W ednesday, August 13, 2014 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., August 13, 2014 in the City Council Chambers of the Ev erett City Hall, Council President Moore presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Bader, Stonecipher, and Anderson were present. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the August 6, 2014 City Council meeting were approv ed as printed. Council Member Stonecipher abstained. MAY OR The May or commented on his attendance at a gathering with Boeing, the Gov ernor, Senator Cantwell and others this morning related to the demolition of f lat top buildings at the Boeing site to make room f or construction on the 1.3 million square f oot autoclav e where Boeing will build the 777X wing. COUNCIL Council Members Anderson, Roberts, and Stonecipher expressed their pleasure at the May or’s decision not to take down the 90 trees at Legion Memorial Park. CITY ATTORNEY The City Attorney has no comments. CITIZEN COMMENTS Shean Nasin, Ev erett, commended staf f and the council members f or the great discussion regarding backf low v alv es at last week’s city council meeting. He questioned whether any one had knowledge of two tent cities coming to the city of Ev erett. CAA/CFO Bry ant stated that she did not but that she would check into it. Mr. Nasin also commented on money coming into the city ’s cof f ers f rom a recent timber sale and the inv oicing of a dev eloper who had prev iously been under billed. Council Member Stonecipher questioned the city ’s regulatory env ironment regarding tent cities and requested a brief ing. City Attorney Iles stated that he would bring back the inf ormation. Gary Hatle, Ev erett, thanked the May or f or his decision to preserv e the trees at Legion Memorial Park. Shelley Wey er, Ev erett, thanked May or Stephanson, on behalf of the Northwest Neighborhood, f or stopping the remov al of the trees at Legion Park. Gail Chism, Ev erett, spoke regarding the Lowell Neighborhood’s Night Out Against Crime. She thanked the Fire Department f or coming to her aid during an emergency. Ms. Chism also expressed a desire to talk about the tree committee and reexamining the tree ordinance. PUBLIC HEARING – COUNCIL BILL NO. 1407-35 Council President Moore recused himself due to his employ ment at the Ev erett Public Schools. Allan Gif f en, Planning, stated that the proposed change would take the city ’s school impact mitigation f ee program f rom the State Env ironmental Policy Act (SEPA)-based sy stem to a Growth Management Act (GMA)-based sy stem. The program will be based more on the capital f acilities plans that the School District prepares and prov ides to the city ev ery two y ears that are incorporated into the city ’s comprehensiv e plan. Vice President Bader opened a public hearing regarding Council Bill No. 1407-35 establishing School District Impact Fees f or Residential Dev elopment in the city of Ev erett. Vice President Bader inv ited public comment. There was no response. Mov ed by Council Member Gipson, seconded by Council Member Anderson, to close the public hearing. PUBLIC HEARING – EVERETT TRANSIT DEVELOPMENT PLAN AND ANNUAL REPORT Council President Moore opened a public hearing regarding the 2014-2019 Ev erett Transit Dev elopment Plan and 2013 Annual Report. Tom Hingson, Transit, stated the Ev erett Transit Dev elopment Plan is a planning document that Ev erett Transit is required to deliv er to the state by September 1 each y ear and hold a public hearing. The plan describes Ev erett Transportation Serv ice’s accomplishments f or 2013 and their goals f or the next six y ears. Sabina Popa, Transit, gav e a brief slide presentation showing Ev erett Transit’s accomplishments in 2013 and 2014. Council President Moore inv ited public comment. J. T. Dray, Ev erett, expressed concern regarding the lack of discussion related to Ev erett Transit at the city council meetings and suggested that maps be added to the bus scheduling books to help patrons negotiate the sy stem. He prov ided a document entitled “Thought Experiment” to the council members. Mov ed by Council Member Roberts, seconded by Council Member Bader, to close the public hearing. Motion carried. 2014-2019 EVERETT TRANSIT DEVELOPMENT PLAN AND ANNUAL REPORT Mov ed by Council Member Bader, seconded by Council Member Roberts, to accept the 2014-2019 Ev erett Transit Dev elopment Plan and 2013 Annual Report. May or Stephanson noted that there are legislators who wish to hav e a discussion about combining Ev erett Transit with Community Transit. He stated that legislation may be proposed next y ear and shared his strong objection to combining the sy stems. ACTION ITEMS: MEMORANDUM OF UNDERSTANDING – TITLE IIIC CONGREGATE NUTRITION PROGRAM Mov ed by Council Member Anderson, seconded by Council Member Gipson, to authorize the May or to sign the memorandum of understanding with Senior Serv ices of Snohomish County f or the Title IIIC Congregate Nutrition Program, at no cost to the city.
