Suicide Hotline number is now 988. Mayor Williams echoed the comments about the Labor Day weekend. He also remarked about the large United States flag on the side of the Wells Fargo Building and what an amazing sight it was. Public Hearing/Liquor License Renewals A public hearing was conducted by City Attorney, Dennis Boal for all the applicants that filed for the renewal of their liquor licenses within the City of Evanston. Mr. Boal stated that all the applications have been reviewed by the City Clerk and the Wyoming Liquor Division. Notice for the hearing has been advertised for two consecutive weeks in the local newspaper. Mr. Boal asked if there was any opposition or comments regarding any of the liquor license renewals. There being no comments, Mr. Boal closed the hearing. Welling.  Public Hearing/Trade of Real Property A public hearing was conducted by City Attorney, Dennis Boal for the purpose of receiving public information, input and objections regarding the proposed trade of the real property identified as "Parcel A", which is owned by the City for the real property identified as "Parcel B" which is owned by the Uinta County School District #1. Mr. Boal asked if there was any opposition or comments regarding the trade of real property. There being no comments, Mr. Boal closed the hearing. Consent Agenda Council member Welling moved, Council member Sellers seconded, to approve the following Consent Agenda Items: Street Closure Permit requested by St. Mary Magdalen Church for a Blessing of the Animals event on Sunday, October 2nd, 2022, on Center Street from 8th Street to 9th Street, from 1:00 pm to 5:00 pm. RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE TRADE OF REAL PROPERTY WITH SCHOOL DISTRICT NO. ONE, UINTA COUNTY, WYOMING AND THE EXECUTION OF DEEDS AND NECESSARY DOCUMENTS TO COMPLETE THE TRADE. WHEREAS, Uinta County School District No. 1 desires to trade interests in real property with the City of Evanston; and WHEREAS, Notice of a Public Hearing to consider the proposed trade of the real property has been published in a newspaper of general circulation once each week for three consecutive weeks prior to the hearing; and WHEREAS, pursuant to the Notice, a public hearing was conducted before the governing body on September 6, 2022, to receive public information, input and objections concerning the trade of the real property described below. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A JOINT FUNDING AGREEMENT WITH THE U.S. GEOLOGICAL SURVEY, UNITED STATES DEPARTMENT OF THE INTERIOR, FOR WATER RESOURCES INVESTIGATIONS. WHEREAS, the City of Evanston obtains useful water flow information regarding the Bear River from streamgage information generated by the U.S. Geological Survey; and WHEREAS, the U.S. Geological Survey has requested the City assist in funding the maintenance and operation of the stream gauge information beginning October 1, 2022 through September 30 2023; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Joint Funding Agreement with the U.S. Geological Survey, United States Department of the Interior, for Water Resources Investigations on the Bear River, a copy of which is attached hereto. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES WITH THE EVANSTON CHAMBER OF COMMERCE. WHEREAS, the Chamber was formed in part to promote the business climate, community resources and tourist attractions of the City of Evanston, Wyoming; and WHEREAS, promotions and activities by the Chamber increase tax revenue for the City and are in the best interests of its citizens; and WHEREAS, the City desires to have the Chamber initiate and continue such promotional services. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Contract for Services with the Evanston Chamber of Commerce, a copy of which is attached hereto. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES WITH COWBOY DAY’S INCORPORATED, A WYOMING NON PROFIT CORPORATION. WHEREAS, the City of Evanston has a strong interest in promoting tourism within the community; and WHEREAS, Cowboy Day’ Incorporated increases tourism within the community by providing the Cowboy Days Rodeo in Evanston, Wyoming, each year; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Contract for Services with Cowboy Day’s Incorporated, a Wyoming non profit corporation, a copy of which is attached hereto. A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE UINTA COUNTY HUMAN SERVICE BOARD TO PROVIDE HUMAN SERVICES FOR THE CITIZENS OF EVANSTON. WHEREAS, the City of Evanston desires to assist, by providing funding, to the Uinta County Human Services Board, in the provision of human services for the citizens of the City of Evanston; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming as follows: Section 1. The City of Evanston is authorized to execute the Contractual Agreement with the Uinta County Human Services Board, a copy of which is attached hereto. Section 2. The Mayor and City Clerk are authorized to sign and attest the agreement on behalf of the City of Evanston. Kent H.
