EVANSTON CITY COUNCIL First Regular Meeting May 2nd, 2023 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of May was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live. Council member Welling led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Jesse Lind, David Welling, Mike Sellers and Jen Hegeman. Evan Perkes was excused. The motion passed unanimously with 6 yes votes: Williams, Lynch, Lind, Welling, Sellers, Hegeman. Staff members present at the start of the meeting were: City Attorney/Prosecutor, Amanda Kirby; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Chief, Mike Vranish; Director of Parks and Recreation, Scott Ehlers; Information Technology Coordinator, Preston Sheets; Public Works Director, Gordon Robinson; Director of Engineering and Planning, Dean Barker and Community Development Director, Rocco O’Neill. A group of interested citizens was also present. Approve Agenda Council member Welling moved, Council member Sellers seconded to approve the agenda. The motion passed unanimously with 6 yes votes: Williams, Lynch, Lind, Welling, Sellers, Hegeman. Approve Minutes The official record of proceedings for the City Council Meeting held April 18th, 2023, and the Work Session held April 25th, 2023, were approved as presented. Revenue & Expenditure Report Council member Sellers moved, Council member Lind seconded, to approve the Revenue and Expenditure Report for March 2023. The motion passed unanimously with 6 yes votes: Williams, Lynch, Lind, Welling, Sellers, Hegeman. Council Comments Council member Lind reminded everyone that the Youth Club Dinner is May 19th, there is still time to get tickets. He reported that the Golf Course will open this weekend. Council member Sellers commented how much he has enjoyed looking at the photos that Department Heads have submitted for the Caselle Photo Contest. Council member Hegeman stated that she will be riding her motorcycle in the National Veteran’s Awareness Ride on May 18th from Coalville. Mayor Williams reminded everyone that May is typically the highest runoff month in the area and that there may be flood danger and concerns. Resolution 23-33 Council member Sellers introduced Resolution 23-33. Council member Sellers moved, Council member Lynch seconded, to adopt Resolution 23-33. RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING PARTICIPATION IN THE WYOMING COOPERATIVE LIQUID ASSETS SECURITIES SYSTEMS. WHEREAS, Wyoming Statute § 9-4-831 authorizes political subdivisions of the State of Wyoming to invest in eligible securities; and WHEREAS, Wyoming Statute § 9-4-831 also authorizes political subdivisions to invest jointly with other investors of a comingled fund of legal investments; and WHEREAS, the Trust is a statutory trust formed under the laws of the State of Wyoming in accordance with Wyoming Statute § 17-23-114 and it is the intent and purpose of the Trust to provide for these legal investments; and WHEREAS, the City of Evanston desires to become a participant in the Trust. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The City of Evanston hereby approves, adopts, and thereby joins as a participant with other political subdivisions pursuant to the Wyoming CLASS Indenture of Trust dated May 29, 2020, as amended from time to time, the terms of which are incorporated herein by this reference and a copy of which is attached hereto. PASSED, APPROVED AND ADOPTED this 2nd day of May 2023. Kent H.
