W ednesday, March 13, 2013 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., March 13, 2013 in the City Council Chambers of the Ev erett City Hall, President Moore presiding. Upon roll call it was f ound that Council Members Moore, Murphy, Bader, Stonecipher and Af f holter were present. May or Stephanson and Council Members Roberts and Gipson were excused. Council President Moore led the Pledge of Allegiance. The minutes of the March 6, 2013 City Council meeting were approv ed as printed. Council Member Af f holter abstained f rom the v ote. COUNCIL Council President Moore extended his condolences to Council Member Bader on the loss of his f ather. President Moore requested the council member’s concurrence regarding the f ollowing appointments: Salary Commission June Robinson as City Council’s appointment f or a 4-y ear term ending March 13, 2017 Angie Siev ers as City Council’s appointment f or a 4-y ear term ending March 13, 2017 Mov ed by Council Member Af f holter, seconded by Council Member Stonecipher to concur with the appointments of June Robinson and Angie Siev ers to the Salary Commission. Roll was called with all council members v oting y es except Council Members Roberts and Gipson who were excused. Motion carried. CITY ATTORNEY The City Attorney had no comments. CITIZEN COMMENTS No citizens wished to speak. COUNCIL BRIEFING AGENDA Council Member Af f holter stated that he is an employ ee of the Economic Alliance of Snohomish County on a f ixed salary, that he has not discussed any contract issues with any other council member, and that he f eels it is best that he recuse himself f rom any discussions that take place with the Economic Alliance of Snohomish County and to remov e himself f rom the council chambers during this brief ing. Council Member Af f holter lef t the council chambers. Economic Dev elopment Presented by Lanie McMullin, Administration, and Troy McClellan, Economic Alliance of Snohomish Co. Gail Chism, Ev erett, commended Lanie McMullin on her presentation and the hard work she does adv ocating f or the city. Council Member Af f holter returned to the council chambers. Adopt Resolution establishing the name f or the public plaza located south of the Ev erett Perf orming Arts Center on Wetmore Av enue Presented by Jan Meston, Planning Gail Chism, Ev erett, expressed her support f or the name “Wetmore Theatre Plaza” and stated that Jack O’Donnell has pictures that she would like to see incorporated into the plaza. PROPOSED ACTION ITEMS COUNCIL BILL NO. 1302-08 SECOND READING: AN ORDINANCE relating to the National Electric Code, amending Part 7, Section 1, of Ordinance No. 3196-10 (EMC 16.05) COUNCIL BILL NO. 1302-09 SECOND READING: AN ORDINANCE creating a special improv ement project entitled, “Ev ergreen Way and Pecks Driv e Intersection Saf ety,” f und 303, Program 099, to accumulate all costs f or the improv ement CONSENT ITEMS: Mov ed by Council Member Stonecipher, seconded by Council Member Bader, to approv e the f ollowing consent items: RESOLUTION - CLAIMS To adopt Resolution No. 6594 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the amount of $1,286,157.54 f or the period of February 23, 2013 through March 1, 2013. RESOLUTION – PAY ROLL To adopt Resolution No. 6595 acknowledging the pay ment of audited and approv ed pay roll claims against the city of Ev erett in the amount of $3,416,530.74 f or the period ending February 23, 2013. STREET CLOSURE – HEALTHY KIDS DAY STREET FAIR To authorize the closure of Rockef eller, Ev erett Av enue to Calif ornia, on April 27, 2013, 10 a.m. to 1 p.m., f or a Healthy Kids Day Street Fair sponsored by the Y MCA of Snohomish County with the condition that personnel be on site to prov ide immediate access f or emergency v ehicles in the ev ent of an emergency. AGREEMENT – USE OF SMALL WORKS ROSTERS Mov ed by Council Member Bader, seconded by Council Member Af f holter, to authorize the May or to sign the contract with Municipal Research Serv ices Center of Washington f or the use of shared Small Works and Consulting Serv ices rosters. GRANT – PURCHASE EQUIPMENT ADDRESSING TRAFFIC SAFETY Mov ed by Council Member Stonecipher, seconded by Council Member Bader, to authorize the May or to sign the Washington Association of Sherif f s and Police Chief s Traf f ic Saf ety Equipment Grant Award CFDA #20.600 to accept $2,500.00 to purchase equipment addressing traf f ic saf ety.
