W ednesday, February 26, 2014 The regular meeting of the Everett City Council was called to order at 12:30 p.m., February 26, 2014 in the City Council Chambers of the Everett City Hall, Council President Moore presiding. Upon roll call it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Bader, and Anderson were present. Council Member Stonecipher was excused. Council President Moore led the Pledge of Allegiance. The minutes of the February 19, 2014 City Council meeting were approved as printed. MAYOR Mayor Stephanson had no comments. COUNCIL Council Member Bader reported on his attendance at the Office of Neighborhoods meeting. Council President Moore stated that he attended a meeting of the 2014 Lodging Tax Advisory Committee and thanked all those who participated. CITY ATTORNEY The City Attorney had no comments. CITIZEN COMMENTS Willie Russell, Everett, spoke regarding various issues with the city of Everett’s Legal and Police Departments. Bob Jackson, Everett, thanked the Mayor and council members for their efforts to have the Planning Commission meetings televised. He requested that the council members keep an eye on their day meetings to see how they are attended. COUNCIL BRIEFING AGENDA Authorize the Mayor to sign Amendment No. 2 to the professional services agreement with Videri, LLC to extend the contract completion date to Feb ruary 28, 2015 Presented by Carol Thomas, Cultural Arts, and Shaun Straub, Videri LLC PROPOSED ACTION AGENDA COUNCIL BILL NO. 1402-07 SECOND READING: AN ORDINANCE adopting a Land Use Plan for the Silver Lake Center Property, and repealing Ordinance No. 3314-13, as amended COUNCIL BILL NO. 1402-08 SECOND READING: AN ORDINANCE amending the text of the Comprehensive Plan related to the Mukilteo School District, amending Section 1 of Ordinance No. 2021-94, as amended COUNCIL BILL NO. 1402-09 SECOND READING: AN ORDINANCE amending the Comprehensive Plan Map from 1.6 (Multiple Family) to 2.0 (Parks/Public Open Space) with a rezone from R-3 (Multiple Family) to P (Public Park Zone), amending Ordinance No. 2021-94, and Ordinance 1671-89, as amended for Jackson Park COUNCIL BILL NO. 1402-10 SECOND READING: AN ORDINANCE amending the Comprehensive Plan Map from 1.3 (Single Family) to 2.0 (Parks/Public Open Space) with a rezone from R-2 (Single Family) to P (Public Park Zone) for Madison Park, amending Ordinance No. 2021-94, and Ordinance 1671-89, as amended for Madison Park CONSENT ITEMS: Moved by Council Member Gipson, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION – CLAIMS To adopt Resolution No. 6708 acknowledging the payment of audited and approved claims against the city of Everett in the amount of $1,767,391.91 for the period of February 8, 2014 through February 14, 2014. RESOLUTION – PAYROLL To adopt Resolution No. 6709 acknowledging the payment of audited and approved payroll claims against the city of Everett in the amount of $3,345,558.47 for the period ending February 8, 2014. JOB COMPLETE – WETMORE THEATRE PLAZA To accept the Wetmore Theatre Plaza as complete with C.A. Carey Corporation and authorize the Mayor to sign the certificate of completion and final contract voucher and release the retainage in the amount of $74,555.98. REQUEST FOR QUALIFICATIONS – GRAND AVENUE PARK BRIDGE To authorize the Public Works staff to advertise a Request for Qualifications (RFQ) for the design of the Grand Avenue Park Bridge. JOB COMPLETE – 2013 STORMWATER FACILITY ACCESS RETROFIT, PHASE 1 To accept the 2013 Stormwater Facility Access Retrofit, Phase 1 project as complete and authorize the Mayor to sign the certificate of completion with Carman’s Construction allowing the release of retainage. Roll was called with all council members voting yes. Motion carried.
