The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., April 30, 2014, in the City Council Chambers of
the Ev erett City Hall, President Moore presiding. Upon roll call it was f ound Council Members Roberts, Moore, Murphy, Gipson,
Bader, Stonecipher, and Anderson were present. May or Stephanson was excused.
Council Member Murphy led the Pledge of Allegiance.
Approv al of the minutes of the April 23, 2014, Ev erett City Council meeting was postponed to the next meeting.

COUNCIL
Council Member Murphy prov ided a liaison update on budget committee activ ities f or the past week. He announced that the
City ’s health insurance broker has been tentativ ely scheduled to brief the City Council on May 21, 2014. Council Member Murphy
also stated that a list of surplus properties is currently being compiled and appraisals obtained. CFO/CAO Debra Bry ant stated
that inf ormation should be av ailable in approximately one month.
Council Member Gipson requested a handout be prov ided to City Council prior to the presentation by the City ’s health insurance
broker. Debra Bry ant stated she will be scheduling pre-meetings with the broker to dev elop presentation materials, which will also
be prov ided to council members.
Council Member Roberts reported on his attendance this week at a rally f or the Stand Against Racism program sponsored by the
Y MCA. On behalf of Sound Transit, he also participated this week in the dedication of the Northgate Link tunnel boring machine.
Council Member Roberts also requested a f uture City Council brief ing f or presentation of the Puget Sound Clean Air Agency
strategic plan.
Council Member Anderson reported on his attendance last Sunday at the Heroes Half Marathon race, which honors military and
their f amilies. He also reported on his attendance at the Council of Neighborhoods on Monday, April 28th.
CITY ATTORNEY
The City Attorney had no comments.
CITIZEN COMMENTS
Pete McFall, Ev erett, spoke about the Emergency Medical Serv ices lev y and the lev el of serv ice prov ided to the citizens of
Ev erett.
COUNCIL BRIEFING AGENDA:
Structural Def icit Adv isory Team Brief ing
Presented by Paul Kaf tanski, Parks Department
Parks Director Paul Kaf tanski presented inf ormation on sev en proposed study options including Transit, Police, Fire, Metropolitan
Park District, Sno-Isle Libraries Annexation, Walter Hall Golf Course, and Park Impact Fee.
Council Member Gipson requested a copy of the agreement with Community Transit be prov ided to council members. Transit
Director Tom Hingson stated he would f orward a copy of the contract.
Council Member Stonecipher asked that a police study area be added to look at the f easibility of holding basic law enf orcement
training in Snohomish County.
Council President Moore encouraged participation in two upcoming community meetings to be held on May 8, 2014, and May 13,
2014, 5:30-8:00 p.m.
Council Member Roberts requested inf ormation on demographics between the Ev erett Public Library and Sno-Isle Libraries
sy stem. Library Director Eileen Simmons stated she would hav e to respond at a later date with that inf ormation.
Kerri Lonergan-Drake, Ev erett, commented on the budget def icit and recommended the City Council to take a stronger proactiv e
role to dev elop solutions.
President Moore asked that a letter f rom Howie Bargeen, Ev erett, be added to the record. Mr. Bargreen commented on the City
of Ev erett budget shortf all and suggested more community inv olv ement.
Authorize the May or to sign the agreement f or the City ’s portion of f unding the Snohomish County EMS and Trauma Care Council
Program

Council Member Roberts asked Chief Gordon to prov ide the dollar amount of the agreement. CFO/CAO Debra Bry ant asked
Chief Gordon to f orward that inf ormation prior to City Council being asked to take action.

Mov ed by Council Member Murphy, seconded by Council Member Bader, to approv e the f ollowing consent items:
RESOLUTION – CLAIMS
To adopt Resolution No. 6728 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the
amount of $1,719,756.88 f or the period of April 12, 2014, through April 18, 2014.
RESOLUTION – ELECTRONIC TRANSFER
To adopt Resolution No. 6729 acknowledging the pay ment of audited and approv ed pay roll claims against the city of Ev erett in
the amount of $5,169,000.60 f or the period of March 1, 2014, through March 31, 2014.
SPECIAL EVENT – BIKE RIDES SPONSORED BY LIVING THE DREAM FOUNDATION
To approv e three bike rides through v arious parts of Ev erett on May 20, 2014, 8 a.m. to 2 p.m.

ACTION ITEMS:
AGREEMENT – EMERGENCY RESPONSE AND RECOVERY
Mov ed by Council Member Bader, seconded by Council Member Roberts, to authorize the May or to execute the Emergency
Response and Recov ery Mutual Assistance Agreement in the f inal f orm as approv ed by the City Attorney ’s of f ice.

RESOLUTION – SETTING PUBLIC HEARING
Mov ed by Council Member Bader, seconded by Council Member Roberts, to adopt Resolution No. 6730 setting a public hearing
bef ore the City Council on June 4, 2014, at 6:30 p.m., to receiv e comments on the City ’s intent to extend the term of the
Business Improv ement Area and special assessment lev y f or three additional y ears.

AGREEMENT – SERVICE CENTER REDEVELOPMENT PROJECT
Mov ed by Council Member Murphy, seconded by Council Member Bader, to authorize the May or to sign a Prof essional Serv ices
Agreement with the DLR Group f or the Serv ice Center Redev elopment Project in the amount of $44,940.00.
