EVANSTON CITY COUNCIL First Regular Meeting June 3rd, 2025 The official record of proceedings of the first meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Jesse Lind, Evan Perkes, Mike Sellers, and Jen Hegeman. Henry Schmidt and Dave Welling were excused. Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; Facilities and Business License Tech, Micki Cox; Police Chief, Mike Vranish, City Engineer, Damon Newsome; Public Works Director, Gordon Robinson; Senior Planner, DuWayne Jacobsen; Director of Parks and Recreation, Kim Larson; and Community Development Director, Rocco O’Neill. City Clerk, Diane Harris, City Treasurer, Trudy Lym; and Information Technology Coordinator, Preston Sheets were excused. A group of interested citizens was also present. Approve Agenda Council member Perkes moved, Council member Sellers seconded, to approve the agenda with an amendment to add consideration of a catering permit requested by Kate’s Katering for an event on June 14, 2025. The motion passed unanimously with 5 yes votes: Willliams, Lind, Perkes, Sellers, Hegeman. Revenue and Expenditure Report Council member Perkes moved, Council member Sellers seconded, to approve the Revenue and Expenditure Report for April 2025. Council Comments Council members spoke about school being out and watching out for the kids when driving around town and to slow down. Council wanted to remind everyone about the fundraiser for the Aquatics Center. Consent Agenda Council member Perkes asked that the Street Closure Permit requested by Eli Robinson be removed from the Consent Agenda due to his residing in the area of the closure and that he would be abstaining from consideration of the matter. Without objection, the matter was removed from the Consent Agenda for separate action. Council member Sellers moved, Council member Lind seconded, to approve the following Consent Agenda Items: Parade Route requested by Laura Prete of High Uinta Athletics for a Half Marathon on Saturday, June 14th, 2025. Limited Malt Beverage Permit requested by Evanston Parks and Recreation for the Fresh Air, Freedom, and Fun Festival at Bear Meadows – 136 Skyline Drive on Thursday, July 4th, 2025 at 1:00 am to 4:00 pm. Street Closure Permit requested by Nicole Oliver for a neighborhood 4th of July Block Party on Friday, July 4, 2025, on Arapahoe Circle (see attached map), from 5:00 pm to 12:00pm. 2 Limited Malt Beverage Permit requested by Evanston Parks and Recreation for the Adult Softball Tournament at the Overthrust Ballfields for Saturday, July 26th, 2025 at 8:00 am to 8:00 pm. Alcohol Catering Permit requested by Kate’s Katering for the Planting the Seeds of Growth a Gala for Evanston Aquatics in the Machine Shop on June 14th, 2025 at 10 am to 11 pm. Council member Sellers moved, Council member Lind seconded to approve the following item: Street Closure Permit requested by Eli Robinson for a neighborhood 4th of July Block Party on Friday, July 4, 2025, on Sage Street, between 4th and 5th Street, from 4:00 pm to midnight. The motion passed unanimously with 4 yes votes: Willliams, Lind, Sellers, Hegeman. Perkes abstained from the vote. Ordinance 25-02 Council member Lind moved, Council member Hegeman seconded, to pass Ordinance 25-02 on third and final reading. AN ORDINANCE APPROVING AND AUTHORIZING A ZONE CHANGE FOR PROPERTY IN THE CITY OF EVANSTON FROM LOW DENSITY RESIDENTIAL-DEVELOPING, HIGHWAY BUSINESS- DEVELOPING, AND COMMUNITY BUSINESS-DEVELOPING, TO HIGH DENSITY RESIDENTIAL- DEVELOPING, AS REQUESTED BY GTR PROPERTY HOLDINGS, LLC, OF THE LAND MORE PARTICULARLY DESCRIBED HEREIN. WHEREAS, GTR Property Holdings, LLC filed an application with the Planning and Zoning Commission of the City of Evanston, Wyoming to change the zoning of the property described below from Low Density Residential-Developing, Highway Business-Developing, and Community Business- Developing High Density Residential; and WHEREAS, the Planning and Zoning Commission scheduled a public hearing to consider said application on April 7, 2025; and WHEREAS, notice of the public hearing and application was published in a newspaper of general circulation and notices of the hearing were mailed to affected landowners pursuant to City Ordinance; and