Second Regular Meeting
May 20th, 2025
The official record of proceedings of the second meeting of the Evanston City Council for the month of May
was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded
and streamed live.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30
p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members,
Henry Schmidt, Jesse Lind, Dave Welling, Mike Sellers and Jen Hegeman. Evan Perkes was excused.
Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk,
Diane Harris; City Treasurer, Trudy Lym; City Engineer, Damon Newsome; Public Works Director, Gordon
Robinson; Police Chief, Mike Vranish; Senior Planner, DuWayne Jacobsen; Director of Parks and
Recreation, Kim Larson; Community Development Director, Rocco O’Neill; Information Technology
Coordinator, Preston Sheets and Facilities & Business License Technician, Micki Cox. A group of
interested citizens was also present.
Approve Agenda
Council member Schmidt moved, Council member Sellers seconded, to approve the agenda.

Council Comments
Council members spoke about Memorial Day, checking on Veterans, congratulations to Seniors graduating
from High School, having a safe summer, and the Historic Preservation Open House at the Roundhouse
on Thursday, May 29th.
Consent Agenda
Council member Lind moved, Council member Hegeman seconded, to approve the following
Consent Agenda Items:
Street Closure requested by Downtown Evanston for School’s Out – Summer’s In, Downtown Evanston’s
Promotional Event on Main Street from 9th Street to 10th Street, on Friday, May 30th, 2024, from 11:45 am
to 4:00 pm.
Limited Malt Beverage Permit requested by Katy Sommers – Live a Little Productions for the Monster
Truck Insanity Next Level Tour to be held at the Uinta County Fairgrounds on Saturday, May 31st, 2025
from 5:00 pm to 9:30 pm.

Ordinance 25-02
Council member Schmidt moved, Council member Lind seconded, to pass Ordinance 25-02 on
second reading.
AN ORDINANCE APPROVING AND AUTHORIZING A ZONE CHANGE FOR PROPERTY IN THE CITY
OF EVANSTON FROM LOW DENSITY RESIDENTIAL-DEVELOPING, HIGHWAY BUSINESS-
DEVELOPING, AND COMMUNITY BUSINESS-DEVELOPING, TO HIGH DENSITY RESIDENTIAL-
DEVELOPING, AS REQUESTED BY GTR PROPERTY HOLDINGS, LLC, OF THE LAND MORE
PARTICULARLY DESCRIBED HEREIN.

WHEREAS, GTR Property Holdings, LLC filed an application with the Planning and Zoning
Commission of the City of Evanston, Wyoming to change the zoning of the property described below from
Low Density Residential-Developing, Highway Business-Developing, and Community Business-
Developing High Density Residential; and
WHEREAS, the Planning and Zoning Commission scheduled a public hearing to consider said
application on April 7, 2025; and
WHEREAS, notice of the public hearing and application was published in a newspaper of general
circulation and notices of the hearing were mailed to affected landowners pursuant to City Ordinance; and
WHEREAS, the public hearing was held on April 7, 2025 by the Planning and Zoning Commission
to consider the application for the proposed zone change; and
WHEREAS, after receiving testimony and evidence from the applicant, affected landowners and
the public at large, the Planning and Zoning Commission voted to recommend to the governing body that
it approve the zone change.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING,
THAT:
Section 1. The request of GTR Property Holdings, LLC to change the zoning of the property
described below, from Low Density Residential-Developing, Highway Business-Developing, and
Community Business-Developing High Density Residential is hereby approved and authorized. Said real
property being more particularly described as follows:
A tract of land located in the NE1/4 of Section 19, Township 15 North, Range 120 West, 6th P.M., City of
Evanston, Uinta County, Wyoming, being more particularly described as follows:
BEGINNING at the Southeast corner of Lot 1, Block 1 of the Centennial Valley Estates Subdivision as said
Subdivision is platted and recorded in the Office of the Uinta County Clerk and running thence N 12°58'30"
W, 570.85 feet along the East boundary of said Block 1;
thence leaving said East boundary N 76°42'50" E, 362.42 feet;
thence N 13°28'57" W, 575.32 feet to the point of curvature of a curve to the left having a radius of 60.00
feet;
thence northwesterly 70.52 feet along the arc of said curve through a central angle of 67°20'33", the long
chord of which bears N 47°09'14" W, 66.53 feet;
thence N 20°58'08" E, 145.56 feet to a point on the South boundary of said Block 1;
thence N 73°42'00" E, 94.75 feet along said South boundary to the Northwest corner of Purple Sage
Planned Unit Development as said Planned Unit Development is platted and recorded in the Office of the
Uinta County Clerk;
thence along the boundary of said Planned Unit Development the following eight (8) courses: S 16°18'01"
E, 111.78 feet;
thence S 74°32'24" W, 32.88 feet;
thence S 13°42'37" E, 222.18 feet;
thence S 7°04'53" E, 32.33 feet;
thence S 13°28'57" E, 98.81 feet;
thence N 75°33'06" E, 104.02 feet;
thence S 12°27'15" E, 91.46 feet;
thence N 77°32'45" E, 125.94 feet to a point on the West right-of-way of Constitution Avenue;
thence S 8°52'00" E, 428.53 feet along said West right-of-way to the Northeast corner of that tract of land
described by Warranty Deed in Book 1019 on Page 626 of the Uinta County Records (SDS Management
Tract);
thence S 77°42'00" W, 230.00 feet along the North boundary of said SDS Management Tract to the
Northwest corner thereof;
thence S 8°49'42" E, 382.09 feet along the West boundary of said SDS Management Tract to a point on
the Northerly right-of-way boundary of Wasatch Road, said point lying on a curve to the left having a radius
of 2331.48 feet, from which point a radial line bears S 3°23'24" E;
thence westerly 397.84 feet along arc of said curve and said northerly right-of-way boundary through a
central angel of 9°46'36", the long chord of which bears S 81°43'18" W, 397.36 feet, to a point tangent;
thence S 76°50'00" W, 14.60 feet along said Northerly right-of-way boundary to the POINT OF
BEGINNING.
Said tract containing 10.217 acres, more or less.
Section 2. The City of Evanston is hereby authorized and directed to take all action necessary to
implement said zone change and amend the City of Evanston Zoning Map accordingly.

