EVANSTON CITY COUNCIL First Regular Meeting May 6th, 2025 The official record of proceedings of the first meeting of the Evanston City Council for the month of May was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Henry Schmidt, Jesse Lind, Evan Perkes, Dave Welling and Mike Sellers. Jen Hegeman was excused. Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Police Sargeant, Shawn Stahl; City Engineer, Damon Newsome; Public Works Director, Gordon Robinson; Senior Planner, DuWayne Jacobsen and Director of Parks and Recreation, Kim Larson. Community Development Director, Rocco O’Neill and Information Technology Coordinator, Preston Sheets were excused. A group of interested citizens was also present. Rental Agreement Council member Schmidt moved, Council member Lind seconded, to enter into a Rental Agreement with Vermeer Mountain West for rental of a horizontal grinder for the Public Works Department. Bid Award Council member Lind moved, Council member Perkes seconded, to award the bid for the Evanston Transmission Pipeline 2022 Project to the low bidder, BH, Inc. The motion passed unanimously with 6 yes votes: Willliams, Schmidt, Lind, Perkes, Welling, Sellers. Resolution 25-18 Council member Sellers introduced Resolution 25-18. Council member Sellers moved, Council member Welling seconded, to adopt Resolution 25-18. A RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH BH, INC. FOR THE COMPLETION OF ALL WORK REQUIRED FOR CONSTRUCTION OF THE EVANSTON TRANSMISSION PIPELINE 2022 PROJECT. WHEREAS, the City of Evanston has planned and designed construction of an 18 inch water transmission line with associated air valves, valves and miscellaneous parts and connections; and WHEREAS, BH, Inc. (“BHI”) submitted the low bid for the Evanston Transmission Pipeline 2022 Project; and WHEREAS, the City of Evanston and BHI are prepared to enter into an agreement whereby BHI will provide all materials and labor specified in the plans and specifications and the bid proposal documents for the Evanston Transmission Pipeline 2022 Project; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Agreement between the City of Evanston as Owner, and BH, Inc.as Contractor, a copy of which is attached hereto as Appendix “1”, for completion of all work necessary for the Evanston Transmission Pipeline 2022 Project. Council member Welling moved, Council member Lind seconded, to adopt Resolution 25-19. 3 A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING SETTING GREEN FEES AND OTHER RELATED FEES FOR THE PURPLE SAGE MUNICIPAL GOLF COURSE FOR THE 2025 GOLF SEASON. WHEREAS, the Golf Course Advisory Board has recommended that the City of Evanston set and charge the green fees and other related fees for the Purple Sage Municipal Golf Course for the 2025 golf season as set forth in the attached Recommendation; and WHEREAS, the governing body for the City of Evanston concurs with the recommendation of the Golf Course Advisory Board; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The City of Evanston shall set and charge the green fees and other related fees for the Purple Sage Municipal Golf Course for the 2025 golf season as set forth in the Golf Course Advisory Board Recommendation, which is attached hereto and incorporated herein. Section 2: The green fees and other related fees for the Purple Sage Municipal Golf Course which are set forth in the Budget Resolution for fiscal year 2024-2025 are hereby officially changed and amended by the adoption of this Resolution. AN ORDINANCE APPROVING AND AUTHORIZING A ZONE CHANGE FOR PROPERTY IN THE CITY OF EVANSTON FROM LOW DENSITY RESIDENTIAL-DEVELOPING, HIGHWAY BUSINESS- DEVELOPING, AND COMMUNITY BUSINESS-DEVELOPING, TO HIGH DENSITY RESIDENTIAL- DEVELOPING, AS REQUESTED BY GTR PROPERTY HOLDINGS, LLC, OF THE LAND MORE PARTICULARLY DESCRIBED HEREIN.
