W ednesday, December 10, 2014 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., December 10, 2014, in the City Council Chambers of the William E. Moore Historic City Hall, President Moore presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Bader, and Tuohy were present. Council Member Stonecipher was expected but running late. Vice President Bader led the Pledge of Allegiance. The minutes of the December 3, 2014, City Council meeting were approv ed as printed. MAY OR May or Stephanson thanked ev ery one who turned out last night f or the holiday reception recognizing the boards and commissions members who v olunteer their serv ice to the community. COUNCIL Council Member Murphy prov ided a liaison update on the Snohomish Health District Board meeting that was held y esterday. Council Member Roberts thanked the May or f or his comments about the boards and commissions ev ent, and he thanked the v olunteer members f or their dedicated work f or the city. Council Member Tuohy commented on the marijuana retail interim regulations. She asked council members to consider modif ications to the regulations and requested that City staf f prepare language f or f uture rev iew. Council Member Bader thanked the May or f or his attendance and remarks at the Riv erside Neighborhood Association meeting last ev ening. CITY ATTORNEY The City Attorney made no comments. CITIZEN COMMENTS Eugene Elf rank, Ev erett, spoke regarding the proposed retail marijuana business, Purple Haze, located at 4218 Rucker Av enue. Mr. Elf rank asked City Council not to consider adoption of interim zoning changes that would prev ent his business f rom opening at this location. Jessica Jordan, Ev erett, spoke regarding her marijuana retail business that is proposed to open in Silv er Lake. She also asked that City Council not consider adoption of zoning changes. Council Member Stonecipher entered the council chambers. Jamie Curtismith, Ev erett, spoke about retail marijuana restrictions by the Liquor Control Board and asked city council to support the creation of a marijuana implementation team or task f orce to rev iew the issue. Dennis Jordan, Ev erett, spoke about conf licting licensing/permit restrictions on marijuana retail businesses by the Washington State Liquor Control Board and City of Ev erett. Mary Belshaw, Valerie Steel, and Dav e Ramstad, all of Ev erett, spoke in support of the proposed name “Hibulb Lookout.” Mov ed by Council Member Gipson, seconded by Council Member Roberts, to close the public hearing. Roll was called with all council members v oting y es. RESOLUTION – NAMING OF THE BLUFF NORTHWEST OF AMERICAN LEGION MEMORIAL PARK Mov ed by Council Member Roberts, seconded by Council Member Stonecipher, to adopt Resolution No. 6801 naming the bluf f northwest of American Legion Memorial Park “Hibulb Lookout.” Roll was called with all council members v oting y es. PUBLIC HEARING: Council President Moore opened a public hearing related to naming the bike/pedestrian trail around north Ev erett the “Mill Town Trail.” President Moore inv ited public comment. Shelley Wey er, Chair, Northwest Neighborhood Association, spoke on behalf of the northwest neighbors in support of the name “Sawdust Trail,” which was originally proposed. Dav e Ramstad, Ev erett, spoke in support of either the name “Mill Town Trail” or “Sawdust Trail.” He stated that a poll of the historical community and Ev erett neighborhoods indicated that both names hav e historical signif icance. Mov ed by Council Member Roberts, seconded by Council Member Bader, to close the public hearing. Roll was called with all council members v oting y es. Motion carried. RESOLUTION – NAMING THE BIKE/PEDESTRIAN TRAIL AROUND NORTH EVERETT Mov ed by Council Member Bader, seconded by Council Member Roberts, to adopt Resolution No. 6802 naming the bike/pedestrian trail around north Ev erett the “Mill Town Trail.” Roll was called with all council members v oting y es.
