EVANSTON CITY COUNCIL First Regular Meeting December 5th, 2023 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of December was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Council member Sellers led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Tim Lynch, Jesse Lind, Evan Perkes, Mike Sellers and Jen Hegeman. Council member Welling was excused. Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Director of Parks and Recreation, Kim Larson; Community Development Director, Rocco O’Neil; Police Chief, Mike Vranish; Public Works Director, Gordon Robinson; City Engineer, Dean Barker and Police Sergeant, Ken Pearson. Information Technology Coordinator, Preston Sheets was excused. A group of interested citizens was also present. Approve Agenda Council member Sellers moved, Council member Lynch seconded to approve the agenda with the addition of an Oath of Office under Public Hearing. The motion passed unanimously with yes votes: Williams, Lynch, Lind, Perkes, Sellers, Hegeman. Approve Minutes The official record of proceedings for the City Council Meeting held November 21st, 2023 and City Council Work Session held November 28th, 2023 was approved as presented. Council Comments Council member Lind commented that there were many events last week to attend including the Light Parade, Winter Meeting, Jingle Bell Jaunt, Festival for Families, and the old Wyoming State Hospital Preservation meeting. He commented that they were all great events. Council member Sellers reminded everyone to shop local. He also commented to make sure to notice people that are struggling, as this time of year can be hard. He also reminded everyone that the money that is donated to the Salvation Army bell ringers stays in the community. Council member Hegeman thanked all who attended the Save the Wyoming State Hospital Rally. She also mentioned how much she enjoys the Light Parade downtown. Mayor Williams thanked everyone that help with all the events that were held last week. He commented that he agreed with Council member Sellers about the Salvation Army and what a great organization it is. Oath of Office Mayor Williams conducted an Oath of Office for Chad C. Carson to fill the position of Police Officer for the Evanston Police Department. Board Appointments Mayor Williams made appointments to the following boards. Council member Lynch moved, Council member Sellers seconded, to confirm the following appointments: Golf Course Advisory Board Herman Roybal - January 2026 Historic Preservation Commission Bill Alexander - January 2026 The appointments were confirmed with 5 yes votes: Lynch, Lind, Perkes, Sellers, Hegeman. Public Hearing/Liquor License City Attorney Mark Harris conducted a public hearing to receive public comment regarding an application for a transfer of ownership of a Restaurant Liquor License from Main Street Deli, LLC dba: Main Street Deli; to the Bakery, LLC dba: The Bakery. Alex Rossi owner of The Bakery addressed the Council. No one else addressed the issue and Mr. Harris closed the hearing. Transfer of Restaurant Liquor License Council member Lind moved, Council member Perkes seconded, to approve the transfer of ownership of a Restaurant Liquor License from Main Street Deli, LLC dba: Main Street Deli; to The Bakery, LLC dba: The Bakery, but to withhold issuance of the License pending receipt of a Food Service Permit from the State of Wyoming. The motion passed unanimously with 6 yes votes: Williams, Lynch, Lind, Perkes, Sellers, Hegeman. Consent Agenda Council member Lynch moved, Council member Lind seconded, to approve the following Consent Agenda Items: Parade Route Permit requested by the Evanston Police Officers Association for the Annual Shop with a Cop Parade on Saturday, December 16, 2023, beginning at 7:30 a.m. at the Hampton Inn and ending at Walmart. The motion passed unanimously with 6 yes votes: Williams, Lynch, Lind, Perkes, Sellers, Hegeman. Resolution 23-79 Council member Sellers introduced Resolution 23-79. Council member Sellers moved, Council member Lynch seconded, to adopt Resolution 23-79. A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF A CONTRACT WITH THE WYOMING ASSOCIATION OF SHERIFFS AND CHIEFS OF POLICE TO PROVIDE FUNDS FOR THE EVANSTON POLICE DEPARTMENT TO CONDUCT ALCOHOL COMPLIANCE INSPECTIONS. WHEREAS, the City of Evanston Police Department has found that inspections of alcohol retailers can help reduce underage drinking of alcohol within the community; and WHEREAS, funds are available from the Wyoming Association of Sheriffs and Chiefs of Police to help fund alcohol compliance inspections; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1. The Mayor, City Clerk and Evanston Police Department are authorized to sign the Alcohol Inspection Contract with the Wyoming Association of Sheriffs and Chiefs of Police to provide funds for alcohol compliance inspections, a copy of which is attached hereto as Appendix “1”. Resolution 23-80 Council member Perkes introduced Resolution 23-80. Council member Perkes moved, Council member Lynch seconded, to adopt Resolution 23-80.
