EVANSTON CITY COUNCIL First Regular Meeting November 1st, 2022 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of November was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live. Council member Ottley led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Lieutenant, Ken Pearson; Director of Engineering and Planning, Dean Barker; Public Works Director, Gordon Robinson; Information Technology Coordinator, Preston Sheets and Parks/Recreation Director, Scott Ehlers. Community Development Director, Rocco O’Neill was excused. Approve Agenda Council member Welling moved, Council member M. Welling seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling. Approve Minutes The official record of proceedings for the City Council Meeting held October 18th, 2022, and the City Council Work Session held October 25th, 2022, was approved as presented. Welling. Revenue & Expenditure Report Council member Sellers moved, Council member Welling seconded, to approve the Revenue and Expenditure Report for September 2022. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling. Council Comments Council member Ottley commented that it was good to be back to the meetings. The Council members all agreed that it was great having Tib back. Council member Sellers congratulated the Rotary Club for their forty-year anniversary. He also commented about the storm coming in and reminded everyone to be safe. He wished everyone that is seeking an office in the election good luck. Key to the City Mayor Williams presented a “Key to the City” to Kendell Cummings, the young man who saved his wrestling teammate at Northwest College from a grizzly bear attack. Mayor Williams recognized his bravery and heroism and commented how proud our community is of him. The mayor also presented his parents with a key for raising such an exceptional young man. Resolution 22-79 Council member Lynch introduced Resolution 22-79. Council member Lynch moved, Council member Sellers seconded, to adopt Resolution 22-79. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING WITH UINTA COUNTY PUBLIC HEALTH, TO COOPERATE IN PROVIDING A FACILITY FOR VACCINATIONS, NATURAL DISASTERS AND OTHER PUBLIC HEALTH EMERGENCIES. WHEREAS, the governing body of the City of Evanston has determined that it is in the public’s interest to cooperate with Uinta County Public Health to cooperate in providing a facility for vaccinations, natural disasters and other public health emergencies within Uinta County, Wyoming; and WHEREAS, the City of Evanston and Uinta County Public Health have negotiated a Memorandum of Understanding which will provide a cooperative approach; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the Acting City Clerk attest, on behalf of the City of Evanston, the Memorandum of Understanding between the City of Evanston, and Uinta County Public Health to cooperate in providing a facility for vaccinations, natural disasters and other public health emergencies, a copy of which is attached hereto. PASSED, APPROVED AND ADOPTED this 1st day of November 2022. Kent H. Resolution 22-80 Council member Ottley introduced Resolution 22-80. Council member Ottley moved, Council member Welling seconded, to adopt Resolution 22-80. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING WITH THE COUNTY COMMISSIONERS OF UINTA COUNTY, WYOMING, TO JOINTLY FUND THE CONSTRUCTION OF IMPROVEMENTS AT THE UINTA COUNTY FAIRGROUNDS. WHEREAS, the County has decided to improve the Uinta County Fairgrounds located in Evanston by constructing new grandstands and associated facilities, such as vendor stalls and/or restrooms, to increase the safety and comfort of spectators who attend events at the Fairgrounds; and WHEREAS, the cost of the improvements is estimated to be as much 2.5 million dollars; and WHEREAS, the governing body for the City has determined that it is in the public’s interest for the City to assist the County in funding the construction of the improvements by using a portion of the money it received from the federal government pursuant to the American Rescue Plan; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the Acting City Clerk attest, on behalf of the City of Evanston, the Memorandum of Understanding between the City of Evanston and County Commissioners of Uinta County, Wyoming, to jointly fund the construction of improvements at the Uinta County Fairgrounds, a copy of which is attached hereto.
