EVANSTON CITY COUNCIL
Special Meeting
September 12th, 2023
The official record of proceedings for a special meeting of the Evanston City Council was held in the
Council Chambers of City Hall on the above date.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at
5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of meeting were Mayor Williams; Council members;
Tim Lynch, Jesse Lind, Mike Sellers and Jen Hegeman. Council member Evan Perkes was excused.
Council member Dave Welling declared a conflict and was excused.
Staff members present were City Attorney/Prosecutor, Mark Harris; City Treasurer, Trudy Lym; City Clerk,
Diane Harris; Finance Clerk, Police Chief, Mike Vranish; Senior Planner, DuWayne Jacobsen; City
Engineer, Dean Barker; Community Development Director, Rocco O’Neill; Director of Parks and
Recreation, Kim Larson and Information Technology Coordinator, Preston Sheets.
Approve Agenda
Council member Lynch moved, Council member Sellers seconded, to approve the agenda. The
motion passed unanimously with 5 yes votes: Williams, Lynch, Lind, Sellers, Hegeman.
Public Hearing
City Attorney, Mark Harris began the Public Hearing by explaining the legalities of the hearing, and how it
would be conducted. Applicants would be heard from first, followed by those who have questions for the
applicant, and finally those opposed to the application. He asked each person speaking to clearly state
their name and home address for the record prior to being sworn to testify.
Attorney Harris opened the hearing for CP 191, a request by Dominion Energy for a Conditional Use
Permit to allow a public utility use, facility, services, and building at 209 Center Street, Evanston, WY,
which is zoned Low Density Residential-Established (LR-E).
J.D. Kesler was sworn in and spoke on behalf of the application.
Ozzie Knezovich was sworn in and spoke on behalf of the application.
Opposition to the application was presented by RaeAnn Pace, Carole Andersen, Jim Hill, Shawn Saban,
Lori Andreason, Dan Morrow, Sheldon Hughes, Trevor Sumsion, Kathy Cook and Darlene Wallace, all
were sworn in.
The hearing was closed at the conclusion of presentation of evidence and testimony,
Mayor Williams asked for a motion regarding the application.
Council member Lind moved, Council member Lynch seconded, to approve the Application with
conditions.
The motion passed with 3 yes votes (Williams, Lind, Lynch) and 2 no votes (Sellers, Hegeman).
Adjournment
With no further business to be conducted at this time Mayor Williams adjourned the meeting at 9:00 p.m.
