COUNCIL BRIEFING AGENDA: (These items come before the City Council serving as a Council
Committee of the Whole and are likely to be scheduled at a future meeting.)
(1) CB 1605-25 – 1st Reading – Adopt the Proposed Ordinance authorizing “Supportive Housing”
in various residential and commercial zones, amending Ordinance Nos. 1671-89 (EMC Title
19, Zoning) and 2530-01 (EMC Title 15, Local Project Review Procedures), as amended (3rd
and final reading and public hearing on 6-8-16).
(2) Authorize Mayor to sign the Water Quality Combined Financial Assistance Agreement with
the Washington State Department of Ecology to improve water quality in the Snohomish
River in the amount of $1,000,000 with a local share of $333,333.
PROPOSED ACTION ITEMS:
(3) CB 1605-23 – 2nd Reading – Adopt the Proposed Ordinance amending the City’s Multifamily
Housing Property Tax Exemption Regulations, Section 1 of Ordinance No. 2408-99, Section
8 of Ordinance No. 2347-98, as amended (EMC 3.78.080). (3rd and final reading and public
hearing on 6-1-16).
(4) CB 1605-24 – 2nd Reading – Adopt the Proposed Ordinance relating to Regulation of
Vessels, amending Ordinance 3135-09, Section 14 and Ordinance No. 1246-86, Section 1
part) as amended (Chapter 12.02.125 and 12.02.130 EMC) (3rd and final reading on 6-1-
16).
CONSENT ITEMS:
(5) Adopt Resolution No. ____ authorizing claims against the City of Everett in the amount of
$1,611,620.84 for the period of May 7, 2016 through May 13, 2016.
(6) Authorize Call for Bids for the purchase of four 36-inch butterfly valves with actuators for
the Water Filtration Plant.
PUBLIC HEARING:
(7) Adopt Resolution adopting the 2016-2035 Parks, Recreation and Open Space (PROS) Plan.
ACTION ITEMS:
(8) Approve the Western Display Fireworks, Ltd. application for a public fireworks display on
July 4, 2016 on a barge located 850 feet east of Jetty Island.
(9) Adopt Resolution of the City of Everett congratulating the Boeing Company and its
employees on the Company’s Centennial.
(10) Adopt Resolution authorizing the Mayor to execute a Memorandum of Understanding
between the Cities of Everett, Lynnwood and Snohomish County to cooperate and take all
responsible, feasible and lawful measures to facilitate the planning, engineering and
permitting of the ST-3 light rail extension from Lynnwood to Everett, in substantially the
form provided.
(11) Adopt Resolution declaring the 2009 Toyota Prius surplus and authorizing its sale at public
auction.
(12) Award bid for a Regenerative Air-Vacuum Street Sweeper to Enviro-Clean Equipment, Inc.
in the amount of $268,242.15 including Washington State sales tax.
(13) Approve Tort Claim Settlement with Thorsen Family, LLC, 3116 Rucker Avenue, in the
amount of $63,202.04.
(14) Award bid for the Sewer M Project Phase 2 to KLB Construction, Inc. in the amount of
$4,474,693.51.
(15) Authorize Mayor to sign Amendment No. 4 to the System Supply and Support Agreement
with Trapeze Software Group, Inc. at no additional cost.
(16) Authorize Mayor to sign Lease Renewal and Amendment No. 2 to lease with the Snohomish
County Police and Auxiliary Services Center (SNOPAC) for space at the South Precinct
building.
(17) Authorize Mayor to sign Lease Amendment No. 2 with Austin Java assigning the lease to
Innova Corporation, doing business as Espresso Americano, for space at Everett Station.
