W ednesday, October 08, 2014 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., October 8, 2014 in the City Council Chambers of the William E. Moore Historic City Hall, Council Member Murphy presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Murphy, Gipson, Stonecipher, and Anderson were present. Council Members Moore and Bader were excused. Council Member Roberts led the Pledge of Allegiance. The minutes of the October 1, 2014 City Council meeting were approv ed as printed. MAY OR May or Stephanson stated that he attended a meeting on Monday with Senator Murray, U.S. Transportation Secretary Fox, and v arious city leaders where they discussed major transportation projects in the area and adv ocated f or f ederal f unds. COUNCIL Council Member Anderson reported that he had the opportunity to giv e the of f icial welcome, on behalf of the city, at the 38th Annual Sausage Fest last Friday. CITY ATTORNEY The City Attorney had no comment. CITIZEN COMMENTS J.T. Dray, Ev erett, spoke regarding Ev erett Transit’s new ETA (Estimated Time of Arriv al) sy stem and bus signs. He expressed concern that the new signs don’t prov ide bus schedules or a telephone number f or the ETA sy stem. Council Member Stonecipher questioned the policy of not posting schedules at the bus stops, Community Transit’s f unding increase, and the American Public Transportation Association rev iew of Ev erett Transit. Council Member Gipson expressed concern regarding a possible f are increase, the rerouting of buses f or the Broadway Bridge Replacement, and the amount of the city ’s contribution to Community Transit. CAA/CFO Debra Bry ant stated that she would work with Ev erett Transit to dev elop responses to their questions. PROPOSED ACTION AGENDA COUNCIL BILL NO. 1409-45 SECOND READING: AN ORDINANCE lev y ing the general taxes f or the City of Ev erett f or f iscal y ear commencing January 1, 2015, on all taxable property, both real and personal, subject to taxation thereon, f or the purpose of raising a portion of the rev enue to carry on city operations f or the ensuing y ear, as required by the Charter of the City of Ev erett and the laws of the State of Washington COUNCIL BILL NO. 1409-46 SECOND READING: AN ORDINANCE modif y ing and renewing interim zoning regulations related to recreational marijuana businesses CONSENT ITEMS: Mov ed by Council Member Gipson, seconded by Council Member Anderson, to approv e the f ollowing consent items: RESOLUTION – CLAIMS To adopt Resolution No. 6779 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the amount of $4,019,983.03 f or the period of September 20, 2014 through September 26, 2014. RESOLUTION – PAY ROLL To adopt Resolution No. 6780 acknowledging the pay ment of audited and approv ed pay roll claims against the city of Ev erett in the amount of $3,483,346.32 f or the period ending September 20, 2014. JOB COMPLETE – 2013 HOT MIX ASPHALT OVERLAY To accept the 2013 Hot Mix Asphalt Ov erlay project as complete and authorize the May or to sign the certif icate of completion with Cemex. BID CALL To approv e Bid Call 2014-096 f or Nimble Storage. Roll was called with all council members v oting y es, except Council Members Moore and Bader who were excused. Motion carried. PUBLIC HEARING – COUNCIL BILL NO. 1409-44 Council Member Murphy opened a public hearing regarding Council Bill No. 1409-44, a proposed ordinance prov iding f or the issuance and sale of limited tax general obligation ref und bonds. Council Member Murphy inv ited public comment. There was no response. Mov ed by Council Member Gipson, seconded by Council Member Roberts, to close the public hearing. Roll was called with all council members v oting y es, except Council Members Moore and Bader who were excused. Motion carried. COUNCIL BILL NO. 1409-44 THIRD AND FINAL READING: AN ORDINANCE prov iding f or the issuance and sale of limited tax general obligation ref und bonds of the city in the principal amount of not to exceed $36,500,000 to prov ide f unds to ref und certain outstanding bonds Mov ed by Council Member Gipson, seconded by Council Member Stonecipher, that this is declared to be the third and f inal reading of Council Bill No. 1409-44 and the City Clerk is directed to call the roll f or the f inal disposition of the ordinance. AY ES: Roberts, Murphy, Gipson, Stonecipher, Anderson NAY S: None EXCUSED: Moore, Bader Ordinance No. 3405-14 adopted. ACTION ITEMS: AGREEMENT – REFINANCE/2007 PROJECT REVENUE BONDS Mov ed by Council Member Roberts, seconded by Council Member Stonecipher, to authorize the May or to sign the interlocal agreement between the city of Ev erett and the Ev erett Public Facilities District relating to the ref inance of the District’s 2007 Project Rev enue Bonds. Roll was called with all council members v oting y es, except Council Members Moore and Bader who were excused. Motion carried. BID AWARD – SENATOR HENRY M. JACKSON PARK Mov ed by Council Member Anderson, seconded by Council Member Roberts, to award the construction contract f or the Senator Henry M. Jackson Park Phase One Renov ation project to Faber Construction Corporation. Roll was called with all council members v oting y es, except Council Members Moore and Bader who were excused.
