August 30, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., August 30, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Council Members Moore, Murphy, Franklin, Bader, Stonecipher and Tuohy were present. Mayor Stephanson and Council Member Roberts were excused. Council Member Franklin led the Pledge of Allegiance. The minutes of the August 23, 2017, City Council meeting were approved as printed. Council Member Stonecipher abstained from the vote. MAYOR Mayor Stephanson was excused. COUNCIL Council Member Moore thanked City staff and non- profit organizations for working on events such as the Bubble Run and Food Truck Festival. Council Member Franklin provided a recap from Public Safety the Subcommittee meeting. She also announced the next Public Safety Subcommittee meeting is scheduled on September 6 at 5: 15 p. m. Council Member Bader wished everyone a happy Labor Day weekend and thanked everyone who works for the City. Council Member Murphy announced the Budget and Finance Subcommittee is scheduled to meet on September 13 at 5: 15 p. m. Council Member Murphy stated that he would like to recuse himself from today's briefing on Items 12 and 13 related to a potential purchase by the City of the Snohomish County Health District building. He stated that he is working with the City Attorney to determine what role he can have in this process. 290  August 30, 2017 Council Member Stonecipher reminded the public that the International Overdose Awareness Day Candlelight Vigil will take place tomorrow, August 31, 7 p. m., at Thornton A. Sullivan Park at Silver Lake. President Tuohy reminded the public that schools starts next week and encouraged everyone to drive carefully and to watch out for kids. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. Council President Tuohy announced that Action Items 12 and 13 were moved to the Council Briefing Agenda and the action on these items will be taken on September 6. CITIZEN COMMENTS Cheryl Hensley, Everett, spoke about homelessness and drugs. Sean Renfro, Everett, spoke about his e- mail correspondence with Everett Police Department and the Attorney General' s Office. Jackie Minchew, Everett, spoke about climate change and Hurricane Harvey. COUNCIL BRIEFING AGENDA: Council Member Murphy left the Council Chambers at 6: 47 p. m. Authorize the Mayor to sign the Purchase and Sale Agreement with Snohomish County Health District, in substantially the form as 291  August 30, 2017 attached, and take all other actions necessary for the acquisition of property located at 3020 Rucker Avenue. Presented by Mike Palacios, Real Properties and Chris Lark, Facilities Authorize the Mayor to sign the professional services agreement with the DLR Group for the Public Works Rucker Building Study in the amount of$ 69, 760. Council Member Franklin asked for information regarding the purchase cost of this building, including needed repairs and modifications, as well as the cost of needed repairs and modifications to the remaining City structures. Council Member Moore asked about the State law concerning the sale of surplus property, and how it applies to this sale and purchase agreement. Council Member Murphy returned to the Council Chambers at 7: 02 p. m. STREET CLOSURE — OAKES AVENUE NEIGHBORHOOD BLOCK WATCH To authorize the closure of Oakes Avenue between 20th Street and 21st Street on September 2, 2017, from 11 a. m. to 7 p. m., for the Neighborhood Block Watch Barbeque and safety training, sponsored by the Oakes Avenue Neighborhood Block Watch. AGREEMENT— FOR GENERAL CONTRACTING SERVICES Moved by Council Member Murphy, seconded by Council Member Moore, to authorize the Mayor to sign amendments to the job order contracting agreements with Burton Construction, Inc. and Forma Construction Company for general contracting services. Roll was called with all council members voting yes, except Council Member Roberts who was excused. Motion carried. BID AWARD —LARGE BUTTERFLY VALVES WITH ACTUATORS Moved by Council Member Moore, seconded by Council Member Bader, to award contract for the purchase of six new large butterfly valves with actuators to Beaver Equipment Specialty Company, Inc. in the amount of$ 194,904.76, including Washington State sales tax.
