First Regular Meeting
December 3rd, 2024
The official record of proceedings of the first regular meeting of the Evanston City Council for the month of
December was held in the Council Chambers of City Hall on the above date. These proceedings were video
recorded and streamed live.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30
p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members,
Tim Lynch, Jesse Lind, Dave Welling, Mike Sellers and Jen Hegeman. Evan Perkes was excused.
Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk,
Diane Harris; City Treasurer, Trudy Lym; City Engineer, Damon Newsome; Information Technology
Coordinator, Preston Sheets; Community Development Director, Rocco O’Neill; Public Works Director,
Gordon Robinson; Police Chief, Michael Vranish and Director of Parks and Recreation, Kim Larson. A
group of interested citizens was also present.
Approve Agenda
Council member Welling moved, Council member Sellers seconded, to approve the agenda.
The motion passed unanimously with 6 yes votes: Willliams, Lynch, Lind, Sellers, Welling, Hegeman.

The official record of proceedings for the City Council Meeting held November 19th, 2024, and City
Council Work Session held November 26th, 2024 were approved as presented.

Council members spoke about the Holiday Season, fundraisers, many holiday activities, and shopping local.
Consent Agenda
Council member Welling moved, Council member Lind seconded, to approve the following Consent
Agenda items:
Parade Route Permit requested by Downtown Evanston for the Annual Parade of Lights on Thursday,
December 5th, 2024, beginning at 6:00 pm at the Uinta County Library parking lot on Main Street. The
parade will go down Main Street to the Machine Shop Parking Lot and disperse.
Parade Route Permit requested by Downtown Evanston for the Jingle Bell Jaunt 5K Fun Run/Walk on
Saturday, December 7th, 2024, beginning at 8:55 a.m. at the Strand Theater.
Parade Route Permit requested by the Uinta County Police Officers Association for the Shop with a Sheriff
for Special Education Students Parade on Wednesday, December 18th, 2024, beginning at 9:00 a.m. at
Evanston High School and ending at Walmart.

Parking Lot
Council member Lynch moved, Council member Sellers seconded, to approve the Parking Lot,
Sidewalk, Curb and Gutter and Tree Planting Plan, subject to review and approval of the Planning
and Engineering Department, as requested by First Bank for a parking lot located at 10th and Main
Streets.
The motion passed unanimously with 6 yes votes: Willliams, Lynch, Lind, Sellers, Welling, Hegeman.
Twin Ridge Water Tank Transmission Line Project
Council member Welling moved, Council member Lind seconded, to approve submission of
applications by the City Engineer, on behalf of the City of Evanston, for ingress, egress and access
and water line easements to the Office of State Lands for the Twin Ridge Water Tank Transmission
Line Project.

Resolution 24-77
Council member Welling introduced Resolution 24-77. Council member Welling moved, Council
member Sellers seconded, to adopt Resolution 24-77.
A RESOLUTION OF THE CITY OF EVANSTON, WYOMING ADOPTING THE 2024 INTERNATIONAL
BUILDING CODE, THE 2024 INTERNATIONAL RESIDENTIAL CODE FOR ONE- AND TWO-FAMILY
DWELLINGS, THE 2024 INTERNATIONAL EXISTING BUILDING CODE, THE 2024 INTERNATIONAL
MECHANICAL CODE, THE 2024 INTERNATIONAL FUEL GAS CODE, THE 2024 INTERNATIONAL
PLUMBING CODE AND THE 2023 NATIONAL ELECTRIC CODE PURSUANT TO SECTION 7-7 OF THE
EVANSTON CITY CODE.
WHEREAS, the governing body of the City of Evanston has determined that it is in the best interests
of its citizens to adopt certain regulatory building codes for the purpose of prescribing regulations for the
minimum standards for construction of buildings to safeguard life, health, property and public welfare; and,
WHEREAS, the City has adopted several prior versions of the Codes, which are updated every
three years,
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, WYOMING THAT:
Section 1: Pursuant to Section 7-7 of the Evanston City Code, the City of Evanston, Wyoming
hereby adopts the regulatory building codes set forth below:
A.2024 International Building Code;
B.2024 International Residential Code for One and Two Family Dwellings, exempting therefrom
Section R309.2 One-and two-family dwelling automatic fire systems;
C.2024 International Existing Building Code;
D.2024 International Mechanical Code;
E.2024 International Fuel Gas Code;
F. 2024 International Plumbing Code; and the
G. 2023 National Electric Code.
PASSED, APPROVED AND ADOPTED this 3rd day of December 2024.

Ordinance 24-09
Council member Welling sponsored Ordinance 24-09. Council member Sellers moved, Council
member Hegeman to pass Ordinance 24-09 on first reading.
AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING AMENDING SECTION 9-3, ADOPTION OF
INTERNATIONAL FIRE CODE, OF THE EVANSTON CITY CODE TO PROVIDE FOR ADOPTION OF
THE CURRENT INTERNATIONAL FIRE CODE BY RESOLUTION OF THE GOVERNING BODY.
WHEREAS, the City of Evanston has adopted the International Fire Code and other regulatory
building codes; and
WHEREAS, the City adopts regulatory building codes by resolution, but adopts the International
Fire Code by ordinance; and
WHEREAS, there is a need to amend provisions in the City Code to permit adoption of the
International Fire Code by resolution in order to secure the efficient adoption, implementation and
enforcement of fire protection and safety measurers;
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, WYOMING THAT:
Section 1: Section 9-3 of the Evanston City Code is hereby amended to read as follows:
§ 9-3 Adoption of International Fire Code.
A. The governing body of the City is hereby authorized to adopt by resolution, for the
purpose of prescribing regulations governing conditions hazardous to life and property from

fire or explosion, the International Fire Code.
B. From time to time, said International Fire Code may, by resolution duly adopted by the
governing body, be amended. Copies of such amendments shall be made available for
public inspection in the same manner as the International Fire Code itself.
Section 2: This ordinance shall become effective immediately on passage on third and final
reading.
