W ednesday, July 16, 2014 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., July 16, 2014 in the City Council Chambers of the Ev erett City Hall, Council Member Roberts presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Gipson, Stonecipher, and Anderson were present. Council Members Moore, Murphy, and Bader were excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the July 9, 2014 City Council meeting were approv ed as printed. Council Member Gipson abstained f rom the v ote. MAY OR May or Stephanson prov ided statistics regarding attendance at recent city ev ents. He announced that the “Music at the Fountain” series and a new program, “Word on the Streets”, an interactiv e project that celebrates the written word with manual ty pewriters, started today. COUNCIL Council Member Gipson reported that he had receiv ed a complaint f rom a gentleman who liv es on East Marine View Driv e regarding a median that is ov ergrown with weeds. CAA/CFO Debra Bry ant stated that she would contact city staf f regarding a maintenance schedule and report back to the City Council. Council Member Roberts spoke regarding a presentation he made to the Planning Commission where he discussed climate action plans and an env ironmental rev iew on the extension of Sound Transit 3. CITY ATTORNEY The City Attorney has no comments. CITIZEN COMMENTS Cletus Skrabak, Ev erett, suggested that sev eral ideas made by city employ ees in support of the structural def icit be explored f or f easibility and possible implementation. COUNCIL BRIEFING AGENDA Ev erett Streets Initiativ e Presented by Dav id Hall, Legal CONSENT ITEMS: Mov ed by Council Member Stonecipher, seconded by Council Member Anderson, to approv e the f ollowing consent items: RESOLUTION – CLAIMS To adopt Resolution No. 6755 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the amount of $1,549,380.17 f or the period of June 28, 2014 through July 4, 2014. RESOLUTION – PAY ROLL To adopt Resolution No. 6756 acknowledging the pay ment of audited and approv ed pay roll claims against the city of Ev erett in the amount of $3,590,510.93 f or the period ending June 28, 2014. Roll was called with all council members v oting y es except Council Members Moore, Murphy, and Bader who were excused. Motion carried. ACTION ITEMS: AGREEMENT – INFORMATION SHARING/TAX ENFORCEMENT Mov ed by Council Member Anderson, seconded by Council Member Stonecipher, to authorize the May or to sign the agreement authorizing sharing inf ormation relating to tax enf orcement and other of f icial purposes with the Washington State Department of Rev enue. Roll was called with all council members v oting y es except Council Members Moore, Murphy, and Bader who were excused. Motion carried. RESOLUTION – INVESTMENT/CITY OF EVERETT MONIES Mov ed by Council Member Anderson, seconded by Council Member Stonecipher, to adopt Resolution No. 6757 authorizing inv estment of city of Ev erett monies in the Local Gov ernment Inv estment Pool. Roll was called with all council members v oting y es except Council Members Moore, Murphy, and Bader who were excused. Motion carried. AGREEMENT – AMERICAN LEGION MEMORIAL PARK ACCESS, REMEDIATION AND RESTORATION Mov ed by Council Member Stonecipher, seconded by Council Member Anderson, to authorize the May or to sign the agreement with the Washington State Department of Ecology f or American Legion Memorial Park Access, Remediation and Restoration. Roll was called with all council members v oting y es except Council Members Moore, Murphy, and Bader who were excused. Motion carried. AGREEMENT – FUNDING/EMERGENCY MANAGEMENT OPERATIONS Mov ed by Council Member Anderson, seconded by Council Member Stonecipher, to authorize the May or to sign Snohomish County Homeland Security Grant Agreement E13-152 with Snohomish County, Washington State Military Department and U.S. Department of Homeland Security to receiv e f unding f or the Emergency Management operations in the amount of $14,200.00. Roll was called with all council members v oting y es except Council Members Moore, Murphy, and Bader who were excused. Motion carried.
