EVANSTON CITY COUNCIL Second Regular Meeting February 20th, 2024 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of February was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Tim Lynch, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman. Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Director of Parks and Recreation, Kim Larson; City Engineer, Damon Newsome; Community Development Director, Rocco O’Neill; Information Technology Coordinator, Preston Sheets and Police Lieutenant, Ken Pearson. Public Works Director, Gordon Robinson and Police Chief, Mike Vranish were excused. A group of interested citizens was also present. Approve Agenda Council member Welling moved, Council member Sellers seconded to approve the agenda. The motion passed unanimously with 7 yes votes: Williams, Lynch, Lind, Perkes, Welling, Sellers, Hegeman. Approve Minutes There was a brief discussion regarding Council member Hegeman’s request that a written copy of her statement she read during Council Comments, at the February 6th, 2024 meeting be attached to the minutes. After further discussion, the minutes were approved as presented. The official record of proceedings for the City Council Meeting held February 6th, 2024, was approved as presented. Revenue & Expenditure Report Council member Perkes moved, Council member Sellers seconded, to approve the Revenue and Expenditure Report for December 2023. The motion passed unanimously with 7 yes votes: Williams, Lynch, Lind, Perkes, Welling, Sellers, Hegeman. Council Comments Mayor Williams and members of the Council all expressed condolences to the family of Paul Mills, a prominent citizen of Evanston for many years. Council member Welling expressed gratitude and appreciation for the hard work the street crews did today. Council member Hegeman also thanked the street department for the excellent job removing snow. She also mentioned and thanked all the military men and women serving our country in these turbulent times. Mayor Williams commended the work the snow removal crews did. He mentioned that Public Works Director, Gordon Robinson was absent from the meeting due to the long hours and work that had been done.  Board Appointments Mayor Williams made appointments to the following boards. Council member Lynch moved, Council member Welling seconded, to confirm the following appointments: Urban Renewal Board Lisa Sanborn - January 2029 Lodging Tax Board Evan Perkes - January 2027 Brendee Weston – January 2027 The motion passed unanimously with 6 yes votes: Lynch, Lind, Perkes, Welling, Sellers, Hegeman. Consent Agenda Council member Perkes moved, Council member Sellers seconded, to approve the following Consent Agenda Items: Limited Malt Beverage Permit requested by Jesse Barnes, Executive Director of SAFV, for the Gentlemen’s Night - Stand Against Violence Event, to be held at the Evanston Youth Club – 603 6th Street on Saturday, March 9th, 2024, from 6:00 pm to 10:00 pm. (This event was originally scheduled for September 22nd, 2023). Limited Malt Beverage Permit requested by Eric Pasenelli of Arts Inc. for the Celtic Festival at the Roundhouse and Railyards for the following dates and times: Friday, March 22nd, 2024 10:00 am to 11:00 pm Saturday, March 23rd, 2024 10:00 am to 11:00 pm The motion passed unanimously with 7 yes votes: Williams, Lynch, Lind, Perkes, Welling, Sellers, Hegeman. Resolution 24-07 Council member Sellers introduced Resolution 24-06. Council member Sellers moved, Council member Welling seconded, to adopt Resolution 24-06. A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE SUBMISSION OF AN APPLICATION BY THE CITY OF EVANSTON FOR AN AARP COMMUNITY CHALLENGE GRANT FROM THE AARP COMMUNITY CHALLENGE GRANT PROGRAM TO OBTAIN FUNDS FOR A MORE DYNAMIC DEPOT SQUARE AND RAILYARDS THROUGH PLACEMENT OF CONCRETE AND STEEL PING PONG/TENNIS TABLE, FOOSBALL TABLE AND A SYCAMORE CHESS TABLE IN THE CITY=S DEPOT SQUARE AND RAILYARD AREAS. WHEREAS, the AARP Community Challenge grant program is intended to help communities make immediate improvements by granting funds to create vibrant public spaces, improve housing or transportation efforts, or support civic engagement; and WHEREAS, the Department of Community Development proposes to create a more dynamic downtown, specifically the Depot Square and Railyard areas, by acquisition and placement of concrete and steel ping pong/tennis table, foosball table and a sycamore chess table; and WHEREAS, the Community Development Department proposes the City apply for a grant from the AARP Community Challenge Grant Program in the maximum amount of $12,500 and utilize contributions from the City of Evanston, Evanston Chamber of Commerce and Roundhouse Restoration, Inc. to acquire and place the enhancements; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The City of Evanston supports the submission of an application for an AARP Community Challenge Grant from the AARP Community Challenge Grant Program by the City of Evanston to obtain funds for a more dynamic depot square and railyards through the placement of concrete and steel ping pong/tennis table, foosball table and a sycamore chess table in the city’s Depot Square and Railyard areas. Section 2: The Mayor is authorized to execute and the City Clerk attest the grant application on behalf of the City of Evanston. Department Comments City Attorney, Mark Harris addressed the Council Comments from the February 6th, 2024, City Council Meeting. Public Comments Kayne Pyatt reminded everyone to attend Soroptimist’s“production of The Vagina Monologues” at the Strand Theatre on Saturday, February 24th. Eric Pasenelli of Art’s Inc.thanked the Council for approving Malt Beverage Permit for the Celtic Festival. He also expressed gratitude for the support from the City over the years. Susan Jetkoski, a retired Social Worker of the State Hospital, spoke in opposition of the homeless shelter.
