July 20, 2016 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., July 20, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Murphy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Roberts was expected to be late. Council Member Moore was excused. Council Member Tuohy led the Pledge of Allegiance. The minutes of the July 13, 2016, City Council meeting were approved as printed. MAYOR Mayor Stephanson commented on the Public Safety Innovations forum held Tuesday that focused on mental health and helping to curb the opioid epidemic. He thanked Police Chief Templeman on his leadership and the Police Department for their hard work. He announced that a video created to highlight the Safe Streets Plan will be published online Thursday, and thanked the Community Streets Initiative Coordinator, Julie Frauenholtz, for her effort on this project. COUNCIL Council Member Bader reported on his attendance at the Public Safety Innovations forum and the efforts in providing balance in the community to help those who seek treatment. Council Member Tuohy, who attended the Public Safety Innovations forum, noted how other cities are reevaluating how to do business in order to help provide services and how Everett can do this also. Council Member Franklin reiterated the positive comments from the Public Safety Innovations forum and thanked those involved including the Mayor, Police Chief Templeman and Hil Kaman. She expressed the important partnership with Snohomish County in these efforts. She reminded 233 July 20, 2016 citizens of the Nubian Jam, a community event at Forest Park on Saturday, July 30, 2016, from 10 a. m. to 7 p. m. President Murphy provided follow up with Council regarding the for-hire transportation briefing, from June 8, 2016. He asked to move a review of the current ordinances to the Public Safety Subcommittee and anticipates a response from staff and the subcommittee in the near future. ADMINISTRATION UPDATE ON PRIOR BUSINESS There was no report from Administration. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 20 minutes, concerning a legal matter pursuant RCW 42. 30. 110. 1( i)( c). He provided an update that the Legal department is looking into the matter relating to the L. A. Times article, which focused on the increased OxyContin epidemic in the community. Council Member Roberts entered the Council Chambers at 6: 38 p. m. CITIZEN COMMENTS There were no citizens who wished to speak. COUNCIL BRIEFING AGENDA: COUNCIL BILL 1607- 30 FIRST READING: 234 July 20, 2016 AN ORDINANCE creating a Special Construction Fund entitled South Branch Library Expansion Project, Fund 342, Program 023 in estimated amount of $600, 000. 00 Presented by Chris Lark, Facilities Considerable discussion ensued. PROPOSED ACTION ITEMS: COUNCIL BILL 1607- 28 SECOND READING: AN ORDINANCE approving the appropriations of the 2016 revised City of Everett Budget and amending Ordinance No. 3487- 16 COUNCIL BILL 1607- 29 SECOND READING: AN ORDINANCE adopting deferred payment of impact fees for single- family homes and an exemption for payment of impact fees for low- income housing, amending Ordinance 3389- 14 ( EMC Chapter 18. 36, Small Project Impact Fee), Ordinance 3387- 14( EMC Chapter 18. 40, Transportation Mitigation) and Ordinance 3396- 14 ( EMC Chapter 18. 44 School District Impact Fees) as amended CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Tuohy, to approve the following consent items: 235 July 20, 2016 RESOLUTION - CLAIMS To adopt Resolution No. 7008 authorizing claims against the City of Everett in the amount of $ 1, 777, 562. 43 for the period of July 2, 2016, through July 8, 2016. RESOLUTION — ELECTRONIC TRANSFER To adopt Resolution No. 7009 authorizing electronic transfer claims against the City of Everett in the amount of $ 6, 640, 406. 91 for the period of May 1, 2016, through May 30, 2016. REQUEST FOR PROPOSAL —NEC TELEPHONE NETWORK MAINTENANCE To authorize the Request for Proposal 2016- 057 for NEC Telephone Network Maintenance in the amount of$ 227, 000. 00 annually. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. ACTION ITEMS: AGREEMENT —PURCHASE OF PETERBILT TRUCK Moved by Council Member Bader, seconded by Council Member Franklin, to authorize the purchase of Peterbilt truck chassis from Washington State Contract 01513 in the amount of $ 165, 727. 87 including Washington State sales tax. Roll was called with all council members voting yes, except Council Member Moore who was excused.
