W ednesday, June 27, 2012 The regular meeting of the Ev erett City Council was called to order at 12:30 p.m., June 27, 2012 in the City Council Chambers of the Ev erett City Hall, President Gipson presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Moore, Hatloe, Gipson, Burke, Stonecipher, and Af f holter were present. Council Member Roberts led the Pledge of Allegiance. The minutes of the June 20, 2012 City Council meeting were approv ed as printed. Council Members Roberts and Moore abstained f rom the v ote. MAY OR May or Stephanson had no comments. COUNCIL Council Member Roberts reported on his attendance at the Association of Washington Cities’ annual meeting last week. The prev ious week, he represented the May or with a group of inv estors looking to bring f unds to the City of Ev erett f or dif f erent projects. He also met with Council Member Stonecipher to establish dates f or the naming committee to begin work. They hav e decided to meet ev ery Wednesday at 4:00 p.m. f rom July 11, 2012 through August 1, 2012. Council Member Burke stated her appreciation to the citizens who hav e welcomed her as a council member and expressed their concerns or issues. She remarked that she v olunteered at Ev ergreen Middle School y esterday f or their f ield day and thanked the teachers and staf f f or all of the extra work they do f or the school. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Gary Hatle, Ev erett, spoke regarding f luoridation of the city ’s water, the Transit sy stem, and coal trains. Council Member Stonecipher requested the plan or policy determining when the city prov ides a bus shelter v ersus when they just prov ide seats at a particular bus stop. COUNCIL BRIEFING AGENDA Swim and pool rental f ees modif ications ef f ectiv e January 1, 2013 Presented by Lori Cummings, Parks and Recreation PROPOSED ACTION ITEMS COUNCIL BILL NO. 1206-23 SECOND READING: AN ORDINANCE relating to medical cannabis, amending Ordinance No. 3232-11, and extending the moratorium on collectiv e gardens an additional six months CONSENT ITEMS: Mov ed by Council Member Moore, seconded by Council Member Burke, to approv e the f ollowing consent items: RESOLUTION - CLAIMS To adopt Resolution No. 6512 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the amount of $1,149,645.91 f or the period of June 9, 2012 through June 15, 2012. STREET CLOSURE – 4TH OF JULY PARADE To authorize the closure of Colby and Wetmore, 23rd to Wall; Wall, Colby to Wetmore; and Rockef eller, 23rd to 25th Street, on July 4, 2012, 8 a.m. to 3 p.m., f or a 4th of July Parade sponsored by the City of Ev erett. STREET CLOSURE – COLORS OF FREEDOM FESTIVAL AND FIREWORKS SHOW To authorize the closure of Alv erson Boulev ard, W. Marine View Driv e to 5th Street; Wetmore and Rockef eller, 4th to 5th Street; and 4th and 5th Streets, Wetmore to Rockef eller, on July 4, 2012, 6 a.m. to 2 a.m., f or a Colors of Freedom Festiv al and Fireworks Show sponsored by the City of Ev erett. BID CALL To approv e Bid Call 2012-046 f or Truck and Transit Bus Retread Tires. BID CALL To approv e Bid Call 2012-048 f or Network Data Backup and Archiv ing Upgrade. AGREEMENT – MARINE LAW ENFORCEMENT GRANT To authorize the May or to accept the intergov ernmental agreement with Washington State Parks and Recreation Commission to accept the $55,973.00. REQUEST FOR PROPOSAL To authorize Request f or Proposal 2012-049 f or a Response Vessel. Roll was called with all council members v oting y es. Motion carried. ACTION ITEMS: RESOLUTION – DREW NIELSEN Mov ed by Council Member Roberts, seconded by Council Member Stonecipher, to adopt Resolution No. 6513 honoring Council Member Drew Nielsen. Council Member Stonecipher read the resolution. Roll was called with the May or and all council members v oting y es. Motion carried. AGREEMENT – FORESTRY MANAGEMENT Mov ed by Council Member Af f holter, seconded by Council Member Burke, to authorize the May or to sign a prof essional serv ices agreement with Fairweather Forestry f or Forestry Management and Consulting Serv ices in the amount of $302,982.00. Roll was called with all council members v oting y es. Motion carried. BID AWARD – ANNUAL HEAVY EQUIPMENT RENTALS Mov ed by Council Member Moore, seconded by Council Member Roberts, to award Bid Call 2012-033 f or Annual Heav y Equipment Rentals, as designated, f or a total amount of $200,000.00 including Washington State sales tax. Roll was called with all council members v oting y es. Motion carried. BID AWARD – 2012 OVERLAY Mov ed by Council Member Hatloe, seconded by Council Member Roberts, to award bid f or the 2012 Ov erlay project to Granite Construction Company in the amount of $1,509,855.00. Roll was called with all council members v oting y es. Motion carried. AGREEMENT – FREIGHT MOBILITY IMPROVEMENTS Mov ed by Council Member Roberts, seconded by Council Member Hatloe, to authorize the May or to sign the Local Agency Standard Consultant Agreement with Perteet, Inc. f or the 41st Street to West Marine View Driv e Freight Mobility Improv ements project in the amount of $233,233.00. Roll was called with all council members v oting y es. Motion carried. AGREEMENT – INSPECTIONS/SURGE TANK AND STAND PIPE Mov ed by Council Member Af f holter, seconded by Council Member Moore, to authorize the May or to sign the prof essional serv ices agreement with Northwest Corrosion Engineering in the amount of $6,233.00. Roll was called with all council members v oting y es. Motion carried. AGREEMENTS AMENDED Mov ed by Council Member Roberts, seconded by Council Member Moore, to authorize the May or to execute, in f inal f orm as approv ed by the City Attorney ’s of f ice, the First Amendment to Community Dev elopment Block Grant Subrecipient Agreement, the First Amendment to HOME Agreement, and other related cov enants and documents.