WHEREAS, the public hearing was held on April 7, 2025 by the Planning and Zoning Commission to consider the application for the proposed zone change; and WHEREAS, after receiving testimony and evidence from the applicant, affected landowners and the public at large, the Planning and Zoning Commission voted to recommend to the governing body that it approve the zone change. ORDINANCE 25 -04 Sponsored by Council member Perkes Council member Sellers moved, Council member Lind seconded, to pass Ordinance 25-04 on first reading. AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING AMENDING SECTION 24- 71 A., THE CODE OF THE CITY OF EVANSTON, WYOMING RELATING TO SIGN PERMIT FEES AND PROVIDING FOR SETTING OF SIGN PERMIT FEES BY RESOLUTION ADOPTED BY THE EVANSTON CITY COUNCIL. WHEREAS, Section 24-71 A. of the City Code currently sets sign permit fees at an amount equal to one half of one percent of the value of the construction costs of a proposed sign, or five dollars, whichever amount is greater; and WHEREAS, other development and planning fees are set by annual resolution of the City Council as part of the annual budget process; and WHEREAS, there is a need to amend Section 24-71 A. of the City Code to permit setting of sign permit fees by resolution of the City Council to be consistent with other fee setting by the City; NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1:Section 24-71 A. of the Evanston City Code is amended and re-enacted to provide as follows: § 24-71. Fees. A. The permit fee shall be set and established by the governing body of the City of Evanston in its annual budget resolution. a fee equal to one-half of one percent of the value of the construction costs of the sign, or five dollars, whichever is greater. A fee shall be collected for each separate sign. Any and all signs of the City of Evanston shall be exempt from assessment or payment of any such fees. A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AMENDING A PORTION OF THE CITY'S MASTER PLAN TO AUTHORIZE A MEDIUM DENSITY RESIDENTIAL – DEVELOPING ZONE FOR THE REAL PROPERTY DESIGNATED HEREIN AS REQUESTED BY GTR PROPERTY HOLDINGS, LLC. RESOLUTION 25 -24 Council member Sellers introduced and moved, Council member Hegeman seconded, to pass Resolution 25-24. A RESOLUTION APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE KARINSKI ADDITION, A SUBDIVISION WITHIN THE CITY OF EVANSTON, WYOMING AS MORE PARTICULARLY DESCRIBED HEREIN. WHEREAS, Edna Karinski (the ASubdivider@), has made application to the governing body of the City of Evanston, Wyoming for approval and authorization of the proposed subdivision entitled the Karinski Addition, a subdivision located within the City of Evanston, Wyoming; and WHEREAS, the City of Evanston finds that said subdivision is a minor subdivision and can be approved pursuant to Section 22-10 of the Evanston City Code. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING, THAT: Section 1. The final plat of the Karinski Addition is hereby approved, accepted, and authorized and described in particularity as follows, to-wit: A subdivision of all of Lots 1 and 2 of the Grass Valley Addition Amended, as shown on the Lot Line Adjustment Lots 1-4 and 6-15 Grass Valley Addition Amended plat, recorded July 27, 2005, Entry No. R126335 in the Uinta County Records, in the City of Evanston, Uinta County, Wyoming, said "Karinski Addition" being more particularly described as follows: BEGINNING at the Northwest corner of said Lot 1, running thence N 66°46'27" E, 113.00 feet along the North line to the Northeast corner thereof; 7 thence S 23°13'33" E, 185.00 feet along the East lines of said Lots 1 and 2 to the Southeast corner of said Lot 2; thence S 66°46'27" W, 113.00 feet along the South line said Lot 2 to the Southwest corner thereof; thence N 23°13'33" W, 185.00 feet along the West lines of said Lots 1 and 2 to the POINT OF BEGINNING. Said "Karinski Addition" containing 0.480 acres, more or less. Section 2. The Mayor and City Clerk are hereby authorized and directed to enforce the mandates of chapter 22 of the Code of the City Evanston with regard to the filing of the final plat with the County Clerk of Uinta County, Wyoming as by law required.
