The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., Nov ember 5, 2014 in the City Council
Chambers of the William E. Moore Historic City Hall, Council President Moore presiding. Upon roll call it was f ound that May or
Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Bader, Stonecipher, and Anderson were present.
Council Member Murphy led the Pledge of Allegiance.
The minutes of the October 29, 2014 City Council meeting were approv ed as printed. Council Members Moore, Gipson and
Stonecipher abstained f rom the v ote.

May or Stephanson had no comments.
COUNCIL
Council Member Murphy reported on his attendance at the Snohomish Health District’s board meeting. He remarked that, relativ e
to the budget, there is discussion regarding the potential elimination of immunization serv ices.
CITY ATTORNEY
The City Attorney had no comments.
CITIZEN COMMENTS
Willie Russell, Ev erett, spoke regarding v arious issues with the city of Ev erett’s Police and Legal Departments.

RESOLUTION – PAY ROLL
To adopt Resolution No. 6788 acknowledging the pay ment of audited and approv ed pay roll claims against the city of Ev erett in
the amount of $3,395,224.22 f or the period ending October 18, 2014.

PUBLIC HEARING – COUNCIL BILL NO. 1410-48
Council President Moore opened a public hearing regarding Council Bill No. 1410-48, a proposed ordinance amending Ordinance
No. 1671-89, as amended, with a new subsection to be added to the B-3 zone f or Upper Story Wall Signage.
Allan Gif f en, Planning, prov ided a brief slide presentation and responded to questions raised by council members during the
brief ing at the October 22, 2014 council meeting. In response to discussion regarding the intensity of illumination, he presented
v arious options f or the council members to consider.
President Moore inv ited public comment. There was no response.

COUNCIL BILL NO. 1410-48
THIRD AND FINAL READING:
AN ORDINANCE amending the Ev erett Zoning Code, Ordinance No. 1671-89, as amended (EMC Title 19), to authorize upper
story wall signs f or limited usage in the B-3 Zone (Central Business District)
Mov ed by Council Member Roberts, seconded by Council Member Bader, that this is declared to be the third and f inal reading of
Council Bill No. 1410-48 with the inclusion of the staf f proposed rev ision to the ordinance and Rev iew Process II (public
notif ication) f or internally illuminated signs within 400 f eet of residential zones.
Mov ed by Council Member Stonecipher, seconded by Council Member Roberts to amend the motion to increase the public
notif ication to 500 f eet of the property upon which the sign is proposed to be located.
Roll was called on the amendment with all council members v oting y es.
Motion carried.
The City Clerk was directed to call the roll f or the f inal disposition of the ordinance as amended.

Council President Moore opened a public hearing regarding Council Bill No. 1410-49, a proposed ordinance amending Sections 1, 2
and 4 of Ordinance No. 3380-14 which authorized a Pilot Project f or Micro-housing f or Trinity Lutheran College Students.
Allan Gif f en, Planning, gav e a brief slide presentation summarizing the proposed changes to Ordinance No. 3380-14.
President Moore inv ited public comments. There was no response.

COUNCIL BILL NO. 1410-49

Council Bill No. 1410-49 and the City Clerk is directed to call the roll f or the f inal disposition of the ordinance.

MEMORANDUM OF UNDERSTANDING – TRAFFIC SAFETY
EMPHASIS PATROLS
Mov ed by Council Member Roberts, seconded by Council Member Bader, to authorize the May or to sign the 2014-2015
Memorandum of Understanding with the Washington Traf f ic Saf ety Commission regarding participation in Target Zero Teams high
v isibility enf orcement traf f ic saf ety emphasis patrols in the amount of $23,900.00.

RESOLUTION – TOUCHSTONE HOTEL PROJECT
Mov ed by Council Member Roberts, seconded by Council Member Bader, to adopt Resolution No. 6789 relating to Touchstone
Hotel Project.
Roll was called with all council members v oting y es except Council Member Gipson who v oted no.
Motion carried.
PUBLIC HEARING – 2015 BUDGET
Council President Moore opened a 2nd public hearing regarding the 2015 Budget.
Susy Haugen, Finance, presented the proposed budget changes on a f und-by -f und basis. She noted that the eliminated
positions, and the cost impact of eliminating those positions, represents salaries, benef its, and pay roll taxes.
Considerable discussion ensued.
Council Member Stonecipher requested a list showing v acant positions, how long they ’v e been v acant, and the status of the
positions going f orward. CAA/CFO Bry ant stated that she would prov ide a list.
Council President Moore inv ited public comment. There was no response.
President Moore continued the public hearing to the Nov ember 12, 2014 City Council meeting.
The City Council meeting adjourned at 8:41 p.m.
