W ednesday, February 13, 2013 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., February 13, 2013, in the City Council Chambers of the Ev erett City Hall, President Moore presiding. Upon roll call it was f ound that May or Stephanson and Council Members Moore, Murphy, Gipson, Bader, Stonecipher, and Af f holter were present. Council Member Roberts was excused. Council Member Gipson led the Pledge of Allegiance. The minutes of the February 6, 2013, Ev erett City Council meeting were approv ed as printed. Council Members Gipson and Af f holter abstained f rom the v ote. MAY OR May or Stephanson had no comments. COUNCIL Council Member Gipson thanked the May or’s of f ice and city staf f f or prov iding inf ormation regarding replacement of bus stops on Ev ergreen way. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS There were no citizen comments. PROPOSED ACTION ITEMS COUNCIL BILL NO. 1301-02 SECOND READING: AN ORDINANCE relating to regulation of the Chaplain Tract and Watershed, repealing ordinances in accordance with Section 30 of this ordinance CONSENT ITEMS: Mov ed by Council Member Gipson, seconded by Council Member Bader, to approv e the f ollowing consent items: RESOLUTION – CLAIMS To adopt Resolution No. 6587 acknowledging the pay ment of audited and approv ed claims against the City of Ev erett in the amount of $717,480.28 f or the period January 26, 2013, through February 1, 2013. RESOLUTION – PAY ROLL To adopt Resolution No. 6588 acknowledging the pay ment of audited and approv ed pay roll claims against the City of Ev erett in the amount of $3,485,989.08 f or the period ending January 26, 2012. BID CALL – LIFT STATION 24 FORCEMAIN REPLACEMENT To authorize a Call f or Bids f or the construction of Lif t Station 24 Forcemain Replacement – Silv er Way Segment. Roll was called with all council members v oting y es except Council Member Roberts who was excused. Motion carried. ACTION ITEMS: AGREEMENT – TRANSFERRING OWNERSHIP OF UTILITY POLE Mov ed by Council Member Murphy, seconded by Council Member Gipson, to authorize the May or to sign the Agreement Transf erring Ownership of Utility Pole f rom the Public Utility District No. 1 of Snohomish County (PUD) to the city of Ev erett. Roll was called with all council members v oting y es except Council Member Roberts who was excused. Motion carried. AGREEMENT AMENDED – GEOTECHNICAL SERVICES Mov ed by Council Member Stonecipher, seconded by Council Member Gipson, to authorize the May or to sign Amendment No. 1 to the Prof essional Serv ices Agreement with Shannon and Wilson, Inc. f or the Water Filtration Plant f or an additional expenditure of $7,067. Roll was called with all council members v oting y es except Council Member Roberts who was excused. Motion carried. AGREEMENT AMENDED – RIVERFRONT DEVELOPMENT Mov ed by Council Member Bader, seconded by Council Member Af f holter, to authorize the May or to sign Amendment No. 8 to the Prof essional Serv ices Agreement with MacLeod Reckord to extend the agreement completion date to June 30, 2013. Roll was called with all council members v oting y es except Council Member Roberts who was excused. Motion carried. President Moore commented that the city council meeting agenda was intentionally shortened to allow extra time f or indiv iduals to attend the U. S. Nav y Band concert to be held at the Civ ic Auditorium at 7:30 p.m. The Ev erett City Council meeting adjourned at 6:34 p.m. ___________________________ City Clerk Read and approv ed as printed. ____________________________ President
