February 24, 2016 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., February 24, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Murphy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, and Tuohy were present. Council Member Stonecipher was excused. Council Member Roberts led the Pledge of Allegiance. The minutes of the February 17, 2016, City Council meeting were approved as printed. MAYOR APPOINTMENTS Moved by Council Member Moore, seconded by Council Member Roberts, to concur with the following appointment: Board of Parks Appointment of Marcia Isenberg to Position 7 for the remainder of a six-year term, expiring December 31, 2018 Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. Chief Dan Templeman introduced new Police Officers Vander Lei, Christensen, and Snyder. OATH — POLICE OFFICERS Moved by Council Member Franklin, seconded by Council Member Tuohy, to concur with the appointments of Jared Snyder, Jeremy Vander Lei, and Keith Christensen as new police officers. 62  February 24, 2016 Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. The City Clerk administered the oath of office and Mayor Stephanson presented the officers with their badges. COUNCIL Council Member Moore provided a liaison report on his attendance at the Joint Tulalip Water Board meeting. Council Member Franklin reported on her attendance at the Snohomish County Association of Cities and Towns dinner meeting last week. Council Member Bader provided a liaison report on his attendance last week at the Transportation Advisory Committee meeting. Council Member Roberts spoke about an article relating to the City's Streets Initiative Work, which was featured in the Association of Washington Cities' Cityvision magazine. Council Member Roberts also thanked Government Affairs Director Pat McClain, who is retiring, for his contributions to the City. Council Member Tuohy reported on her attendance at the Historical Commission meeting last night. President Murphy reported on his attendance at the Council of Neighborhoods meeting on Monday. He also inquired about the process for traffic signal synchronization, especially at the intersection of Rucker and California. Debra Bryant, Administration, stated she would discuss this issue with City Engineer Ryan Sass. 63  February 24, 2016 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Jackie Minchew, Everett, spoke about items related to climate change and the Guardian' s " Keep it in the Ground" campaign. RESOLUTION - PAYROLL To adopt Resolution No. 6951 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of $3, 570, 067. 58 for the period ending February 6, 2016. BID CALL - 2016- 019 ASPHALT PATCH UNIT To approve Bid Call 2016- 019 for an Asphalt Patch Unit. ACTION ITEMS: RESOLUTION — SURPLUS VEHICLES AND EQUIPMENT Moved by Council Member Roberts, seconded by Council Member Bader, to adopt Resolution No. declaring 6952 vehicles and equipment surplus and authorizing their disposition. PURCHASE — SEWER-VACUUM TRUCK BODIES Moved by Council Member Roberts, seconded by Council Member Bader, to approve the purchase of two Sewer-Vacuum Truck Bodies from State Contract 01912 in the amount of $ 684, 329. 54 including Washington State sales tax. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. AGREEMENTS — HOTEL / MOTEL TAX GRANT FUNDING Moved by Council Member Moore, seconded by Council Member Bader, to concur with the recommendation of the Lodging Tax Advisory Committee and the Budget Finance Chair to accept the long-term obligations of the Hotel/ Motel Tax and to allocate grant 66  February 24, 2016 funding as designated in an amount not to exceed $ 150, 000. 00 and authorize the Mayor to sign the contracts. Council Member Tuohy recused herself from any discussion or decision making related to this item to avoid any appearance of conflict. She stated that she is employed by the Arts Council of Snohomish County, doing business as the Schack Art Center. Council Member Tuohy left the council chambers at 1: 16 p. m. Council Member Franklin thanked the members of the Lodging and Tax Advisory Committee and Council Administrator Deb Williams for their hard work during the application review process. AGREEMENT —DOWNTOWN STREETSCAPE IMPROVEMENTS Moved by Council Member Moore, seconded by Council Member Franklin, to authorize the Mayor to sign the Fuel Tax Grant Agreement with the State of Washington Transportation Improvement Board for downtown streetscape improvements. Motion carried. 67  February 24, 2016 BID AWARD —CITYWIDE SAFETY IMPROVEMENTS AND PACIFIC AVENUE AND BROADWAY SAFETY IMPROVEMENTS Moved by Council Member Roberts, seconded by Council Member Moore, to award the bid for the Citywide Safety Improvements and Pacific Avenue and Broadway Safety Improvements to Ariston Pacific, Inc. in the amount of $ 1, 062, 314. 79 including Washington State sales tax. Council Member Bader expressed concern about pedestrian safety near 34th the bus stop located at Street and Broadway. Dave Davis, Public Works, stated he would pass this information on to City Engineer Ryan Sass. Council Member Tuohy inquired about the process for handling concerns from citizens relating to pedestrian safety. Dave Davis stated inquiries should be forwarded to the Public Works Department. Motion carried. 70  February 24, 2016 AGREEMENT —DEVELOPMENT OF NEW PROJECTIONS OF CHANGING HEAVY PRECIPITATION Moved by Council Member Roberts, seconded by Council Member Franklin, to authorize the Mayor to sign an agreement with the University of Washington for development of new projections of changing heavy precipitation in Everett, substantially in the form provided, in an amount not to exceed $ 30, 000. AGREEMENT AMENDED —MANAGEMENT OF FORESTRY ROADS ON LAKE CHAPLAIN TRACT Moved by Council Member Tuohy, seconded by Council Member Franklin, to authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement Roots Forestry with LLC for forestry management for an additional cost of$ 31, 320. AGREEMENT —INTEGRATED PUBLIC ALERT AND WARNING SYSTEM Moved by Council Member Tuohy, seconded by Council Member Franklin, to authorize the Mayor to sign the Memorandum of Agreement with the Federal Emergency Management Agency Integrated Public Warning System (IPAWS) Program Alert and Management Office to enhance our public alerting system, at no cost to the City.
