March 14, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., March 14, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council Member Murphy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Moore, Murphy, McNeal, and Stonecipher were present. Council Members Roberts, Bader, and Tuohy were excused. Council Member McNeal led the Pledge of Allegiance. The minutes of the March 7, 2018, City Council meeting were approved as printed. MAYOR Police Chief Templeman introduced Police Officer Trainee Ana Perdomo. OATH — POLICE OFFICER Moved by Council Member McNeal, seconded by Council Member Stonecipher, to concur with the appointment of Ana Perdomo as a new police officer. Roll was called with all council members voting yes, except Council Members Roberts, Bader, and Tuohy who were excused. Motion carried. The City Clerk administered the Oath of Office, and Mayor Franklin presented Officer Perdomo with her badge. Mayor Franklin read which she issued today on National a statement, Walkout Day, expressing her support of students and pledging to work to reduce gun violence in Everett. 95  March 14, 2018 COUNCIL Council Member McNeal reported on her attendance at the Snohomish 9th County NAACP Annual Freedom Fund Gala, which was held last Saturday in Lynnwood. She also reported on her attendance at the Riverside Neighborhood Association meeting last evening. Council Member Murphy provided a brief liaison report on the Lodging Tax Advisory Committee meeting that was held last Thursday. He thanked Lodging Tax Committee members and Council Member Stonecipher for their contributions. Council Member Murphy announced that Briefing Item No. 1 was moved from the Briefing agenda to Action agenda as this item was previously briefed to the full Council. ADMINISTRATION UPDATE ON PRIOR BUSINESS Chief of Staff Lyle Ryan thanked Paul Kaftanski for assisting while he was away on vacation. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 15 minutes, concerning a legal matter pursuant to RCW 42. 30. 110( 1)( i)( c) with no announcement to follow. CITIZEN COMMENTS Sean Renfro, Everett, spoke about an Everett Police Department investigation. 96  March 14, 2018 COUNCIL BRIEFING AGENDA: Award Request for Proposal 2017- 034 for Everett Channel Broadcast System Upgrades & Expansion to Advanced Broadcast Solutions in the amount of $ 567, 081. 68, including Washington State sales tax. This item was moved to Action Items. Metro Everett Draft Zoning Regulations and Off Street Parking Standards Presented by David Stalheim, Planning Council Member Stonecipher spoke about the Bicycle Plan implementation as it relates to Metro Everett and market rates for off- street parking. Ryan Sass, Public Works, provided an update on the implementation of the Everett Bicycle Plan. Council Member Moore expressed the need for future discussion about public parking management as it relates to the economic viability of the Angel of the Winds Arena. Mayor Franklin provided an update on the work that is currently in progress. Council Member Murphy requested additional information about Transportation Demand Management project strategies and possible alternatives. He also requested specifics about the intersection of Parking Zone A with the B- 3 Zone be presented at a future meeting. CONSENT ITEMS: Moved by Council Member McNeal, seconded by Council Member Stonecipher, to approve the following consent items: 97  March 14, 2018 RESOLUTION - CLAIMS To adopt Resolution No. 7227 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 645, 748. 19 for the period of February 24, 2018, through March 2, 2018. MEMORANDUM OF UNDERSTANDING — VIOLENT OFFENDER TASK FORCE To authorize the Mayor to sign the Memorandum of Understanding with the United States Marshals Service regarding participation in the Violent Offender Task Force. GRANT AGREEMENT — TRAFFIC SAFETY EQUIPMENT To authorize the Mayor to sign all necessary documents and agreements with the Washington Association of Sheriffs and Police Chiefs regarding the Traffic Safety Equipment Grant in the amount of 2500. AGREEMENT — DISTRIBUTION OF VESSEL REGISTRATION FEES To authorize the Mayor to sign the Distribution of Vessel Registration Fee Agreement between Snohomish County and the City of Everett. STREET CLOSURE — SNOHOMISH WOMEN' S RUN To authorize the closure of various streets at Rotary Park on May 6, 2018, from 8 a. m. to 1 p. m., for the Snohomish Women' s Run sponsored by Snohomish Running Company. Roll was called with all council members voting yes, except Council Members Roberts, Bader, and Tuohy who were excused. Motion carried. 98  March 14, 2018 ACTION ITEMS: RFP AWARD — EVERETT CHANNEL BROADCAST SYSTEM UPGRADES & EXPANSION Moved by Council Member Moore, seconded by Council Member McNeal, to award Request for Proposal 2017- 034 for Everett Channel Broadcast System Upgrades & Expansion to Advanced Broadcast Solutions in the amount of $ 567, 081. 68, including Washington State sales tax. Roll was called with all council members voting yes, except Council Members Roberts, Bader, and Tuohy who were excused. Motion carried. AGREEMENT AMENDED — WFP OPERATIONS BUILDING SEISMIC RETROFIT- REBID PROJECT Moved by Council Member McNeal, seconded by Council Member Moore, to authorize the Mayor to sign Change Order No. 3 with Kassel & Associates, Inc. for the Water Filtration Plant Operations Building Seismic Retrofit- Rebid Project in the amount of $ 85, 948. 96, including Washington State sales tax. Roll was called with all council members voting yes, except Council Members Roberts, Bader, and Tuohy who were excused. Motion carried. GRANT AGREEMENTS — LONG- TERM OBLIGATIONS OF THE HOTEL MOTEL TAX Moved by Council Member Stonecipher, seconded by Council Member Moore, to concur with the recommendation of the Lodging Tax Advisory Committee and the Budget Finance Committee to accept the long- term obligations of the Hotel Motel Tax listed above 99  March 14, 2018 and to allocate grant funding as designated in an amount not to exceed $ 425, 000 and authorize the Mayor to sign the contracts. Roll was called with all council members voting yes, except Council Members Roberts, Bader, and Tuohy who were excused. Motion carried. Council Member Stonecipher thanked Council Member Murphy for his leadership on the Lodging Tax Advisory Committee. She commented on the broad variety of the grant recipients and the interesting things that are occurring in the community.
