April 12, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., April 12, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Stonec,pher led the Pledge ofAllegiance The minutes of the April 5, 2017, City Council meeting were approved as printed. Council Members Bader and Stonecipher abstained from the vote. President Tuohy announced that agenda item number 11 had been pulled from the agenda. MAYOR Mayor Stephanson announced that today the City received its 22nd Tree City USA designation from the National Arbor Day Foundation, and thanked students from Whittier Elementary School for planting the trees. OATH — POLICE OFFICERS Moved by Council Member Roberts, seconded by Council Member Franklin, to concur with the appointments of Jason Tutchtone and Karen Campbell as new police officers. Roll was called with all council members voting yes. Motion carried. The Deputy City Clerk administered the oaths of office, and Mayor Stephanson presented the officers with badges. 114  April 12, 2017 COUNCIL Council Member Bader reported on his attendance at the Evergreen Neighborhood meeting last week. Council Member Franklin commented on her attendance at the 2017 Snohomish County Emerging Leader award ceremony and congratulated Hil Kaman, Public Health and Safety Director, on his award. She also reported on her attendance at the Evergreen and South Forest Park Neighborhood meetings. Council Member Franklin stated that she toured the Goodwill training site and encouraged council members to visit the facility and learn about training programs. Council Member Roberts echoed Council Member Franklin comments about the Emerging Leader event. He reported on his attendance at the Puget Sound Regional Council Growth Management Policy Board Council Member Roberts provided a liaison report on his meeting. attendance at the Port Gardner Neighborhood meeting. Council Member Murphy spoke about the Emerging Leaders award ceremony and congratulated Hil Kaman and nominees. He reported on his attendance at the Snohomish Health District Board meeting. Council Member Murphy announced that the Snohomish Health District Board Retreat is scheduled for April 21, 2017, from 11 a. m. to 3 p. m., and invited the public to attend. Council Member Murphy provided a liaison report on his attendance at the Parks Board meeting. He also spoke about the amendment to Council Bill 1703- 15 regarding the proposed ordinance dollar amount change from $ 790, 000 to $ 745, 000. President Tuohy reminded citizens about the City Council Retreat, which will be held in the City Council Chambers on Saturday, April 15, 2017, from 8: 00 a. m. to noon. ADMINISTRATION UPDATE ON PRIOR BUSINESS There was no report from Administration. 115  April 12, 2017 CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Aaron Powell, Everett, expressed concerns about voter participation in the decision- making process regarding the low- barrier housing project. Jackie Minchew, Everett, commented on " People' s Climate March", on April 29, 2017. Mark Ford, Seattle, spoke about the proposed for- hire ordinance and A/ashington State regulations regarding transportation network companies. Donna Konicki, Everett, commented on the need for community revitalization and neighborhood engagement. COUNCIL BRIEFING AGENDA: Port of Everett Update. PURCHASE — PETERBILT TRUCK CHASSIS Moved by Council Member Moore, seconded by Council Member Bader, to authorize the purchase of a Peterbilt truck chassis from Washington State Contract 01513 in the amount of $ 157, 345. 64 including Washington State sales tax. PURCHASE — GLOBE STRUCTURAL FIREFIGHTING TURNOUTS CLOTHING Moved by Council Member Bader, seconded by Council Member Franklin, to authorize the purchase of Globe Structural Firefighting turnouts clothing from Fire Rescue GPO contract # VH11277 in the amount of $ 127, 657. 53 including Washington State sales tax.
