EVANSTON CITY COUNCIL Second Regular Meeting November 19th, 2024 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of November was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live. Council member Perkes led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; council members, Tim Lynch, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman. Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; Police Lieutenant, Ken Pearson; City Treasurer, Trudy Lym; City Engineer, Damon Newsome; Information Technology Coordinator, Preston Sheets; Community Development Director, Rocco O’Neill and Public Works Director, Gordon Robinson. Chief Michael Vranish was excused. A group of interested citizens was also present. Approve Agenda Council member Welling moved, Council member Perkes seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Willliams, Lynch, Lind, Perkes Sellers, Welling, Hegeman. Approve Minutes The official record of proceedings for the City Council Meeting held November 5th, 2024, Special City Council Meeting held November 12th, 2024 and City Council Work Session held November 12th, 2024 were approved as presented. Revenue & Expenditure Report Council member Welling moved, Council member Hegeman seconded, to approve the Revenue and Expenditure Report for July 2024. The motion passed unanimously with 7 yes votes: Willliams, Lynch, Lind, Perkes, Sellers, Welling, Hegeman. Council Comments Council members spoke about the Youth Club Casino Night, the Thanksgiving Holiday, helping those less fortunate, appreciation for support during the election, and Salvation Army efforts. Consent Agenda Council member Welling moved, Council member Perkes seconded, to approve the following Consent Agenda items: Parade Route Permit requested by the Evanston Police Officers Association for the Annual Shop with a Cop Parade on Saturday, December 14th, 2024, beginning at 7:30 a.m. at the Hampton Inn and ending at Walmart. The motion passed unanimously with 7 yes votes: Willliams, Lynch, Lind, Perkes, Sellers, Welling, Hegeman. Final Acceptance Council member Sellers moved, Council member Lynch seconded, to approve the Final Acceptance of the City View Project. The motion passed unanimously with 7 yes votes: Willliams, Lynch, Lind, Perkes, Sellers, Welling, Hegeman. Resolution 24-75 Council member Welling introduced Resolution 24-75. Council member Welling moved, Council member Perkes seconded, to adopt Resolution 24-75. A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF A GRANT AWARD AGREEMENT WITH THE WYOMING OFFICE OF HOMELAND SECURITY TO OBTAIN FUNDS WHICH ARE DESIGNATED FOR LAW ENFORCEMENT TERRORISM PREVENTION - ORIENTED ACTIVITIES AND EQUIPMENT. WHEREAS, there are funds available from the Wyoming Office of Homeland Security which are 2 available for use by the City for law enforcement terrorism prevention-oriented activities and equipment; and WHEREAS, it is necessary for the City to enter into the attached Grant Award Agreement in order to receive the grant funds; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING AS FOLLOWS: Section 1. The Mayor, Chief of Police or his designee, and City Clerk are authorized to sign and attest on behalf of the City the attached Grant Award Agreement with the Wyoming Office of Homeland Security to obtain funds for law enforcement terrorism prevention-oriented activities and equipment. Resolution 24-76 Council member Lind introduced Resolution 24-76. Council member Lind moved, Council member Welling seconded, to adopt Resolution 24-76. A RESOLUTION AUTHORIZING THE CITY OF EVANSTON, WYOMING TO ACCEPT AND APPROVE A RENEWAL OFFER WITH DELTA DENTAL OF WYOMING TO PROVIDE DENTAL INSURANCE FOR CITY EMPLOYEES. WHEREAS, the City of Evanston, Wyoming has for many years provided dental insurance for its employees; and WHEREAS, it is necessary for the City to accept the attached renewal offer with Delta Dental of Wyoming to continue to provide dental insurance for its employees. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The City of Evanston hereby accepts and approves the renewal offer from Delta Dental of Wyoming, a copy of which is attached hereto as Appendix “1” and incorporated herein, to provide dental insurance for its employees. Section 2: The Mayor and City Clerk are hereby authorized to execute and attest any and all documents necessary to effectuate the intent of this Resolution. Public Comments Gina Sundquist requested an update on Air Conditioning for the Machine Shop. Dan Wheeler expressed gratitude to the City Facilities staff, and Micki Cox for being so helpful when renting the building for the Hall of Fame Banquet. Kathy Cook inquired about what the City can do to keep the labor and delivery services at the Hospital. Henry Schmidt, newly elected Council member, introduced himself and thanked everyone for their support.
