March 28, 2018
The regular meeting of the Everett City Council was called to order at
12: 30 p. m., March 28, 2018, in the City Council Chambers of the William E.
Moore Historic City Hall, Council President Roberts presiding. Upon roll call,
it was found that Mayor Franklin and Council Members Roberts, Moore,
Murphy, McNeal, Bader, and Tuohy were present. Council Member
Stonecipher was excused.
Council Member McNeal led the Pledge of Allegiance.
The minutes of the March 21, 2018, City Council meeting were approved as
printed.
MAYOR
Mayor Franklin announced that the City is seeking internal and external
candidates for the permanent Fire Chief Position.
COUNCIL
Council Member McNeal reported on her attendance at the Casino Road
Stakeholders meeting and the Historical Commission meeting.
Council Member Tuohy reported on her attendance at the Council of
Neighborhoods meeting. She also attended the Roadmap to Washington' s
Future workshop on March 22 and provided a brief report from the meeting.
President Roberts thanked Council Member Tuohy for attending the
workshop. He also reported on his participation at the March For Our Lives
rally on Saturday. President Roberts announced that the City Council
workshop for the districting process is scheduled for April 4.
ADMINISTRATION UPDATE ON PRIOR BUSINESS
Lyle Ryan, Administration, asked Julie Frauenholtz to provide an update on
the Mayoral Directives.

highlights of the initiatives.
CITY ATTORNEY
City Attorney Iles had no comments.
CITIZEN COMMENTS
Pam Kepford, Everett, spoke about the future of Everett Transit.
CONSENT ITEMS:
Moved by Council Member
Murphy, seconded by Council Member
Bader, to approve the following consent items:
RESOLUTION - CLAIMS
To adopt Resolution No. 7230 acknowledging the payment of audited
and approved claims against the City of Everett in the amount of
1, 062, 452. 60 for the period of March 10, 2018, through March 16, 2018.
APPLICATION — 2018 BOATING REGATTA
To approve the Seattle Outboard Association' s Application to hold the
2018 Boating Regatta on Silver Lake on June 2, 2018.
PURCHASE — AL240 PAINT STRIPING BODY
To authorize the purchase of AL240 Paint Striping Body from EZ- Liner
Utilizing Houston- Galveston Area Council Contract # SM10- 16 in the
amount of$ 218, 702. 31, including Washington State sales tax.

Roll was called with all council members voting yes, except Council Member
Stonecipher who was excused.
Motion carried.
ACTION ITEMS:
AGREEMENTS — SOCIAL AND HEALTH SERVICES FUNDING
Moved by Council Member Bader, seconded by Council Member
Tuohy, to authorize the Mayor to sign agreements with Snohomish
County to obtain Social and Health Services funding, including the
Basic Terms and Conditions Agreement, Business Associate
Agreement, the First Responders Flex Fund Agreement and such
other documents required.
Roll was called with all council members voting yes, except Council Member
Stonecipher who was excused.
Motion carried.
BID AWARD — WATER MAIN REPLACEMENT " S"
Moved by Council Member Bader, seconded by Council Member
McNeal, to award the contract for construction of the Water Main
Replacement " S" Project to Reece Construction Company in the
amount of$ 1, 866, 695. 79, including Washington State sales tax.
Roll was called with all council members voting yes, except Council Member
Stonecipher who was excused.
Motion carried.
