August 31, 2016 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., August 31, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, President Murphy presiding. Upon roll call, it was found that Council Members Roberts, Moore, Murphy Franklin, Bader, Stonecipher, and Tuohy were present. Mayor Stephanson was excused. Vice President Tuohy led the Pledge of Allegiance. The minutes of the August 24, 2016, City Council meeting were approved as printed. Council Member Franklin abstained from the vote. MAYOR Mayor Stephanson was excused. COUNCIL President Murphy thanked Mayor Stephanson and congratulated City staff for the smooth coordination of the Trump presidential candidate rally held yesterday at Xfinity Arena. Council Members echoed thanks and appreciation for City staff and crews assisting with the presidential candidate event. Council Member Moore announced that a Budget Subcommittee meeting is tentative scheduled for September 14, 2016 at 5: 30 p. m. Council Member Roberts reported on the discussion regarding Council representation that took place this evening at the General Government Subcommittee meeting. He thanked David Stalheim, Planning, for his assistance with compiling information for this meeting. Council Member Stonecipher commented on her recent visit to see the Chuck Close exhibition, which is currently on view at the Schack Art Center. 277 August 31, 2016 President Murphy commented on today' s news release from the Parks and Recreation staff announcing the reopening of access to Howarth Park beach. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Jackie Minchew, Everett, spoke about climate action and solidarity. Gary Watts, Everett, thanked the Police Department for their continued emphasis to clean up the Smith Street area. He commented on the need for relocation of the Everett Gospel Mission and urged council members to address the general problem that this organization brings to the area. COUNCIL BRIEFING AGENDA: Budget Update No. 3. Presented by Susy Haugen, Finance Adopt a Resolution establishing a Policy Relating to Compliance with the Public Records Act. Presented by Susy Haugen, Finance Council Member Stonecipher asked why a resolution was being proposed rather than amending the existing ordinance. 278 August 31, 2016 City Attorney Iles stated the current ordinance still provides a good baseline, He stated the proposed resolution, which includes procedures, and the existing ordinance complement one another. Authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with the DLR Group for the design of the Service Center Redevelopment Project in the amount of 2, 003, 747. 00. Presented by David Davis, Public Works Dave Davis stated the fee proposal does not include monies derived from the disposal of Public Works properties, which will be necessary in order to accommodate the finance rates presented. Council Member Stonecipher requested Public Works provide updated information that includes the tax over layering associated with the utility rate increases that are coming into play. Council Member Roberts stated it would be helpful to receive additional detail regarding properties that will be disposed. President Murphy stated he would be interested in understanding the criteria that will be used in selecting the general contractor/construction manager ( GCCM) contractor. Dave Davis stated he would provide additional information as requested above. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Franklin, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7023 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 279 August 31, 2016 2, 412, 449. 30 for the period of August 13, 2016, through August 19, 2016. RFQ CALL —2017- 2019 UTILITY CONSULTANT ROSTER To authorize a Call for Request for Qualifications for 2017- 2019 Utility Consultant Roster. Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: AGREEMENT — 2016 MARINE PATROL FEDERAL FINANCIAL ASSISTANT GRANT PROGRAM Moved by Council Member Tuohy, seconded by Council Member Roberts, to authorize the Mayor to sign documents with the Washington State Parks and Recreation Commission regarding the 5, 000. 00 funding increase for the Federal Fund Year 2016 Marine Patrol Federal Financial Assistance Grant Program. Roll was called with all council members voting yes. Motion carried. AGREEMENT —MANAGEMENT OF SAFETY DATA SHEETS Moved by Council Member Franklin, seconded by Council Member Tuohy, to authorize the Mayor to sign a Master Services Agreement with Safetec Compliance Systems, Inc. for management of City of Everett Safety Data Sheets in the amount of $5, 250. 00. 280 August 31, 2016 Roll was called with all council members voting yes.