Resolution 25-20
Council member Lind introduced Resolution 25-20. Council member Lind moved, Council member
Schmidt seconded, to adopt Resolution 25-20.
A RESOLUTION APPROVING AND AUTHORIZING THE FINAL PLAT OF THE SAGE INDUSTRIAL
PARK NO. 9 SUBDIVISION, A SUBDIVISION OF LOT 4, BLOCK 1 OF THE SAGE INDUSTRIAL PARK
NO. 6 SUBDIVISION, AS MORE PARTICULARLY DESCRIBED HEREIN.

WHEREAS, JayGee Bros., LLC (the ASubdivider@), has made application to the governing body of
the City of Evanston, Wyoming for approval and authorization of the proposed subdivision entitled the “Sage
Industrial Park No. 9 Subdivision”, located in Uinta County, Wyoming; and
WHEREAS, said Subdivision plat is of land located within one (1) mile of the boundaries of the City
of Evanston and requires joint approval of the City of Evanston, Wyoming and Board of County
Commissioners of Uinta County, Wyoming; and
WHEREAS, the Subdivision does not contain and does not require the completion of any public
improvements and the City of Evanston has provided comment relating to impacts of the subdivision to the
City’s infrastructure or development plans and any impacts identified have been addressed by the
Subdivider and the plat can be approved pursuant to Section Wyo. Stat. § 34-12-103.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, WYOMING, THAT:
Section 1. The final plat of the Sage Industrial Park No. 9 Subdivision is hereby approved,
accepted, and authorized and described in particularity as follows, to-wit:
A tract of land being all of Lot 4, Block 1 of the Sage Industrial Park No. 6 Subdivision and part of
the NE 3 SE 3 of Section 15, T15N, R120W, 6TH P.M., located in Uinta County, Wyoming, said tract being
more particularly described as follows:
BEGINNING at the East one-corner of said Section 15, said point of beginning also being an angle
point on the East line of said Lot 4, running thence S 0°07'41" W, 1190.85 feet along the East line of said
Section 15;
thence S 89°23'55" W, 394.47 feet to the Southeast corner of Lot 3, Block 1 of said Sage Industrial
Park No. 6 Subdivision;
thence N 0°26'05" E, 427.27 feet along the East line thereof to the South line of said Lot 4;
thence the following four (4) courses along the boundary thereof:
thence N 89°52'19" W, 337.54 feet;
thence N 0°54'14" W, 625.71 feet;
thence N 41°58'34" E, 1108.59 feet;
thence S 0°00'52" W, 682.82 feet to the POINT OF BEGINNING.
Said tract containing 21.422 acres, more or less.
Section 2. The Mayor and City Clerk are hereby authorized to execute the final plat and are
directed to enforce the mandates of Wyo. Stat. Section 34-12-103 with regard to the filing of the final plat
with the County Clerk of Uinta County, Wyoming as by law required.

Resolution 25-21
Council member Sellers introduced Resolution 25-21. Council member Sellers moved, Council
member Welling seconded, to adopt Resolution 25-21.
A RESOLUTION AUTHORIZING THE CITY OF EVANSTON, WYOMING TO ENTER INTO AN
OPERATING AGREEMENT WITH THE EVANSTON PARKS AND RECREATION DISTRICT FOR THE
OPERATION, MANAGEMENT AND REGULATION OF RECREATION WITHIN THE CITY OF
EVANSTON FOR THE 2025-2026 FISCAL YEAR.
WHEREAS, the City of Evanston and the Evanston Parks and Recreation District have negotiated
an agreement for the operation, management and regulation of recreation within the City of Evanston; and
WHEREAS, the City and the Recreation District have set the agreement in writing, a copy of which
is attached hereto;
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
EVANSTON, WYOMING THAT:
Section 1: The Mayor is hereby authorized to execute, and the City Clerk is hereby authorized to
attest, the Operating Agreement with the Evanston Parks and Recreation District, according to the terms
of Appendix “1” attached hereto.

WAM Voting Delegate
Council member Sellers nominated Council member Welling to be the Official Voting Delegate for
WAM’s Summer Convention Business Meeting and Council member Welling nominated Council
member Sellers to be the Alternate.
The nominations passed unanimously with 6 yes votes: Willliams, Schmidt, Lind, Welling, Sellers,
Hegeman.
Department Comments
Gordon Robinson, Public Works Director, commented on the Spring Cleanup and Rocky Mountain Power
assisting with picking items up. He also commented that it is National Public Works Week.
Public Comments
Citizens spoke about use of public funds supporting organizations that have lobbyists, supporting Seniors
in our Community, appreciation to Public Works for cleaning up the Evanston City Ditch, and handicap
accessible parking and doors.
Adjournment
With no further business to be conducted at this time, Mayor Williams adjourned the meeting at 6:54 p.m.
